This study analyzes how overall changes in political and economic life during the last decade have affected the Estonian coastal fishery of the Baltic Sea. At the beginning of the nineties, the opportunity to export fish to the European market emerged. Opening of this new market resulted in rapidly increasing pressure on fish stocks. Some of the most important coastal fishery resources were over-fished because of high export market demand coupled with insufficient resource management and ineffective control and enforcement mechanisms. The costs associated with fishery have grown much more than the first-buyer prices. Additionally, dynamic development of the Estonian economy has resulted in substantial increases in earnings in other economic sectors and therefore the relative wealth of fishermen has steadily declined. This has resulted in increasing social problems. In conclusion, countries in transition may encounter serious difficulties in the fisheries sector, arising from privatization and economic reforms, which may affect the fisheries even years after the establishment of new ruling principles.  相似文献

This paper presents the results of an analysis to determine the financial and social feasibility of aquaculture technologies for live reef organisms, including food fish and marine ornamentals, as an alternative to wild capture of live reef organisms in nearshore waters in the Indo-Pacific region. The paper provides information and policy guidance for appropriate aquaculture technology application for Indo-Pacific nations, which are the source of most live reef organisms supplied for international trade. Cautionary evidence indicates that, under certain conditions, some forms of small-scale aquaculture of live coral reef organisms can be a useful solution for reducing fishing pressure on coral reefs.  相似文献

Measures to combat illegal, unreported and unregulated (IUU) fishing increasingly seek to constrain access to markets. These measures include enhanced seafood traceability and catch documentation schemes, the blocking of port access and landings, the identification and assessment of vessels engaged in IUU fishing and the prohibition on imports, transhipments or trade of fish products. It is important that such measures are in accordance with international law, including the agreements of the World Trade Organisation (WTO). This article evaluates a range of market-related measures for compatibility with international trade law, including the General Agreement on Tariffs and Trade (GATT) and the Agreement on Technical Barriers to Trade. The law requires measures to be non-discriminatory and, for certain technical regulations, not more trade-restrictive than necessary to achieve a legitimate objective. However, there are exceptions to these rules, including for measures relating to the conservation of exhaustible natural resources or for measures necessary for the protection of animal life or health, public morals, or to secure compliance with certain laws or regulations. While the design of current unilateral measures to combat IUU fishing appears to accord with trade law requirements, this article argues that there is scope for a wider and more collective approach. In this vein, new provisions in the recently concluded Trans-Pacific Partnership (TPP) are identified. The article concludes with recommendations for governments, international organisations, private actors and the global community wishing to take action in this area.  相似文献

Governments have tried for many years to negotiate rules to limit fisheries subsidies in the World Trade Organisation (WTO). Meanwhile, Parties to the Trans-Pacific Partnership (TPP) trade agreement have agreed to prohibit subsidies to particular kinds of fishing activity. Recent proposals in the WTO suggest a degree of support for a similar narrow prohibition. This paper uses evidence in the literature on the impact of subsidies on fish stocks, and from the WTO negotiations, to propose how disciplines on fisheries subsidies could be expanded, building on these first steps by the members of the TPP. The impact of subsidies on fishers' incentives and fish stocks depends on several factors, but many subsidies can tend to increase fishing capacity and effort beyond sustainable levels. Options for expanded disciplines include prioritising the prohibition of those subsidies that are most likely to be harmful to fisheries resources. An “actionable” category for other harmful subsidies could also be prioritised, as well as a set of exceptions for expenditures that are likely to be beneficial in the sense that they help to protect the environment or support poverty reduction.  相似文献

This paper surveys the current state and major trends in global fisheries; the environmental and social dimensions of fisheries; and explains how the international community has tried to meet the policy challenges associated with oceans and fisheries. The ocean and the freshwater ecosystems of the world make significant contributions to people's well-being via the many vital social and environmental services they provide (for example, food and nutrition, employment and incomes, carbon cycling and sequestration). The impact that the increase in fishing since the 1950s has had on wild fish stocks, and the significant increase in aquaculture production in the 20th century, have resulted in severe environmental impacts. This has significant effects on marine ecosystems and the health of oceans. The erosion of the resource undermines communities' long-term interests, including food security, employment, and income. Attempts by the global community to address challenges of sustainable production by improving the governance and management of fisheries resources range from national management of fisheries resources, to regional fisheries management organisations (RFMOs) for international fisheries stocks. These attempts have not always successfully met the challenge of balancing current and future use of fisheries.  相似文献

Global forest governance has recently seen the emergence of a timber legality regime. In an aim to regulate global timber trade flows, the US, the EU and Australia adopted laws prohibiting illegally harvested timber from entering their markets. While some view this as a milestone for environmental and social stewardship in the global forest sector, the effects of the regime remain contested.In order to better understand likely effects of the regime, we apply the Discursive Agency Approach to analyze discursive dynamics of policy making among the stakeholders involved in the creation of each law and their effects on governance design and implementation.Based on 120 interviews in the US, Australia, the EU and with global organizations/institutions, as well as 19 informal conversations, 300 documents, and participant observation data, our results show that legality is a powerful concept in forest governance. Drawing attention away from sustainability, it enables discursive divides between the global North and South as well as between wood producers and importers. These divides were crucial for the emergence of the legality regime. While some forest industry groups perceived the new laws as an opportunity, others saw them as a threat. In all three regions this led to coalitions between supportive industry factions and environmental groups. These coalitions were based on a complementarity of goals; environmentalists aimed to protect “Third World” forests while industry groups aimed to protect “First World” markets against growing competition from these former regions. Yet each coalition was composed differently and employed distinct – albeit related – discursive strategies in policy making. This affected the design of each law and its implementation. The shift from sustainability towards legality re-surfaces prominently in implementation. Stakeholder discussions range from coercive “threatening” to more learning-oriented “educating” approaches. We conclude by discussing the effects these discursive struggles in Australia, the EU and the US have on the global timber legality regime.  相似文献

With the increase in international trade, it is becoming increasingly important to accurately determine environmental impacts resulting from pollution embodied in trade. Many previous studies have unrealistically assumed that imports are produced with the technology of the importing country. For countries with diverging technology and energy mixes the likely errors are significant. This study uses a model that explicitly includes regional technology differences to the case of Norway. It is found that CO2 emissions embodied in imports was 67% of Norway's domestic emissions. Around a half of this embodied pollution originates in developing countries, yet they represent only 10% of the value of Norwegian imports. In addition the carbon leakage from non-Annex I countries was at least 30%. We then argue that basing emission inventories on consumption, rather than production, may resolve not only issues related to international trade, but also provide greater flexibility towards pollution intensive resource endowments, emission reductions, and participation levels.  相似文献
