中国市县空间隶属关系的历史启示与改革优化

市管县体制确立以来,地级市成为了中国统县政区的主体。虽然统县政区与辖县的行政隶属关系明确,但现今存在的市县同城而治现象与少数民族自治州城市的管理模式,使一些市县的空间隶属关系不甚明晰,这很大程度上源于中国历史上长期存在的附郭县制度。中国传统的行政区划体系中,统县政区与辖县的空间隶属关系一直比较模糊,二者主要依靠附郭县建立起长效的空间联系。清末以后,附郭县被大量裁撤,随着城市型政区和市辖区兴起,传统的由附郭县管理城市的“城乡合治”模式走向“城乡分治”。20世纪,统县政区与辖县的空间隶属关系逐渐完成了历史演替,走向界线化、明确化的方向。新时期的行政区划改革,尤其是市县空间隶属关系的优化,应充分考量中国发展实际,重视中国政区发展的历史积淀过程。  相似文献   

Assessment of reference evapotranspiration across an arid urban environment having poor data monitoring system

Estimation of reference evapotranspiration (ET₀) in urban areas is challenging but essential in arid urban climates. To evaluate ET₀ in an urban environment and non-urban areas, air temperature and relative humidity were measured at five different sites across the arid city of Isfahan, Iran, over 4 years. Wind speed and sunshine hours were obtained from an urban surrounding weather station over the same period and used to estimate ET₀. Calculated ET₀ was compared with satellite-based ET₀ retrieved from the MOD16A2 PET product. Although MODIS PET was strongly correlated with the Valiantzas equation, it overestimated ET₀ and showed average accuracy (r = 0.93–0.94, RMSE = 1.18–1.28 mm/day, MBE = 0.73–0.84 mm/day). The highest ET₀ differences between an urban green space and a non-urban area were 1.1 and 0.87 mm/day, which were estimated by ground measurements and MODIS PET, respectively. The sensitivity of ET₀ to wind speed and sunshine hours indicated a significant effect on cumulative ET₀ at urban sites compared to the non-urban site, which has a considerable impact on the amount of irrigation required in those areas. Although MODIS PET requires improvement to accurately reflect field level microclimate conditions affecting ET₀, it is beneficial to hydrological applications and water resource managers especially in areas where data is limited. In addition, our results indicated that using limited data methods or meteorological data from regional weather stations, leads to incorrect estimation of ET₀ in urban areas. Therefore, decision-makers and urban planners should consider the importance of precisely estimating ET₀ to optimize management of urban green space irrigation, especially in arid and semi-arid climates such as the city of Isfahan.  相似文献

The concentration factor introduced by O. K. Fröhlich is visualized as a procedure for examining the pattern of load transfer from surface loads to the interior of a geomaterial. The historical details that led to the introduction of the concentration factor are scant although it is widely used in the area of soil mechanics problems associated with tillage‐induced soil compaction. The purpose of this note is to examine the concentration factor in terms of the geomechanics of an elastic continuum and to identify the precise conditions that are satisfied by the distribution of stresses and strains that accommodate the concentration factor. 莱芜三岔河矿床为矽卡岩型铁金共生矿床,伴生银和硫。三岔河及周边地区前期勘查多以铁矿为主,矿体规模较小,未取得显著成果。近期在铁矿勘查中,发现部分样品金达到工业品位,经反复研究后调整工作思路,将勘查目标确定为铁金综合评价,实现了找矿突破。矿床为中型规模,矿体赋存于燕山晚期黑云母闪长岩内的奥陶纪地层灰岩捕掳体附近,矿体形态产状较稳定,呈似层状、透镜状,严格受接触带控制。莱芜三岔河矽卡岩型铁金矿床是鲁西地区找矿新发现,对鲁西地区寻找共生金矿具有指导意义。  相似文献

Chemographic relationships of biotite and cordierite in the McGerrigle thermal aureole, Gaspé, Quebec

Abstract Biotite and cordierite occur in a 1-km wide zone of pelitic hornfelses around the McGerrigle pluton. These phases display systematic changes in X _Fe that can be attributed to continuous reactions involving chlorite or andalusite in the system KFMASH. Through much of the zone biotite and cordierite were products of the 'breakdown'of chlorite. Close to the pluton this continuous reaction was terminated by a discontinuous reaction that introduced andalusite. Pelites which interdigitate with apophyses of the intrusive at the pluton margin contain assemblages that record a continuous reaction between biotite, cordierite, andalusite, muscovite, and quartz or, alternatively, the discontinuous breakdown of muscovite and quartz to K-feldspar and andalusite.
The mole fraction of Fe in biotite and cordierite increased significantly with the progress of the first continuous reaction and apparently decreased during the second continuous reaction. The K _D of Fe-Mg between the minerals decreased and apparently increased, respectively, during the two reactions.
Biotite-cordierite-chlorite assemblages are interpreted to have been stable at temperatures between 525° C and 615° C and biotite-cordierite-andalusite assemblages stable at temperatures between 615° C and 635° C. The confining pressure was estimated to have been < 2 kbar.
The results of this study suggest that the K _D of Fe-Mg between biotite and cordierite is a function of temperature, the Fe-Mg exchange characteristics of the controlling continuous reaction and non-ideal mixing of Fe and Mg.  相似文献   

南疆典型城市环境质量与风向特征分析

利用1981—2015年气象观测资料,选择阿克苏市、喀什市、和田市、阿图什市4市作为样本,分析了南疆典型城市的气候基本特征,并探讨了它们的风向特征;结合2016年相应城市空气污染物SO2、NO2、PM10、CO、O3、PM2.5环境监测日报数据,分析了典型城市环境质量特征。结果表明:(1)4个城市年降水少、蒸发量大,日照时数长,浮尘、扬沙频发,属于典型的"沙漠-绿洲"生态脆弱城市。(2)4个城市的空气质量较差,首要污染物是PM10,其次是PM2.5。(3)根据风向资料,绘制4个城市的风向频率玫瑰图和污染系数玫瑰图,综合考虑阿克苏城市环境功能区划分时工业区应选在WSW方向;喀什市工业区应选在NNE方向;阿图什市工业区应选在NNW方向,其次是S方向;和田市工业区可选在NNE方向。(4)南疆四市在城市开发过程中应建设多层次的绿化结构,充分利用地域特点,发展绿色经济,提高城市的生态承载力。4个城市进行工业园区布局时,应从大局出发,做好宏观的科学的统筹规划。  相似文献

宜人气候是人们购置度假地型第二居所的重要影响因素,可分为避暑型和避寒型2种类型,但现有研究鲜有关注不同气候类型对度假地型第二居所需求的影响。文章以腾冲和西双版纳景洪为例,通过对比雅居乐集团布局两地的旅居地产项目发展差异,指出西双版纳的度假地型第二居所需求大于腾冲。进一步运用质性方法剖析需求差异化的原因,得出以下结论：异质宜人气候是吸引人们购置两地度假地型第二居所的主要因素,气候资源的非移动性和空间异质性导致了不同度假地第二居所的发展差异。就发展度假地型第二居所而言,在国内避寒型气候的竞争力优于避暑型气候。原因在于,国内避寒型气候属稀缺资源,具有垄断性特征;而避暑型气候资源较为丰富,是一种相对遍在性资源,具有可替代性。  相似文献
