This study aims to evaluate the effectiveness of currently available substrate data to designate marine reserves to meet conservation objectives. The case study site is Lyme Bay (approx. 2460 km2), in the western English Channel. An area of 240 km2 in Lyme Bay was designated ‘closed to bottom dredging’ in July 2008 with the aim of protecting reefs which are an important habitat for Eunicella verrucosa (pink sea fan). The effects of using different substrate data resolution on the selection of sites to protect a range of biotopes using the Marxan package are determined. The effect of including a closed area on the efficiency of a marine reserve network is also investigated. Findings suggest that substrate data did not capture the biodiversity of the area and that using no data at all was equally effective. If low resolution data are all that are available then other options, such as expert opinion, or other data, such as activity use information could be used instead. Including a predefined closed area into the analysis led to an increase in area required to meet conservation goals using high resolution biotope data. It also increased the area of the reserve using the three substrate layers with no increase in protection for biotopes. This suggests that when designing networks of marine protected area sites, including current protected areas may be inefficient, resulting in larger areas being protected with no increased conservation of marine biodiversity. Policy makers must be prepared to adapt management in light of these findings and be aware of the shortcomings of the data available for use in marine conservation planning. 相似文献

Marine spatial planning (MSP) has emerged worldwide as a tool for sustainable ocean governance. This paper reviews how sustainability and ecosystem-based management (EBM) have been included so far within the MSP general framework, by carrying out: (1) a review on the links between sustainability, EBM and MSP in EU maritime policy initiatives; (2) an analysis on the differences between ecosystem-based MSP versus MSP focused on delivering blue growth; and (3) a discussion on how adaptive management may address some of the main challenges found in achieving sustainable ocean management. From the EU Green Paper (2006) to the MSP Directive Proposal (2013), MSP processes based on the principle of EBM have been recognized as a necessary tool to ensure maritime sustainable development. Although ecosystem-based MSP has been recently presented as the best way to ensure both ecosystem conservation and development of human activities, most national and European MSP initiatives seem to follow a MSP approach focused in delivering blue growth. A challenge, therefore, arises: how to adjust policy decisions to properly preserve ecosystems and the services they provide? If truly implemented, an adaptive approach seems to be a way forward in ensuring that spatial planning, management and policy-making in marine spaces can be continuously adjusted, thus allowing for sustainability. 相似文献

With one of Europe׳s largest exclusive economic zones, Portugal has a paramount role in the implementation of EU maritime policies. In the Portuguese context, ocean planning and management are presently undergoing major advances. This paper analyzes and discusses the present state of affairs regarding the Portuguese marine spatial planning (MSP) process, comprising: (1) an update on the status of MSP in Portugal; (2) an analysis on how sustainability concepts are to be implemented in the Portuguese MSP process and (3) a discussion on major challenges to Portuguese MSP long-term sustainability. The Portuguese MSP process can be divided in two phases: development of the “Plano de Ordenamento do Espaço Marítimo” (POEM) – initially intended to be the first Portuguese “marine spatial plan” but then published as a “study”; and development of the Law Proposal 133/XII on marine planning and management – soon to be approved. A key question for the long-term adequacy of Portuguese MSP is how is it addressing environmental sustainability: is it relying on soft or hard sustainability concepts? Is it prioritizing the achievement of good environmental status (GES) or blue growth? In both cases (POEM and Law Proposal), soft sustainability seems to be the underlying principle, because although the ecosystem approach is recognized as fundamental, environmental quality seems to come second when set against economic goals. 相似文献

A number of urban and regional plans have been developed with the advancement of urbanization and regional integration, among which the delineation of sphere of urban influence and improvement of integration between the city and its hinterland have be- come vital important for guiding practices. In terms of delineating sphere of urban influence, existing studies have been focused on static study by using single year data or single method, resulting in a lack of time-series longitudinal analysis or comprehensive analysis based on multiple methods This study emphasizes on comparing two methods from both the theoretical and empirical perspective. Both gravity model and improwd field model are applied to the selected study area for measurements and comparison, to explore their strengths and weaknesses. A research framework for comprehensive analysis on delineating sphere of urban influence is proposed. In the end, the differences of deli:aeating methods are illustrated and the feasibility of comprehensive analysis is discussed. Peru contains the fourth largest area of tropical forest in the world, yet faces a worsening net deforestation rate. In 2008, to address this threat, the national government announced its ambition to reduce deforestation to zero by 2021. Via literature review and key informant interviews, this study assess two years of REDD+ readiness preparations according to six readiness functions. A mixed pattern of outcomes emerge. Although significant advances were made by various local-level initiatives, national-level efforts continue to struggle. Three crucial challenges persist: (1) greater involvement and coordination of ministries and government agencies associated with REDD+ planning, (2) better understanding of deforestation agents and drivers, and (3) integration of REDD+ policies into national and regional plans, which includes clarification of safeguard procedures and design of incentive mechanisms. Integrated land use planning is presented as a platform to foster dialogue that helps to reconcile divergent stakeholder perspectives, coordinate changes to land use, and resolve overlapping land rights.Policy relevanceThis article presents the outcomes of a multi-dimensional assessment of the REDD+ readiness process in Peru. The six key functions in the analytical framework provide the opportunity to evaluate the process in an integrated and systematic manner and highlights the persistence of complex, transversal governance challenges across diverse economic sectors and government agencies. Research findings also reveal a need for policy change and continued investment to ensure success of the national process in Peru. Landscape values are a type of place value and are identified and mapped using public participation GIS (PPGIS). PPGIS engages nonexperts to identify important spatial information for environmental or natural resource planning. In 1998, we used PPGIS to identify landscape values for the Chugach National Forest (Alaska) plan revision process. In 2012, we conducted a longitudinal study of the same national forest using Internet PPGIS to identify changes in landscape values. The empirical results indicate stability in landscape values both in importance and spatial distribution. However, the use of different PPGIS methods (paper map vs. Internet) in the longitudinal study also introduced challenges in interpreting and explaining the spatial results. We discuss trade-offs in conducting longitudinal PPGIS research using mixed methods. PPGIS appears well suited for public lands planning, and national forest planning in particular, but barriers to use, such as regulatory approval, remain formidable. 相似文献
