实施流域生态管理的长江中下游湿地保护探讨   总被引:4,自引:1,他引:4  
长江中下游地区湿地分布广泛且类型多样,是我国淡水湖泊分布最集中和最具有代表性的地区。为了从根本上解决长江中下游湿地利用面临的问题,实现湿地资源的可持续利用,保护湿地环境,解决区内上、下游用水的供需矛盾,实现水资源的优化配置,调动区域湿地保护的积极性和主动性,有必要遵循湿地流域分布规律,应用流域生态学最新理论与实践成果,进行流域生态管理。一方面,要从流域角度处理好几大江湖关系、蓄泄关系、湖垸关系和山湖(河)关系等;另一方面,在流域内建立统一协调机制,对流域湿地进行保护与合理利用、合理布局和统一规划;同时在保护的前提下,科学合理地利用长江中下游湿地资源,开拓新的生产力。  相似文献

Ontario began developing a drinking water source protection planning process in 2000, after a rural community's water supply was contaminated by pathogens from agricultural runoff. An expert committee report has recommended legislating a new source protection “sphere of jurisdiction” for municipalities; however, no specific new municipal tools or authorities have been proposed as yet. This paper reports findings from an evaluation of the extent to which existing institutional arrangements for land use planning and water management facilitate or constrain source protection by municipalities. A case study of the Regional Municipality of Waterloo suggests there is the potential to link land use planning more strongly to water management through creative use of existing tools, forgoing the need for major institutional changes.  相似文献

滑坡是现代公路、铁路等交通基建工程面临的一个难题。尤其是在重丘、山地等地段修筑公路工程极易出现滑坡地质灾害。这些滑坡的成因以及相关的边坡稳定性分析目前处于半理论、半经验状态。文章基于学堂湾滑坡的地理位置及地质环境条件,从滑坡区地质环境条件、滑坡周界、滑坡体与滑带的物质结构特征、滑床、滑坡变形破坏迹象等,深入分析了学堂湾滑坡的变形特征。在此基础上探讨了滑坡成因,指出大量的雨水和不合理的施工扰动是滑坡发育的外因;坡体本身的地质条件如岩石的裂隙、岩土体的透水性以及水的疏导条件等是其内因。文章将宏观定性分析与定量计算相结合,对滑坡稳定性进行了分析和评价。结合工程实际对滑坡治理措施进行了初步研究,取得了一些满意的效果。  相似文献

During the planning, designing, construction, operation and maintenance of highways, groundwater can be of important environmental and constructional constraint that can significantly influence the safety operation of traffic and of big influence on the operational costs of highways. To classify and conceptualize the relation between groundwater and highways, three important groups of problems can be determined: groundwater protection from highway influences, protection of highway from groundwater and economic use of groundwater for highway operation. In the present study, groundwater management strategies are represented during all life cycles of highways. Greater emphasis is given to groundwater protection and field hydrogeological investigations for proper groundwater management related to the highway. The approach adopted in Slovenia and the role of hydrogeology is given as an illustration.  相似文献

笔者介绍了我国矿业发展经历的3个阶段,归纳出我国矿业开发带来的矿山环境问题主要有:地面塌陷、占压破坏土地、改变地质构造、破坏水资源、污染水、污染土壤、污染大气、瓦斯爆炸及河床抬高等。分析了环境恶化的原因主要与区域地质环境条件、历史、经济技术、矿山企业和地方保护主义等因素有关。最后提出了防治矿山环境恶化的对策,对难以治理的地区以预防、避让为主,历史问题由政府和企业共同解决,落实“谁开发、谁保护;谁受益、谁治理;谁破坏、谁恢复”的生态环境保护新机制,加强监管,加强防治对策研究,走综合勘探、综合评价、综合开发、综合利用的发展道路。  相似文献

成都外环路高速公路东半环超过有20km的路段处在成都粘土分布区,针对成都粘土的易滑性,本文提出了全封闭的浆砌片石护坡,土钉墙,非全封闭的锚杆框架护坡,钢纤维混凝土喷锚全封闭护坡,重力式挡土墙等五种方法处理成都粘土路堑边坡工程,施工实践表明,这些方法行之有效,在该类土的边坡防护中值得推广。  相似文献

The paper presents a numerical investigation aimed at evaluating the improvements achievable through devices for passive seismic protection of buildings based on the use of shape memory alloys (SMA) in place of conventional steel or rubber devices. To get some generality in the results, different resisting reinforced concrete plane frames were analysed, either protected or not. ‘New’ and ‘existing’ buildings were considered depending on whether seismic provisions are adopted in the building design or not. Base isolation and energy dissipation were equally addressed for both conventional and innovative SMA‐based devices. Fragility analyses were performed using specific damage measures to account for comparisons among different damage types; the results were then used to estimate quantitatively the effectiveness of the various protection systems. More specifically, the assessment involved a direct comparison of the damage reduction provided by each protection system with respect to the severe degradation experienced by the corresponding non‐protected frame. Structural damage, non‐structural damage and damage to contents were used on purpose and included in a subsequent phase of cost analysis to evaluate the expected gains also in terms of economic benefits and life loss prevention. The results indicate that base isolation, when applicable, provides higher degrees of safety than energy dissipation does; moreover, the use of SMA‐based devices generally brings about better performances, also in consideration of the reduced functional and maintenance requirements. 通过对温度波在地层内传播过程问题的分析研究, 讨论土在冻结和融化过程对地气系统能量交换的影响, 并以亚粘土为例应用近似方法计算了在冻结和融化过程地气系统能量交换和地温变化特征, 同时将相同条件下发生冻融作用与不发生冻融作用情况地气系统热交换量进行了比较. 结果表明, 冻融作用使地气系统热交换加强, 同时吸热和放热的过程也发生了改变.  相似文献

应用等效纬度-海拔模型进行地温及多年冻土制图   总被引:2,自引:2,他引:2  
This research presents a method for permafrost mapping in discontinuous permafrost regions based on equivalent latitude/elevation concept in interior Alaska. In winter months, study site has a strong temperature inversion in air up to 700 m elevation. Air temperature data and the effects of slope, aspect and elevation were used to create an equivalent latitude/elevation model. This model was well correlated with mean annual surface temperature (0.79). In this watershed, the thawing index (It≈1 400 ℃*days) at the ground surface and snow depth do not vary greatly from south facing to north facing slopes. The primary controlled factor that determines the mean annual surface temperature was the winter surface temperature. The permafrost stability is effectively controlled by the freezing index. We determined 37.5% of Caribou-Poker Creeks Research Watershed has unstable or thawing permafrost. At least 2.1% of the permafrost in this watershed may have disappeared in the last 90 years due to climate warming. This method makes it possible to evaluate the permafrost stability in the present, past and future.  相似文献

为适应多年冻土区土体冻胀过程所产生的较大变形的特性, 缩短施工进程, 减少扰动时间, 在青藏铁路格拉段选择了一个试验工点进行了L型悬臂挡墙的初步验证性试验研究. 通过对L型挡墙的受力模式分析, 确定了对粗颗粒填料不考虑冻胀力的土压力设计控制值. 通过与现场实测土压力分布规律的对比, 探讨了土压力与冻胀力的关系.  相似文献
