The article deals with challenges of implementing humanitarian policies in Ghana and Uganda by unravelling the roles of various actors and their narratives. In Northern Uganda the discrepancy between articulations and implementations of a humanitarian policy on needs is explored. In Ghana the disconnection between enunciations and policy practices around the ‘right to return’ is studied. Although different, these cases provide complementary insights into policy implementation. Serious differences between agencies’ aims and their implementation outcomes are revealed. Both cases demonstrate that the voices of affected people are muted or ignored in the implementation of humanitarian policies. They highlight the importance of consultations and consensus-making processes, and the need for re-mapping the policies and practices of humanitarian aid.  相似文献

Due to the production of toxins, cyanobacteria may adversely affect economically important fish such as Nile tilapia Oreochromis niloticus in tropical lakes. We studied the diet composition and factors affecting the diet of Nile tilapia in two tropical lakes where cyanotoxins were present. Particle-bound microcystins were present in all analysed water samples, ranging in concentration from 0.00012 to 1.11 and from 0.006 to 0.254 μg L−1 in Murchison Bay in Lake Victoria and Lake Mburo, respectively. Detritus and phytoplankton were the main dietary components of the Nile tilapia, with phytoplankton contributing to over 30% by volume of stomach contents. The cyanobacteria Microcystis spp., which are also the most likely source of microcystins in the lakes, accounted for more than 80% of ingested phytoplankton. Microcystis spp. were also the most abundant cyanobacteria in both lakes (>60%). We found no significant relationship between the contribution of phytoplankton in Nile tilapia diet and the concentration of microcystins in the water but we found a close association between water transparency and the contribution of insects to Nile tilapia diets in Murchison Bay. Our results further show that none of the other measured environmental variables was a good predictor of diet items in Nile tilapia. Adult Nile tilapia in our study lakes, rely heavily on filter feeding, particularly under conditions of low water transparency, trapping detritus and phytoplankton cells especially colonies. They can ingest more mobile prey like insects and insect larvae when the water transparency and visibility increases.  相似文献

While most contributions to this collection focus centrally on political ecology (PE), this paper approaches the work of Piers Blaikie through a somewhat different lens, situating his political ecological contributions within the broader context of his engagement with related themes in development studies. I trace and discuss his work in approximately chronological terms, from the spatial organization of North Indian villages through the political economy of agrarian change and of peripheral capitalist (under-)development in Nepal to political ecology, pathbreaking work on the HIV/AIDS pandemic in Uganda, more general disaster vulnerability and recoverabililty, and a survey of post-structural challenges in development theory. Not only does this approach provide a distinctive view of Blaikie’s evolving concerns over the course of his career and thematic connections between them, but it also reflects my personal experience of his work and its influence. This foundation then enables an exploration of several issues about current directions in, and possible future extensions of, PE which should help to ensure that PE does not, as some critics claim, have only limited remaining shelf-life.  相似文献

This paper examines the relationship between the intensity of agricultural land use and the abundance and richness of trees and birds in a humid tropical developing region where natural vegetation is being rapidly converted into farmland under market and population pressures. We analysed survey data on land use, birds and woody plants collected in 14 study sites situated within smallholder cropland and commercial plantations in southern Uganda. Commercial plantations had very few trees and only 10% of the original bird species. Land use intensification in smallholder systems also showed losses in bird abundance and species richness, but not nearly as much as in plantations. In both systems the impact of intensification was much bigger on the specialised and threatened birds compared to the less specialised species. This argues strongly for ‘species-sensitive’ conservation policies combining protected areas with land use regulation in areas undergoing intensification. We also found a much higher loss in bird biodiversity during the first phases of land use intensification (when larger tracts of forest are cleared) than in later phases characterised by clearing of smaller patches of vegetation and improved management of farm trees. This suggests high pay-offs to geographical targeting of conservation efforts in farmed landscapes.  相似文献

