根据国际参考地磁场(IGRF)模型,计算出1945年5月—1990年5月中国部分地磁台的计算年均值,并与相应观测年均值比较,计算出地磁台各个地磁要素的磁异常值以及地磁台异常场的模量,本文的计算结果将为认识地磁台的地磁场环境、地磁台站资料评比提供依据。  相似文献

The law of the sea has always been open to the charge of being a ‘covenant without a sword’ and its effectiveness when challenged by the perceived national security of a superpower is questionable. Attempts to limit and control antisubmarine warfare (ASW) have demonstrated that neither superpower is prepared to risk its second-strike capability for what may be an illusory legal protection. This article reviews developments relevant to ASW in the law of the sea and describes the significance of ASW to the superpowers' strategic objectives. The authors conclude by stressing the urgent need for effective arms control.  相似文献

The United Nations has declared 2008 to be the International Year of Planet Earth. It is being organised under the auspices of the International Union of Geological Sciences and UNESCO. Planning for the International Year of Planet Earth has consisted of establishing 10 major science themes including Hazards. The Hazards Theme is centred around the following key questions: (1) How have humans altered the geosphere, the biosphere and the landscape, thereby creating long-term changes detrimental to life and the environment and triggering certain hazards, while increasing societal vulnerability to geophysical (geological and hydrometeorological) hazards? (2) What technologies and methodologies are required to assess the vulnerability of people and places to hazards and how might these be used at a variety of spatial scales? (3) How do geophysical hazards compare relative to each other regarding current capabilities for monitoring, prediction and mitigation and what can be done in the short-term to improve these capabilities (4) What barriers exist to the utilisation of risk and vulnerability information by governments (and other entities) for risk and vulnerability reduction policies and planning (including mitigation) from each of the geophysical hazards? Following the 26 December 2004 Indian Ocean Tsunami and the UN World Conference on Disaster Reduction held in Kobe, Japan in January 2005, the International Council for Science (ICSU) decided to establish a major research programme and initiative on Natural and Human Induced Environmental Hazards and Disasters that will co-operate with the Hazards theme of the International Year and continue through to 2011.  相似文献

 Since the beginning of the 1980s waste disposal has become a particularly sensitive issue. This has led to the development of new legislations in the European Community and internationally which resulted in an array of regulations concerning landfill liner design. This paper comments on different "engineered" containment methods with particular reference to landfill liner design. This article investigates whether the European Union-Mauritania fisheries agreement, which allocates part of the Europe's financial contribution to the conservation of marine ecosystems located within the Banc d’Arguin National Park, can be regarded as a payment for ecosystem service. A framework for qualification as such payment scheme was established based on an extensive literature review. The criteria identified for the qualification as a payment to ecosystem service pertain to: (1) the definition of the ecosystem service(s) involved; (2) the mechanism involved by the payment; and (3) the nature of the transaction. Interviews with local beneficiaries and subsequent data analysis led to the conclusion that this mechanism could be regarded as a payment to ecosystem service and so, through the European Union-Mauritania Fisheries agreement, the European Union were investing to protect local fish resources that could be exploited by its fishing fleet. This agreement, involving the first International Payment to Ecosystem Service of this kind, marks an important step towards better consideration of marine conservation in international public policy and foreign fishing policy in particular. However, this payment is small when compared to revenues generated through the exploitation of developing countries’ fishing grounds by fishing countries. Nevertheless it opens the door for more detailed applications of payment to ecosystem service schemes to other ecosystems contexts, and can provide a useful alternative source of financing of marine biodiversity conservation.  相似文献

