East-Central Europe's changing energy landscapes: a place for geography

Energy developments in the post-Communist states of Eastern and Central Europe (ECE) have a major impact on global energy security and sustainability, thanks to this region's key geographical position between the energy-exporting states of the former Soviet Union, on the one hand, and the energy-importing states of Western and Southern Europe, on the other. At the same time, post-socialist reforms of energy industries in this region provide unique insights into the complex relations of power, economic transformation and spatial inequality that govern energy production and consumption. This paper therefore aims to provide an initial look at some of the theoretical and policy issues that underpin the emergent 'geographies' of energy reform in ECE, as well as their embeddedness in relations of power stemming from organisational, infrastructural and economic inequalities in the region. It employs an analysis of local news reports, policy papers and statistical data to examine the intricate institutional networks and spatial formations that have governed the energy transformation process. In broader terms, the paper aims to emphasise the important role that human geography can play in making sense of the territorial differences and frictions that have emerged during the post-socialist reform process, while challenging the idea of a 'neat' neoliberal transition from a centrally planned to a market-based mode of energy regulation .  相似文献

边境地区是国家重要的国土安全屏障和对外开放门户。在全球化、信息化的背景下,边境地区成为地理学、政治学和政治经济学的研究热点。科学认识和总结国际边境研究是推进学科发展的前提。本文以科学引文索引(Web of Science)中边境研究的学术论文为依据,借助于Citespace科学计量工具,系统回顾了国外1990-2015年边境研究的发展脉络、研究领域重点和研究趋势。从文献计量统计分析来看,1990年以来刊文量最大的期刊包括《政治地理学》(Political Geography)、《地缘政治学》(Geopolitics)等。国外边境研究的领域集中于政治地理、环境生态、商业经济、公共管治、人文艺术等方面。地缘政治视角下的领土、国家权力始终是边境研究的重要内容。新世纪以来,边境研究在汲取了批判性地缘政治学、人本主义地缘政治的精髓后,逐渐增强了对边境环境、社会治理等方面的反思。在文献计量分析的基础上,重点阐述了边境的地理涵义和政治属性、经济商贸交流、边境一体化、边境冲突与安全、文化与社会建构、跨境合作制度等领域的研究趋势。最后提出,未来中国边境研究应增强边境地区的综合性发展战略研究,搭建适应于中国特色发展的跨境合作平台与机制,融入国际政治学、民族学、自然地理学等多学科视角。  相似文献

地缘政治学以地理的视角探讨国际关系,极大地影响了世界政治发展历程。全球化、信息化的浪潮中,地缘政治在国际舞台复兴,成为全球格局解读和政策制定的重要学科。科学认识和总结国际地缘政治学最新发展是推进学科发展的前提。以Web of Science 中地缘政治的学术论文为依据,借助于科学计量工具,系统回顾了1996-2015 年地缘政治学的发展脉络,揭示了地缘政治学发展的基本规律,剖析了国际地缘政治学的重点研究领域和研究转向。从文献计量统计分析来看,近年来在政治地理及地理学相关期刊发表的论文数量不断增加;地缘政治全球高引用文章重点关注了国家与边境的地缘政治诠释、批判性地缘政治学、情感地缘政治、女性主义地缘政治等主题。在上述分析的基础上,重点回顾了边境与领土空间、全球化下的地缘文化与经济、热点区域与中国模式、资源冲突与生态政治、价值情感与文化的地缘政治学分支领域研究趋势。通过文献系统回顾发现,国际地缘政治学的研究出现了如下趋势：后冷战时代中,国家、边境等仍为地缘政治的核心研究方向;地缘政治在进一步强调地理重要性的同时,也出现了向批判性地缘政治,尤其是从人本主义（情感地缘政治、女性地缘政治）对传统地缘政治进行反思的转变。最后提出,中国地缘政治界应强化地理空间与尺度的重要性,采用叙述、 过程等多元方法,并融入人本主义的思想,来进一步丰富地缘政治研究的理论与实践。  相似文献

The article suggests Jobberns’ view of geopolitics ultimately rested on the work of British geographer Sir Halford Mackinder overlain by the writing of American political geographers. Jobberns’ geopolitical thinking was, however, also strongly informed by his being a Freemason. WWII, as the overshadowing external event of Jobberns’ early years at Canterbury, amplified his interest in geopolitics both as a way of understanding the world and, at a time when geography was not universally accepted as a university discipline, as a means of promoting to a wider public the utility of a geographical perspective on world affairs.  相似文献

地缘环境系统研究是认知国际地缘政治态势、保障国家战略顺利实施的科学支撑。近年来,在国际地缘战略调整、经济全球化和技术进步等要素的驱动下,地缘环境系统研究的内涵与外延都发生了巨大变化。分析地缘环境要素的变化,预估地缘环境演变趋势并提出应对风险的措施,既是地缘环境研究的重要内容,也是实施国家战略的重要科技保障。本文回顾了地缘环境系统研究的学科发展历程及国内外的最新进展,系统梳理了地缘环境系统模拟的理论和方法体系。研究表明,地缘环境系统是一个复杂的非线性系统,具有层次性、地域性、综合性等特征。针对特定的地缘问题,可以采取分层次、合理概化、数值逼近等方法进行系统模拟。同时,大数据技术逐渐成为地缘环境系统研究的新范式,通过异构数据挖掘、机器学习、高性能计算等方法,可望发现纷繁复杂的地缘环境系统中蕴含的要素关联关系,预测与干涉系统演化过程,为地缘环境问题的解决提供新的技术手段。  相似文献

ABSTRACT. In pursuit of its foreign‐policy goals, the administration of President George W. Bush has attempted a dramatic reshaping of the vision of the Middle East in the American mind. References to the “new” or “greater” Middle East now include countries far outside traditional concepts of the region, including those in West Africa, Southeast Asia, and Central Asia. The administration argues that this region is defined not by cultural (Arab) or religious (Islam) characteristics but by a lack of democracy; hence a grand strategy is needed to execute reform. This article examines current U.S. efforts to achieve reform in the region, the components of the ideological construction of the New Middle East, the perceived role of Iraq, Turkey's potential role as a “model” for the region, and responses from the region to current U.S.‐led reform efforts.  相似文献
