Examining regulatory reform for bus operations in Latin America

Governments in Latin American cities are pursuing regulatory reforms to address the negative externalities of informal public transportation service providers. This is achieved by regulatory actions that work to consolidate many small operators competing “in the market” into fewer larger companies competing “for the market.” This reform addresses problems in the previous phase of the regulatory cycle, but requires a larger role for public authorities. The cities of Bogotá, Santiago and Mexico City took different approaches and have achieved different levels of formalization. Under these cities’ new regulatory regimes, bus companies have consolidated and public authorities now rely on renegotiation of contracts instead of open rebidding. However, industry formalization increases costs, requiring public subsidy or higher fares, and puts financial pressure on the public sector. These results imply a continued instability in the regulatory cycle; without increased public sector capacity, it is possible that large, entrenched operators and increasing costs will create a new market opening for informal service.  相似文献   

Development alternatives: practice, dilemmas and theory

This paper argues that much scholarly work on civil society and alternative development has three weaknesses: it understates the diversity among popular organizations and their ideas about development alternatives; it pays insufficient attention to the economic dimensions of alternatives; and it understates the potential importance of the local state. Drawing on experiences from highland Bolivia, we suggest that a closer engagement with the dilemmas encountered in practical attempts to pursue development alternatives can suggest ways forward in each of these areas. Linking scholarly and practical work is thus important for theoretical reasons as well as ones of relevance.  相似文献

建立巴戟天多糖、还原糖含量的测定方法,优选巴戟天最佳盐蒸工艺。方法：采用苯酚-硫酸法测定巴戟天中多糖含量,采用3,5-二硝基水杨酸（DNS）法测定巴戟天中还原糖含量,并进行方法学考察;以盐蒸巴戟天色泽、质、味等方面的性状评分和多糖、还原糖及总糖含量为指标,采用拉丁方试验优选巴戟天盐蒸工艺,通过GraphPad Prism 5.0软件分析工艺参数。结果：苯酚-硫酸法测定巴戟天多糖精密度、重复性、稳定性的RSD分别为0.69%、3.00%、2.39%,加样回收率为98.39%。DNS法测定巴戟天还原糖精密度、重复性、稳定性的RSD分别为0.35%、3.10%、2.85%,加样回收率为98.85%。拉丁方试验优选巴戟天盐蒸工艺最佳加盐量、闷润时间、蒸制时间分别为3、4、9 h。巴戟天盐蒸后多糖、还原糖及总糖含量均有增加。结论：通过苯酚-硫酸法、DNS法测定巴戟天中多糖及还原糖含量,获得了最佳的巴戟天盐蒸工艺参数。  相似文献

Over the last 15 years there have been dramatic shifts in the consensus over how best to cope with natural hazards in economically developing regions such as South America. One very positive outcome of the United Nations sponsored International Decade for Natural Disaster Reduction (IDNDR 1990–2000) has been that there is now greater interchange between the work of earth scientists examining the processes and mechanics of hazard occurrence and impact, and social scientists exploring the causes of human vulnerability to hazard – and thereby disaster. This paper traces the development of this new understanding with reference to earthquakes and volcanic eruptions in Peru, one of the most hazardous countries in South America. Particular focus is placed on the excellent progress currently being made by scientists in better understanding the physical dimensions of natural hazard exposure, and the ground-breaking work by social scientists in promoting new approaches to understanding and mitigating human vulnerability to disaster. The paper concludes by emphasizing the need to build on this research to produce more inclusive, incultured and unified strategies of disaster mitigation at the local, national and international levels.  相似文献

ABSTRACT. This study interprets critical stages in the changing design and landscape of urban squares, or praças, in Brazil and assesses the circumstances of their cultural‐historical production. Urban squares were shaped by, and in the process contributed to and shed light on, several of the country's major social and artistic movements. The history of the square illustrates a theme of European cultural dominance, especially French, that was a product of the colonial experience and neocolonial influences which were overcome only in the twentieth century through spontaneous creative fusion with indigenous Brazilian elements.  相似文献

在考虑多个土体参数空间变异性的基础上,提出了基于拉丁超立方抽样的非饱和土坡稳定可靠度分析的非侵入式随机有限元法。利用Hermite随机多项式展开拟合边坡安全系数与输入参数间的隐式函数关系,采用拉丁超立方抽样技术产生输入参数样本点,通过Karhunen-Loève展开方法离散土体渗透系数、有效黏聚力和内摩擦角随机场,并编写了计算程序NISFEM-KL-LHS。研究了该方法在稳定渗流条件下非饱和土坡可靠度分析中的应用。结果表明：非侵入式随机有限元法为考虑多个土体参数空间变异性的非饱和土坡可靠度问题提供了一种有效的分析工具。土体渗透系数空间变异性和坡面降雨强度对边坡地下水位和最危险滑动面位置均有明显的影响。当降雨强度与饱和渗透系数的比值大于0.01时,边坡失效概率急剧增加。当土体参数变异性或者参数间负相关性较大时,忽略土体参数空间变异性会明显高估边坡失效概率。  相似文献