Marine industries face a number of risks that necessitate careful analysis prior to making decisions on the siting of operations and facilities. An important emerging regulatory framework on environmental sustainability for business operations is the International Finance Corporation’s Performance Standard 6 (IFC PS6). Within PS6, identification of biodiversity significance is articulated through the concept of “Critical Habitat”, a definition developed by the IFC and detailed through criteria aligned with those that support internationally accepted biodiversity designations. No publicly available tools have been developed in either the marine or terrestrial realm to assess the likelihood of sites or operations being located within PS6-defined Critical Habitat. This paper presents a starting point towards filling this gap in the form of a preliminary global map that classifies more than 13 million km2 of marine and coastal areas of importance for biodiversity (protected areas, Key Biodiversity Areas [KBA], sea turtle nesting sites, cold- and warm-water corals, seamounts, seagrass beds, mangroves, saltmarshes, hydrothermal vents and cold seeps) based on their overlap with Critical Habitat criteria, as defined by IFC. In total, 5798×103 km2 (1.6%) of the analysis area (global ocean plus coastal land strip) were classed as Likely Critical Habitat, and 7526×103 km2 (2.1%) as Potential Critical Habitat; the remainder (96.3%) were Unclassified. The latter was primarily due to the paucity of biodiversity data in marine areas beyond national jurisdiction and/or in deep waters, and the comparatively fewer protected areas and KBAs in these regions. Globally, protected areas constituted 65.9% of the combined Likely and Potential Critical Habitat extent, and KBAs 29.3%, not accounting for the overlap between these two features. Relative Critical Habitat extent in Exclusive Economic Zones varied dramatically between countries. This work is likely to be of particular use for industries operating in the marine and coastal realms as an early screening aid prior to in situ Critical Habitat assessment; to financial institutions making investment decisions; and to those wishing to implement good practice policies relevant to biodiversity management. Transboundary cooperation is viewed as an essential element of Marine Spatial Planning (MSP). While much of the MSP literature focuses on the need for, and benefits of, transboundary MSP, this paper explores the political and institutional factors that may facilitate the effective transition to such an approach. Drawing on transboundary planning theory and practice, key contextual factors that are likely to expedite the transition to transboundary MSP are reviewed. These include: policy convergence in neighbouring jurisdictions; prior experience of transboundary planning; and good working relations amongst key actors. Based on this review, an assessment of the conditions for transboundary MSP in the adjoining waters of Northern Ireland and the Republic of Ireland is undertaken. A number of recommendations are then advanced for transboundary MSP on the island of Ireland, including, the need to address the role of formal transboundary institutions and the lack of an agreed legal maritime boundary. The paper concludes with some commentary on the political realities of implementing transboundary MSP.  相似文献

On December 6, 1904 the present international border between Laos and Cambodia was unilaterally established when the French colonial government extracted Stung Treng Province from Laos and transferred it to Cambodia. The ethnic Brao people living in the border region were not well known to the French, and in any case, their views were not deemed important. But since then the Brao have utilised this state administrative boundary in ways not intended by its designers, or governments since then, to give them more power to create new spaces. When conditions in Cambodia have been deemed unfavourable, the Brao have often crossed into Laos, and similarly, when circumstances have been less advantageous in Laos they have moved to Cambodia.This paper traces the history of the Brao as it specifically relates to the international border between Laos and Cambodia. While this administrative boundary was created to help national governments keep populations confined within nation-states, Brao human agency has sometimes confounded these efforts, through transforming its significance and role. The boundary has separated Brao populations in ways that are sometimes upsetting to them, but it has also allowed the Brao to position themselves at the margins of different nation-states, in spaces where they have been able to, at least temporarily, avoid or reduce state control over them. These are not non-state spaces; they are fundamentally constituted by a state-established boundary, even if the Brao have been able to mobilise this resource to empower themselves, and sometimes to resist the state itself.  相似文献

全球气候变化及其引发的负面影响是当今人类面临的最大挑战之一,地球工程因被认为是减缓甚至扭转气候变化的切实可行的方案之一而备受关注。为推动地球工程技术的发展和相关国际法的完善,文章分析海洋施肥、人工上升流、人工海洋碱化、海洋云增白和海底造墙5种海洋地球工程的技术原理、研究进展及其在具体实施中对现行国际法的挑战。研究结果表明:无论是处于理论模拟阶段还是处于实验阶段,上述海洋地球工程技术都显示其减缓气候变化的潜力,同时也存在对海洋环境和人类生活的潜在风险;由于科学的不确定性和国际法的模糊性,各项技术在实际应用中都存在与国际法的冲突或适用问题,但目前从科研实践角度分析具体技术涉及的相关国际法问题的研究较少;虽然应在国际法框架下进行探索性研究,然而目前有关地球工程技术的国际法在理论研究和实践应用中仍存在很多争议。因此,必须加强对地球工程技术的研究,将技术风险降到最低,并在科学探索中做好环境基线研究,完善技术探索的环境影响评估方法;随着旨在减缓气候变化的小规模地球工程研究得到越来越多的支持,更应明确地球工程技术在国际法中的地位,建立合理的法律框架,推进国际法的改进。  相似文献
