There is a well-established scientific field – decision science – that can be used to rigorously set conservation priorities. Despite well-documented shortcomings, additive scoring approaches to conservation prioritization are still prevalent. This paper discusses the shortcomings and advantages of both approaches applied in Fiji to identify priorities for terrestrial protected areas. The two main shortcomings of using a scoring approach (discussed in Keppel (2014) [1]) that are resolved with decision science approaches (presented in Klein et al. (2014) [2]) in Fiji were (1) priorities did not achieve one of the most important stated conservation goals of representing ~40% of Fiji׳s major vegetation types and (2) the weighting of different selection criteria used was arbitrary. Both approaches considered expert knowledge and land–sea connections important to decision makers in Fiji, but only decision science can logically integrate both, in addition to other important considerations. Thus, decision makers are urged to use decision science and avoid additive scoring systems when prioritizing places for conservation. Fiji has the opportunity to be a global leader in using decision science to support integrated land–sea planning decisions.  相似文献

For the first time, a sediment core spanning the entire Holocene has been analysed from Fiji. The 6 m core was obtained from the floor of an ancient coastal lagoon (palaeolagoon) adjacent to Bourewa, the site of the earliest known human settlement in this island group. The basal sediments, just above bedrock, date from 11 470 cal bp. A major transition occurs around 8000 cal bp where marine influences on palaeolagoon sedimentation increase sharply. Full shallow-water marine conditions are attained around 4630 cal bp and last until 3480 cal bp after which there is a regressive phase. The results agree with the area-specific predictions of sea level in the ICE-4G model, particularly in the timing of the highstand. In addition, the results support the ideas (a) that early human colonisation of Fiji occurred during the late Holocene regression, (b) that the first inhabitants of Bourewa utilised both nearshore marine (reefal) and brackish lagoon food sources, and (c) that the abrupt human abandonment of the area around 2500 cal bp could have been prompted by a reduction in these resources driven largely by sea-level fall.  相似文献

Flow records, rising‐stage sediment samplers, and a sand suspension model are used to examine suspended sediment concentrations during major floods caused by tropical cyclones TC Joni and TC Kina in the Rewa River, Fiji. The highest concentrations of total suspended solids were measured during the early stages of TC Kina. The suspension model predicts higher sand concentrations for TC Kina compared with TC Joni because of the larger slope and higher shear stresses during Kina. Extremely high wash load concentrations early in TC Kina are at least partly due to remobilization of fine sediment deposited during the earlier TC Joni flood. Samples from the TC Kina had volumetric concentrations larger than 5%, indicating hyperconcentrated streamflows. Mass‐density shear stresses in the hyperconcentrated flows are up 1·6 times larger than clear‐water shear stresses, but they occur early during low stages of the flood and probably do not result in severe bed erosion. The snail, Littoraria scabra, is a dominant grazer on tropical mangrove trees, and may play an important role in the food web dynamics of these ecosystems. Its daily vertical migration to avoid tidal submersion results in exposure to varying food types and abundances. A comprehensive diet analysis – gut contents, fatty acid profiles, and stable isotopes (δ15N and δ13C) – was conducted on snails migrating along mangrove trees and snails maintained in non-tidal mesocosms at Nananu-i-ra, Fiji Islands. In addition, fatty acid profiles and stable isotope signatures were obtained from surface scrapings of mangrove roots, trunks, branches, and leaves. Results from this multi-technique study indicate that L. scabra is mainly a generalist herbivore, which easily shifts diets depending on food availability, and which also has the ability to ingest and assimilate zooplankton. Ingestion of greater quantities of diverse foods (i.e., microalgae, foliose/corticated macrophytes, filamentous algae, mangrove tissues, zooplankton) takes place in the bottom areas of mangrove trees (roots and trunks) during low tides, while top areas (branches and leaves) provide limited food resources for snails feeding during high tides. However, snails preferentially assimilate microalgae and bacteria, regardless of their feeding habitat (different areas within mangrove trees and non-tidal mesocosms). The daily vertical movements of this snail result in variable feeding times, ingestion of different food types and amounts, and different assimilations. These findings also suggest that organic matter derived from mangrove tissues may not be readily transferred to higher trophic levels through this grazing pathway.  相似文献