Adaptive governance is the use of novel approaches within policy to support experimentation and learning. Social learning reflects the engagement of interdependent stakeholders within this learning. Much attention has focused on these concepts as a solution for resilience in governing institutions in an uncertain climate; resilience representing the ability of a system to absorb shock and to retain its function and form through reorganisation. However, there are still many questions to how these concepts enable resilience, particularly in vulnerable, developing contexts. A case study from Uganda presents how these concepts promote resilient livelihood outcomes among rural subsistence farmers within a decentralised governing framework. This approach has the potential to highlight the dynamics and characteristics of a governance system which may manage change. The paper draws from the enabling characteristics of adaptive governance, including lower scale dynamics of bonding and bridging ties and strong leadership. Central to these processes were learning platforms promoting knowledge transfer leading to improved self-efficacy, innovation and livelihood skills. However even though aspects of adaptive governance were identified as contributing to resilience in livelihoods, some barriers were identified. Reflexivity and multi-stakeholder collaboration were evident in governing institutions; however, limited self-organisation and vertical communication demonstrated few opportunities for shifts in governance, which was severely challenged by inequity, politicisation and elite capture. The paper concludes by outlining implications for climate adaptation policy through promoting the importance of mainstreaming adaptation alongside existing policy trajectories; highlighting the significance of collaborative spaces for stakeholders and the tackling of inequality and corruption.  相似文献

We applied graphical methods and multivariate statistics to understand impacts of an unsewered slum catchment on nutrients and hydrochemistry of groundwater in Kampala, Uganda. Data were collected from 56 springs (groundwater), 22 surface water sites and 13 rain samples. Groundwater was acidic and dominated by Na, Cl and NO3. These ions were strongly correlated, indicating pollution originating from wastewater infiltration from on‐site sanitation systems. Results also showed that rain, which was acidic, impacted on groundwater chemistry. Using Q‐mode hierarchical cluster analysis, we identified three distinct water quality groups. The first group had springs dominated by Ca‐Cl‐NO3, low values of electrical conductivity (EC), pH and cations, and relatively high NO3 values. These springs were shown to have originated from the acidic rains because their chemistry closely corresponded to ion concentrations that would occur from rainfall recharge, which was around 3.3 times concentrated by evaporation. The second group had springs dominated by Na‐K‐Cl‐NO3 and Ca‐Cl‐NO3, low pH but with higher values of EC, NO3 and cations. We interpreted these as groundwater affected by both acid rain and infiltration of wastewater from urban areas. The third group had the highest EC values (average of 688 μS/cm), low pH and very high concentrations of NO3 (average of 2.15 mmol/l) and cations. Since these springs were all located in slum areas, we interpreted them as groundwater affected by infiltration of wastewater from poorly sanitized slums areas. Surface water was slightly reducing and eutrophic because of wastewater effluents, but the contribution of groundwater to nutrients in surface water was minimal because o‐PO4 was absent, whereas NO3 was lost by denitification. Our findings suggest that groundwater chemistry in the catchment is strongly influenced by anthropogenic inputs derived from nitrogen‐containing rains and domestic wastewater. Focusing on the area of Kigezi, in south-western Uganda, this article examines land use change over a 50-year period. It shows that Kigezi, an area long considered to be suffering the effects of overpopulation, has never suffered the environmental catastrophes that have long been predicted. Instead, research suggests that farmers have successfully managed their land and maintained productivity.  相似文献

The abandoned Kilembe copper mine in western Uganda is a source of contaminants, mobilised from mine tailings into R. Rukoki flowing through a belt of wetlands into Lake George. Water and sediments were investigated on the lakeshore and the lakebed. Metal associations in the sediments reflect the Kilembe sulphide mineralisation. Enrichment of metals was compared between lakebed sediments, both for wet and dry seasons. Total C in a lakebed core shows a general increment, while Cu and Co decrease with depth. The contaminants are predominant (> 65%) in the ≤ 63 μm sediment size range with elevated Cu and Zn (> 28%), while Ni, Pb and Co are low (< 18%) in all the fractions. Sequential extraction of Fe for lakeshore sediment samples reveals low Fe mobility. Relatively higher mobility and biological availability is seen for Co, Cu and S. Heavy metal contents in lake waters are not an immediate risk to the aquatic environment.  相似文献

The Albertine Graben in western Uganda is a Mesozoic-Cenozoic rift basin with petroleum exploration potential. A fundamental evaluation of petroleum potential of the graben is given based on field research, data processing of gravity and magnetism, analysis of graben structure, geochemistry, reservoir and composition research. The basin has a double-layered framework and a large thickness of sediments. Gravity highs shown in a residual anomaly map might indicate central uplift zones. There exist at least two sets of mature or low-maturity source rocks corresponding to a certain source rock in the Cretaceous or Paleogene and Neogene strata. The graben has basement rock with potential reservoirs and Tertiary sandstone reservoirs and thus has petroleum exploration potential.  相似文献
