青藏高原受其特殊自然地理环境条件的限制,耕地主要分布在自然环境条件相对优越的河谷地区,人为因素对耕地分布范围的作用和影响极其微弱,尤其是在历史时期生产力水平较低的前提下,耕地的空间分布主要取决于土地的宜垦程度。本文将影响青藏高原河谷地区耕地分布的因子按其性质分为限制性因子和非限制性因子,并以此为基础排除了高原河谷地区不适宜耕作的地区,在适宜耕作的地区根据土地的宜垦程度,按"先优后劣"的原则将历史时期的耕地数据分配到空间上。选取青藏高原农业发展历史悠久的河谷地区之一河湟谷地作为实例,重建该区1726年耕地空间格局。将重建结果与已有的M模型重建结果进行对比分析,两者重建的耕地在空间分布上呈现出一致性,但重建结果在垦殖范围与垦殖强度上存在一定的差异;M模型的重建主要是以现代耕地分布格局为基础重建,忽略了现代耕地空间分布受现代农业技术的影响;而本文模型则是从低生产力水平前提下影响历史时期耕地分布的因子出发,重建结果更具合理性。  相似文献

There are compelling reasons for policy makers to be interested in the low-carbon agenda. More than half of the world's population lives in, and more than half of the world's economic output comes from, cities. Up to 70% of global carbon emissions can also be attributed to consumption that takes place in cities. Recent research has shown that cost-effective investments in low-carbon options could deliver a 40% reduction in GHG emissions from cities by 2020, while also providing wider economic benefits such as enhanced competitiveness and increased employment. As yet, however, investments in low-carbon cities have not been made at scale due mainly to the scale of the finance required, local government budgetary constraints, and perceptions about their costs and benefits. With a focus on the UK, a contemporary account is provided of what local authorities see as the major financial risks associated with funding low-carbon cities. Practical proposals – which also have more general relevance to the future financing of low-carbon cities around the world – are offered on how local authorities, in conjunction with central government, the private sector, and institutional investors, can effectively manage these risks.

Policy relevance

Cities house more than half of the world's population, generate more than half of the world's economic output, and produce between 40% and 70% of all anthropogenic GHG emissions. In the UK, 70% of such emissions are under the influence of its local authorities. Thus, one of the key public policy challenges for the low-carbon transition is how it should be financed. There are several obstacles and related risks to this transition, including financial and legal obstacles and the differing views and perceptions of stakeholders. These can be attenuated, somewhat, by national government support at scale, local authority leadership, and cooperation between other authorities and the private sector, and the development of tools and guidance to reduce transaction costs.  相似文献

Climate change is perhaps the central challenge that faces humanity. If the concept of green growth is to be anything more than a mere rebranding of the concept of sustainability, then it must elucidate the relationship between economic activity and pollution and provide a more detailed economic account of it. The articles in this Special Issue focus on ways in which GHG emissions may be reduced while satisfying the increasing demand for energy: from global, technological or economic solutions, to sub-national, financial or regulatory ones. Although the wide disparity in income between the least and most wealthy makes it difficult to reach a consensus on the best way to achieve a low-carbon society, the scale and potential effects of climate change make it imperative that one is reached.  相似文献

Bottom-up and top-down models are used to support climate policies, to identify the options required to meet GHG abatement targets and to evaluate their economic impact. Some studies have shown that the GHG mitigation options provided by economic top-down and technological bottom-up models tend to vary. One reason for this is that these models tend to use different baseline scenarios. The bottom-up TIMES_PT and the top-down computable general equilibrium GEM-E3_PT models are examined using a common baseline scenario to calibrate them, and the extend of their different mitigation options and its relevant to domestic policy making are assessed. Three low-carbon scenarios for Portugal until 2050 are generated, each with different GHG reduction targets. Both models suggest close mitigation options and locate the largest mitigation potential to energy supply. However, the models suggest different mitigation options for the end-use sectors: GEM-E3_PT focuses more on energy efficiency, while TIMES_PT relies on decrease carbon intensity due to a shift to electricity. Although a common baseline scenario cannot be ignored, the models’ inherent characteristics are the main factor for the different outcomes, thereby highlighting different mitigation options.

Policy relevance

The relevance of modelling tools used to support the design of domestic climate policies is assessed by evaluating the mitigation options suggested by a bottom-up and a top-down model. The different outcomes of each model are significant for climate policy design since each suggest different mitigation options like end-use energy efficiency and the promotion of low-carbon technologies. Policy makers should carefully select the modelling tool used to support their policies. The specific modelling structures of each model make them more appropriate to address certain policy questions than others. Using both modelling approaches for policy support can therefore bring added value and result in more robust climate policy design. Although the results are specific for Portugal, the insights provided by the analysis of both models can be extended to, and used in the climate policy decisions of, other countries.  相似文献

Land use has a large impact on ecosystem functioning, though evidences of these impacts at the regional scale are scarce. The objective of this paper was to analyze the impacts of agricultural land use on ecosystem functioning (radiation interception and carbon uptake) in temperate areas of North and South America. From land cover maps generated using high-resolution satellite images we selected sites dominated by row crops (RC), small grain crops (SG), pastures (PA), and rangelands (RA) in the Central Plains of USA and the Pampas of Argentina. These two regions share climatic characteristics and the agricultural conditions (crop types) are also very similar. Both areas were originally dominated by temperate grasslands. In these sites we extracted the temporal series of the normalized difference vegetation index (NDVI) from the NOAA satellites for the period 1989–1998 and calculated the mean seasonal NDVI curve for each site. Additionally, we calculated the mean annual NDVI, the maximum NDVI, the date of the year when the max NDVI was recorded and the interannual variability of these three attributes. We compared the mean values of each NDVI-derived attribute between land cover types and between continents. The NDVI seasonal patterns for each land cover type were roughly similar between the Central Plains and the Pampas during the growing season. The largest differences were observed during the winter and spring, when the NDVI of all land cover types in the Central Plains remained at lower values than in the Pampas. This was probably caused by the high annual thermal amplitude in the Central Plains that results in a much more restricted growing season. As a result of these differences in the shape of the NDVI curve, the mean annual NDVI in the Central Plains was lower than in the Pampas for all land cover types but the maximum NDVI did not differ importantly. In both regions, row crops delayed the date of the NDVI peak, small grain crops advanced it and pastures did not change it importantly, compared with rangelands. The interannual variability of the NDVI attributes was higher for small grains than for row crops in both regions. However, small grains crops were consistently more variable between years in the Central Plains than in the Pampas. The opposite occurred with pastures and rangelands, which were more variable in the Pampas than in the Central Plains. This paper confirms and generalizes previous findings that showed important imprints of land use on ecosystem functioning in temperate ecosystems. Our results support the idea that the changes in land cover that have occurred in the Central Plains and the Pampas leaded to similar changes in the way that ecosystems absorb solar radiation and in the patterns of carbon uptake.  相似文献

Different types of farming in metropolitan areas show both negative and positive responses to urban and nonurban forces of change. The variety of impacts has been neglected by most spatial intensity models and land use studies. This study examines census data from 1949 to 1982 in seven major U.S. metropolitan areas for six commodity types to detect regular patterns of changes in sales value, area harvested, number of animals, and intensity of production. Results show large declines in dairy farming, followed by poultry and fruit and nuts; some recent recovery in vegetable crops; and steady increases in both low value field crops and high value horticultural specialties. A trend toward polarization of metropolitan agriculture is indicated. Results also show differences between inner and outer urban fringe areas and a decline in the differential in intensity of production between metropolitan and non-metropolitan agriculture.  相似文献
