根据我国现行法律、法规，集体建设用地与国有建设用地存在“待遇”上的巨大差异，集体建设用地是农民最重要的财产，集体建设用地与国有建设用地不平等的“待遇”，使集体建设用地不能以市场方式有效地合理配置，影响到农业、农村和农民稳定与发展。允许集体建设用地流转，改变土地供应制度，建立以土地用途管制为核心的城乡建设用地统一的市场，建立农民土地保障基金机制是保护农民土地财产权，提高生产力发展水平，增加农民收入的要求。  相似文献

中国可持续发展数据仓库建设

中国可持续发展信息共享是我国为探索国家层次上信息共享的示范,旨在向政府部门与社会公众提供可持续发展各专题的数据与信息服务,数据仓库的建设是实现信息共享与服务的支撑和基础。本文首先通过数据提取、数据转化、数据清洗以及创建元数据和数据字典等步骤,对多源异构的中国可持续发展数据进行了体系化扩展和标准化改造,为数据进入仓库奠定了基础。之后通过一套新颖的数据多维组织模式,即基于可持续发展信息分类与编码的数据组织、基于元数据和数据字典的数据组织、基于空间和时间的数据组织及面向数据集市的部门级数据组织这四种方式的综合应用,实现了海量可持续发展数据的组织和管理,建立了一个集中式的可持续发展数据仓库。最后介绍了数据仓库管理平台,并对基于该数据仓库的可持续发展数据共享和网络服务进行了展示。中国可持续发展数据仓库的建立为中国可持续发展信息共享和服务提供了良好数据基础,对国家级大型信息共享工程的建设具有一定的借鉴意义。  相似文献   

考虑内力状态的大跨高墩连续刚构桥地震易损性分析

为研究考虑内力状态的连续刚构桥的地震反应及易损性情况,以一座非规则大跨高墩连续刚构桥为对象,基于MIDAS/Civil和OpenSees平台分别进行施工过程模拟和非线性动力分析,并采用等效荷载法将内力等效荷载附加到OpenSees模型上,使其处于对应的等效内力状态;选取40组典型的速度脉冲型近断层地震动记录为输入,采用增量动力分析法进行考虑内力状态的地震易损性分析,对比分析了考虑内力状态与否对连续刚构桥地震易损性的影响。结果表明:所采用的内力等效荷载方法能够较好地考虑成桥内力状态;考虑内力状态与否对成桥阶段主墩和引桥墩的地震易损性具有很大影响,不考虑内力状态时将严重低估主墩和引桥墩的地震损伤概率。  相似文献
