Small-scale fisheries reform: Expectations,hopes and dreams of “a better life for all”

This article follows the transformation process in the fishing industry with specific reference to the emergence of a limited commercial sector. In the policy domain, this sector was accommodated through a “one size fits all approach” to access rights, requiring it to compete with the large-scale commercial sector for the same resources. The strategies and actions of successful and unsuccessful applicants in four fishing communities in South Africa are examined. The paper identifies the key challenges facing the limited commercial sector as being the lack of skills to complete the application process, start up capital or credit, organisation and financial and business acumen. It highlights the disjuncture between the Marine Living Resources Act's stated aims of sustainability, equity and stability and the realities of implementation at a grassroots level.  相似文献   

Spectral Analysis of Nonlinear Drag Forces

The spectral properties of nonlinear drag forces of random waves on vertical circular cylinders are analyzed in this paper by means of nonlinear spectral analysis. The analysis provides basic parameters for estimation of the characteristic drag forces. Numerical computation is also performed for the investigation of the effects of nonlinearity of the drag forces.The results indicate that the wave drag forces calculated by linear wave theory are larger than those calculated by the third order Stokes wave theory for given waves. The difference between them increases with wave height. The wave drag forces calculated by use of hnear approximation are about 5% smaller than their actual values when measured in the peak values of spectral densities. This will result in a safety problem for the design of offshore structures. Therefore, the nonlinear effect of wave drag forces should be taken into comidemtion in design and application of important offshore structures.  相似文献

本文从理论出发，通过大量的小型模拟实验，确立了海水流量、臭氧投加量、消毒时间三者的关系，从而制定了利用臭氧进行海水消毒净化工程的工艺流程。又经过实际工程的验证，其工艺流程是可行的，结果优于设计要求，从而创立了国内第一家利用臭氧进行海水消毒净化的优质工程，为沿海城镇以海水替代淡水提供了一个新的途径。  相似文献

冰对结构的作用过程是典型的随机过程。本文在冰压力过程为平稳过程的假设下，从渤海海冰对平台桩腿作用的大量实测冰压力数据中，选取了２１条冰屈曲破坏时的冰压力时程曲线，对它们进行谱分析后，得到了单点冰屈曲破坏的压力随机过程的谱密度，并确定了谱参数及其跟环境要素的关系，依据文献［１］中冰压力沿圆柱面的空间分布，建立了绕桩腿的冰压力随机场模型，并得到了作用于桩腿的总冰力随机过程及其谱密度。本文的研究成果为平台结构冰激随机振动和疲劳累积损伤分析提供了荷载基础  相似文献

基于拉格朗日余流及其输运过程的一种三维空间弱非线性理论，进一步假定Ｓｉ在河口的无因次化学转移项量级为ｋ＾２，给出了Ｓｉ的长期输运方程。对于一种二维模型河口，数值求解了零阶天文潮，欧拉余流、斯托克斯漂移、拉格朗日余流和盐度的分布；分别计算了平均逼留时间为１３，３０，６０，１８０ｄ等所对应的Ｓｉ浓度分布；给出了Ｓｉ－ｓ相关图，讨论了河口中Ｓｉ的保守性问题。  相似文献   

Stokes波的谱特性分析

应用理论推导及数值计算方法，对Stokes随机波的谱特性进行了分析。首先将波面方程，海水质点水平速度用一阶波面分量的非线性组合表示，应用平稳随机高阶短的降阶计算法则，得到了波面方程及海水质点水平速度与一阶波面分量的自相关函数之间的关系，从而确定了Stokes随机波浪的波浪谱密度及海水质点水平速度和加速度谱密度，进而求得有关波浪要素的均方根值。文章还应有数值计算方法，分析了波浪基本参数对均方根值的影响。  相似文献   

随机海浪的列率谱分析研究

首次将列率谱分析的方法引入到随机海浪的研究。根据不同环境条件下实验室资料，对列率谱与频率谱进行了比较。结果表明，列率频对频率谱高频部分有明显改善，特别对二倍频含能段的分辨具有明显的优越性。另外，列率谱具有计算速度快、简单易行、分辨率高等优点。  相似文献

根据1972和1974年经过黑潮区的两个台风个例,计算和分析了台风各部位在不同的海气条件下热量输送的垂直分布特点。表明,在台风前部信风带中,热量垂直输送限于700hPa以下,在1000hPa处有约167.47—209.34J/(cm~2·h)的最大值,700hPa以上热量向下输送;在台风中心区,热量输送量最大,在1000hPa处接近420J/(cm~2·h),在850hPa附近可能有热输送量的最大值,其上随高度减小;在台风后部偏南气流中,向上热输送量较小;各层最大值不超过84J/(cm~2·h)。  相似文献

Multi-directional irregular waves are simulated on the basis of the given directional spectrum using a double summation model, a single direction per frequency model and a single summation model. Their results are compared. It is shown that the single direction per frequency model proposed in this paper can generate a realistic wave field.