Low‐energy gamma ray spectroscopy has been employed to estimate floodplain sedimentation rates using measurements of 210Pb in floodplain alluvium. The utility of the technique is assessed through the analysis of excess (unsupported) 210Pb profiles in three sediment cores taken from the floodplain of the Labasa River on Vanua Levu in northern Fiji. A low‐energy germanium spectrometer (LEGe) was used for the nondestructive determination of excess 210Pb in a region cultivated intensively with sugarcane. Measured average historical (c. 25 years) vertical accretion rates are between 2.2 and 4.4 cm yr?1. The findings are broadly comparable with published sedimentation rates from analyses of radionuclide profiles elsewhere in the tropical South Pacific Islands, but the rates are higher than those measured previously at the same Labasa River sites using 137Cs profiles. Accelerated soil erosion owing to cane burning and land tillage seems to be largely responsible for sediment production, although flood‐related effects such as channel accretion by coarse bedload and the emplacement of large organic debris also influence floodplain sedimentation. However, application of the 210Pb technique in Fiji (and perhaps neighbouring island countries) is found to have serious drawbacks compared to the more robust 137Cs method, owing principally to the low 210Pb concentrations in the sandy alluvial sediment tested.  相似文献

Development and societal changes in the twentieth century have transformed the nature of fishing in Fiji. This paper attempts to consolidate a large amount of decentralized work on the development of Fijian fisheries to address the long-term sustainability and economic viability of Fiji's marine resources. Taking a broad perspective, this paper provides an overview that connects the historic context of Fiji's fisheries development with economic policy to address overfishing. The analysis highlights the need for an overarching management approach that encompasses the integration of Fiji's offshore and inshore fisheries to ensure the achievement of long-term economic benefits.  相似文献

On the Coral Coast of Viti Levu Island in Fiji, inadequate knowledge of suspended sediment delivery patterns in small pristine coastal watersheds hinders any future assessment of accelerated erosion in disturbed areas nearby. This study adopts a rainfall–stream turbidity monitoring approach in the Votua Creek, which drains a small, steep but minimally-disturbed coastal rainforest catchment. Storm rainfall characteristics, stream depth and water turbidity were continuously monitored over one complete Fiji wet season from October 2009 to April 2010. The aim was to evaluate whether these parameters provide sufficient information to illustrate basic features of storm–sediment transport responses, in the case of limited stream gauging and very simple sediment rating curves. This is important because Pacific Island nations like Fiji do not have the resources to initiate long-term gauging and sediment sampling pro-grammes across numerous small catchments.
A significant power function demonstrates that turbidity (T) is a suitable proxy for total suspended solids (TSS) for turbidity measurements above 5 NTU, with TSS?0.930T1.111 (r?0.98, Po0.001). Over the study period, 10 individual storms 11.2–120.1 mm in size produced a‘significant turbidity response’ (STR) in the Votua Creek. Rainfall parameters (totals and intensities) showed positive linear relationships (r ? 0.72–0.94) with stream turbidity parameters (mean, maximum, duration), whilst relationships of similar strength (r ? 0.76–0.98) were also derived between stream flow depth and turbidity. This implies that for small rainforest watersheds in Fiji, rainfall parameters offer no substantial disadvantage over flow as predictors of stream sediment responses to major storms. Event-based analysis revealed that negative (anticlockwise) hysteresis is a typical flow–turbidity pattern for STR events. Negative hysteresis is produced when secondary episodes of renewed (heavy) rainfall occur after maximum intensity, in the later phase of storm events. Tropical Cyclone Mick in December 2009 generated the largest flood and the greatest turbidity response (Tmax ? 1021 NTU, Tmean ? 207 NTU). This concurs with earlier work confirming that tropical cyclones are the most important events for sediment transport in Fiji stream networks.  相似文献

Development assistance agencies have long urged developing countries to adopt environmental management techniques used in industrialized countries. They have ascribed shortcomings in the way developing states use those techniques to insufficient training, environmental matters being poorly integrated into economic decision making, other institutional weaknesses and lack of capacity. These reductionist explanations ignore the influence that socio-political and economic factors may have on state environmental management. They afford only a limited understanding of environmental practice in the Fiji Islands, a South Pacific archipelago and republic. The attempts of Fijian chiefly élite to maintain their power base – achieved through political participation in the state and economic development activities as much as through maintaining the communal system – shape the state's environmental management practices. Those practices have far less rational and democratic bases than one would expect either from the underlying logic of the techniques used (such as environmental impact assessment, environmental planning and protected areas), or from the way those techniques are applied in western, industrialized countries.  相似文献
