This review offers a critical reading of the November 2014 India–U.S. trade deal that unblocked an impasse in the World Trade Organization’s (WTO) Doha round and considers what it means for the way we govern global trade. It argues that the agreement, rather than being a ‘victory’ for the developing world or a cause for celebration, may simply reinforce an unfair and problematic system of distributing trade opportunities among WTO members. It may also obscure further the need for a fundamental overhaul of the way global trade is governed. In so doing, the review speaks to broader debates about what happens when ‘rising’ powers replace established states in global institutions in the absence of wider processes of reform; and it adds to growing concerns about the increasing precariousness of least developed countries (LDCs) in international economic regimes. 相似文献

Whatever their eventual outcome, the current round of international trade negotiations taking place as part of the Doha Development Round offers a clear demonstration of the growing influence of a neoliberal agenda for international agricultural policy reform. Despite being powerfully supported by an alliance of agribusiness interests and country groupings, neoliberalism is far from universally accepted as the model for the future governance of an agriculture which is both commodifying and market led. This paper assesses the nature of the resulting debate and the range of alternative visions being proposed. It analyses the development of the European negotiating stance within the current round of trade talks and compares the merits of a decoupled policy approach to managing the rural environment with one much more closely linked to the practice of farming. The paper concludes by suggesting that an outcome of the continuing liberalization of agricultural policy will be a more demarcated countryside, in which productive and internationally competitive operators will increasingly be removed in space and in terms of policy treatment from the large number of economically marginal producers whose role will be to supply the public environmental goods under contract from the state. 相似文献

The use of trade measures to combat illegal, unreported and unregulated (IUU) fishing in the Northeast Atlantic has evolved from unilateral denial of the landing of fish taken outside international quota arrangements to a multilateral Scheme of Control and Enforcement under the North-East Atlantic Fisheries Commission (NEAFC). International trade rules have not constrained this development, mostly due to successful management of the interplay between international resource management and trade regimes. States protect resource management objectives from such constraint by inserting clauses that establish a normative hierarchy, or they employ various means for adapting IUU measures to the ‘environmental window’ of the global trade regime. The fact that regional states have introduced trade restrictions only when non-restrictive or less restrictive measures have failed enhances such compatibility, as do the gradual shift from unilateral to multilateral measures and the rise in transparency, openness and target-state involvement. None of those features reduces the effectiveness of regional trade measures; they minimize tension with trade commitments and largely strengthen their clout in the struggle to combat IUU fishing in the Northeast Atlantic. 相似文献
