While neoliberalism is often framed as a withdrawal of the state, many scholars have noted that what is occurring is not so much a withdrawal, as a repositioning. Although many social services and regulatory functions once provided by government agencies have indeed been eroded, there has been a simultaneous channeling of new resources into other arenas, in an effort to create conditions in which private corporations can operate more profitably. This, however, often places the state in a contradictory position, simultaneously serving as regulator, investor, and development advocate for the private sector. This can become especially problematic in moments of ecological crisis when decisive and unbiased responses are needed. This paper explores these dynamics through an examination of the cycles of growth and crisis that have characterized the aquaculture industry on the south coast of Newfoundland since the late 1970s as well as the ongoing attempts by aquaculture advocates to characterize industrial-scale fish farming as a sustainable industry, despite evidence to the contrary.  相似文献

The social acceptability of aquaculture is linked to its perceived environmental impact, and this clearly poses a challenge to policy makers in deciding what weight to attach to such a concern within a governance framework for the industry. Using salmon farming in Scotland as a case study, we have developed a survey-based approach to evaluating public and stakeholder attitudes towards the environmental performance of aquaculture. The survey of the general public finds marked regional variations in attitudes towards salmon farming, while the results of the stakeholder survey raise issues over how far the preferences of particular interest groups are truly representative of the community as a whole.  相似文献

This article addresses the present status of seafood-oriented environmental methods and analyses, and pinpoints areas for further development. A recent study of the CO2 emissions associated with the production of farmed salmon in Norway, following the life cycle from hatching to consumption, is presented. The study was initiated due to the increased focus on environmental impacts from food production among consumer organizations, retailers, and authorities. In general, several methods are being currently applied to measure environmental performance. Unfortunately, different methods provide quite different results. An additional challenge is that most of these methods were originally developed for land-based production. If assumptions about the performance of the seafood industry are established on the basis of incorrect information, consequences for both the management and the market level may not be desirable.  相似文献

The Salmon industry in Norway includes three sectors, namely sea and river fishing for wild salmon, and salmon farming, or aquaculture. The three sectors provide different social, economic and cultural benefits to society, but also face many problems and challenges. They have different interests, practices, traditions and audiences, and are also administered by different authorities and regulated under varying management regimes and legislations. On the one hand, they complement each other in terms of product supply, employment creation and income; on the other hand, they face conflicts over management objectives and strategies. This paper provides an overview of the salmon sectors associated with their status, challenges and management regimes. It further analyzes their interests and conflicts over economic contribution and management. Finally, some potential solutions are suggested in an attempt to solve these conflicts.  相似文献

The recent moratorium on the commercial at-sea driftnet fishery for wild Irish Atlantic salmon (Salmo salar L.) attempts to halt the decline witnessed in these stocks over the past three decades. The research investigated stakeholder attitudes to the perceived effects on stock recovery, in Irish rivers and estuaries, of seal predation and seal culling. Structured interviews conducted with 10 key stakeholders during June 2007 revealed divisive attitudes and a feeling of powerlessness in relation to stock recovery, which are impeding successful management of salmon stocks. However, areas of common ground exist between stakeholders, which lay the foundation for a sustainable way forward.  相似文献

This article compares the strategies of Chile and Norway toward free trade agreements (FTAs) and the market access results achieved for salmon, showing that Chile has been more successful than Norway. Hence, the article addresses whether Norway will be able to compete with Chile with regard to better market access for salmon through FTAs. The second part of the article analyses the trade interests and the institutional frameworks chosen to pursue FTAs, emphasizing how these two countries operate under different conditions for market access improvement, which in turn can make it difficult for Norway to take the market access lead from Chile.  相似文献

Norway is the world's largest producer of farmed salmon. Aquaculture is the country's second largest export industry and thus vital for employment in coastal areas of Norway. The industry is dependent on public acceptance and good standing in local communities in order to gain access to new sites and to be able to sell its product. Public opinion (and assumptions about public opinion) on aquaculture may influence the industry's framework conditions and policy. Being located in coastal and rural areas, the industry must rely on the media to spread information to the public about the industry. Therefore, the media are an important source of information about farmed salmon, and the way the media present aquaculture issues has an impact on public opinion as well as authorities. This article examines how the aquaculture industry is portrayed in Norwegian newspapers and discusses how media topics and media framing may influence public opinion. The analysis shows that the most frequent topics covered in Norwegian newspapers are connected to the environment, aquaculture industry, and politics, where the concerns about the environment are dominant within the risk frame. The negative images portrayed by the media have a strong agenda-setting force and may skew public opinion to a narrow focus on environmental risks, influencing both the debate's content and the regulators’ increased emphasis on environmental risks. This is strengthened further by the focus on sustainability, where the focus is solely on the dimension of environment, making other sustainability dimensions less prominent in the media coverage.  相似文献

Nonylphenol (NP) is a breakdown product of alkylphenol polyethoxylates (APEs), an important class of non-ionic surfactants that are widely used in many detergent formulations and plastic products for industrial and domestic use. A complex microbial degradation pattern, characterized by the formation of several metabolic products that are more toxic than the parent compound, has been established for APEs. We have studied the in vivo metabolism and organ distribution of NP in juvenile salmon. Fish were exposed to a single oral dose of [3H]-4-n-NP (1295 KBq, 25 μg) and sampled at 24, 48 and 72 h after exposure. Metabolites were separated by radio-high-performance liquid chromatography and tentatively identified by co-chromatography with standards characterized by mass spectrometry. Our results show that 4-n-NP was mainly metabolized in vivo to its corresponding glucuronide conjugate and to a lesser extent to various hydroxylated and oxidated compounds. Biliary excretion at 72 h after dosing amounted to 2.83±0.75% of the administered radioactivity. Kinetic analysis shows that NP-glucuronide accounted for 83, 95 and 81% of total radioactivity in the HPLC-injected bile sample at 24, 48 and 72 h, respectively, after exposure. The half-life of residues in carcass and muscle was between 24 and 48 h after exposure.  相似文献

Widespread loss and degradation of riverine habitats due to dams, diversions, levees, and human development have led to an increase in river habitat enhancement projects in recent decades. These projects typically focus on improving either terrestrial (e.g., riparian vegetation) or aquatic (e.g., fish spawning and rearing) habitats, and do not commonly address the relationship between the two systems. However, there is abundant evidence that fundamental linkages exist between terrestrial and aquatic ecosystems, and anthropogenic impacts such as urban expansion, agricultural activities, and river impoundment can synergistically degrade both systems. This study examines the effects of adult and juvenile salmonid habitat restoration on recruitment, density, and composition of riparian vegetation in an area heavily impacted by mining and flow regulation. For a year following in-channel coarse sediment placement and floodplain construction in an area previously covered with coarse mine tailings, we compared the abundance, richness and diversity of vegetation across four treatments: the newly constructed floodplain, isolated mine tailings, mine tailings near an access road, and a remnant riparian area that was less impacted by mining. Richness and diversity were higher in the floodplain than in any of the other treatments; we identified a total of 15 plant families in the floodplain treatments, as compared to three to five families in the other treatments. We observed significant differences in plant assemblage composition between treatments, with higher richness of primarily obligate or facultative wetland plant taxa in the floodplain treatment. This study demonstrates that restoring hydrological linkages between aquatic and terrestrial habitats, and redistribution of sediment size classes altered by mining, can create conditions that promote rapid wetland plant colonization, enhancing biodiversity and improving ecosystem function.  相似文献
