Antarctic fisheries: History and prospects

The historical development of the fisheries for seals, whales, finfish and krill in the Antarctic is outlined. Particular emphasis is given to the development of the Antarctic krill fishery, the continued exponential expansion of which is causing increasing concern among fishery biologists and economists. The main prospects for fisheries development in the Antarctic lie with Antarctic krill and the stocks of baleen whales that are now recovering satisfactorily. Because of their ecological coupling, the existing pattern of exploitation implies that trade-offs between krill and whales have already begun and may soon significantly affect the future economic benefits that could be derived from this ecosystem. Thus important management decisions that will affect the future size and shape of these two fisheries must be faced now.  相似文献   

Controlling incidental catch: An economic analysis of six management options

The authors identify a management approach to the problem of incidental catch and utilize that approach to evaluate six management options which are being considered to control incidental catch in the US fishery conservation zone of the Bering Sea. The evaluation is in terms of the ability of management to minimize the impact and control costs of incidental catch. The authors conclude that the use of economic disincentives tends to be preferable due to the inefficiencies and extensive information requirements of the alternative options.  相似文献

Quantifying the environmental impacts of artisanal fishing gear on Kenya's coral reef ecosystems

The environmental impacts of artisanal fishing gear on coral reef ecosystems were studied in the multi-gear fishery of southern Kenya to evaluate which types of gear have the greatest impact on coral reef biodiversity. The gear types studied were large and small traps, gill nets, beach seines, hand lines and spear guns. Levels of coral damage, proportion of juvenile fish and discards, size and maturity stage at first capture were quantified and compared amongst the gear types. Results indicate that fishers using beach seines, spears and gill nets cause the most direct physical damage to corals. Spear fishers showed the highest number of contacts to live corals per unit catch followed by fishers using gill nets (12.6 ± 1.8 and 5.9 ± 2.0 coral contacts per kg fish caught per trip respectively). Apart from discarding 6.5% of their daily catch in the sea, as it was too small, beach seine fishers also landed the highest percentage of juvenile fish (68.4 ± 15.7%), a proportion significantly higher (p < 0.001) than in any other gear. The size and maturity stage at first capture for 150 of 195 species caught by all gear types was well below the lengths at which they mature. For example, 100% of Lethrinus xanthochilus, 99% of Lethrinus nebulosus and 94% of Lethrinus harak caught were juveniles. Across all gear types, 50.1 ± 22.7% of the catch consisted of juvenile fish, indicating serious growth overfishing. Field assessment of levels of coral density showed that fishing grounds where beach seines were still in use had a significantly lower density than where beach seining was not used. This correlation is likely to arise in part because seines cannot be used in the most coral rich areas, and in part because coral loss is a consequence of seine use. On a per gear basis therefore, beach seines had the most impact on coral reef biodiversity. This study emphasizes the need to enforce restrictions on destructive gear and mesh sizes.  相似文献   

CALCUTTA'S HAND–PULLED RICKSHAWS: CULTURAL POLITICS AND PLACE MAKING IN A GLOBALIZING CITY*

For more than a century, hand‐pulled rickshaws have been a prominent part of Calcutta's cityscape. Under the veil of modernization, progress, and globalization, however, the government of West Bengal State declared that rickshaws cause traffic congestion and constitute an exploitative use of human labor. Yet, despite the government‐imposed ban, rickshaws continue to ply the streets of central Calcutta. Based on interviews with rickshaw owners, operators, public officials, and local residents, we examine the cultural politics surrounding rickshaw pulling in Calcutta. This article shows that the rickshaw wallahs (pullers), who operate as part of the informal economy, provide an expansive range of services not limited to transportation. Indeed, the rickshaw wallahs form an integral part of Calcutta's social fabric, having made a place for themselves by facilitating social interaction and challenging hegemonic ideas and practices about who belongs where.  相似文献   

“GALICIA'S HURRICANE”: ACTOR NETWORKS AND ICONIC CONSTRUCTIONS*

Monumental constructions are created for a purpose, often as a symbolic representation of a particular vision of a people or a place. Spain's Cidade da Cultura, a museum conceptualized by Galicia's former president with the hubristic goal of creating a world icon, is one such example. Like many iconic constructions, the Cidade da Cultura project was highly contentious and sparked a regionwide political debate, vastly overran its projected cost, and years later remains controversial and incomplete. An actor‐network theory analysis of why the project failed reveals the different roles played by individual components in the vast network of actors, including the monument itself, which came to exercise influence over the outcome of the project. Because the former president could not fully control this expanding network of actors, events soon spun out of control in what became popularly known as “Galicia's Hurricane.”  相似文献   

Political framings of biological diversity: The case of the Norwegian Nature Index

In September 2010, a Nature Index giving information on status and trends in biodiversity in nine larger ecosystems in Norway was presented. In the article, the authors ask how Norwegian youth politicians framed, i.e. articulated, the topic of biodiversity after being introduced to this new information. To answer this question, focus group interviews were conducted with leading youth politicians in the six largest political parties in Norway. A first finding was that knowledge of and interest in biodiversity at the outset was relatively low. In general, the interviews were structured along three dimensions. First, there was a general discussion about nature and biodiversity. Second, biodiversity was discussed in a political context in terms of state versus market, and local versus national and international politics. Finally, the role of science was discussed. In general terms, the study found that biodiversity as an issue is only to a limited extent able to influence established political opinions (no resonance), but is itself adapted to fit established ideologies (master frames).  相似文献   

Public opinions on biological diversity in Norway: Politics,science, or culture?

Loss of biological diversity is among the most pressing environmental problems facing modern societies. Whereas today much is known about peoples' opinions on climate change, there is still a lack of knowledge regarding how people asses the issue of biological diversity. The article represents a step towards a better understanding of public opinions on the issue of biodiversity, and hence also of the prerequisites and possibilities for a more or less vigorous or legitimate policy on this issue. The analyses show that social background matters for concern about biodiversity, but only to a certain extent: women are less negative towards biodiversity protection than men, the older segments of the population, at least in Norway, are less concerned with biodiversity, and education has only a marginal effect. Hence, to a large extent, political attitudes matter and indicate that concern for biodiversity seems to work by various types of available heuristics whereby a given case is linked to political understandings of other and similar and/or familiar issues. The inclusion of other political variables (local decision-making) and what the authors label ‘cultural variables’ (e.g. view of nature and trust in science) seem also to matter decisively for attitudes towards biodiversity.  相似文献
