陡坡陡崖作为一种特殊的地形地貌,是造成滑坡、泥石流等各种地质灾害的重要因素之一。由陡坡陡崖引发的地质灾害会破坏人造地物,对人类的生命财产安全造成严重危害。本文利用DEM数据提取了浙江省温州市的陡坡陡崖,对温州市陡坡陡崖的影响范围进行系统研究,构建了温州市陡坡陡崖的潜在滑坡方向模型,并确定其对人造地物(如道路、房屋)的影响。本文主要研究内容有以下两个:①提取陡坡陡崖并对其潜在滑坡方向进行建模;②根据影响范围提取受影响的人造地物并建立基础数据库。结果表明,温州市的陡坡陡崖数量多,分布范围广且集中,其引发的地质灾害会对人造地物造成严重的潜在影响。本文构建的温州市基础数据库可以描述陡坡陡崖潜在影响的房屋和道路的位置,确定灾害重点防治区域,为温州市的灾害防治工作提供服务。  相似文献

The public's willingness to engage in mitigation actions has not received as much attention as the level of belief in Global Warming (GW), especially on the international stage. Research in Western nations indicates that people systematically misunderstand GW and the actions required for mitigation. Important factors that influence judgments about mitigation actions include personal experiences, beliefs, knowledge, values, and worldviews. We present results of an international survey (25 samples from 24 countries) measuring general intentions to act and willingness to engage in specific actions. Our analysis reveals that endorsement of specific actions is (a) lower than general endorsement of mitigation, (b) accompanied by higher intra-individual variance, and (c) more strongly related to personal experiences with GW. This pattern can be attributed to the compatibility between the proximal construal of specific actions and the nature of the personal experience. Lastly we provide recommendations on how these findings can be used to encourage mitigation action.  相似文献

Shear‐type buildings with Maxwell model‐based brace–damper systems are studied in this paper with a primary emphasis on the effects of brace stiffness. A single‐story building with a viscous damper installed on top of a Chevron‐brace is first investigated. Closed‐form solutions are derived for the simple structure, relating the brace stiffness and damper coefficient to the targeted reduction in response displacement or acceleration. For a given brace stiffness, the solution is minimized to give a set of formulae that will allow the optimal damper coefficient to be determined, assuring the desired performance. The model is subsequently extended to multistory buildings with viscous dampers installed on top of Chevron‐braces. For a targeted reduction in the mean square of the interstory drift, floor acceleration or base shear force, the minimum brace stiffness and optimal damper coefficients are obtained through an iterative procedure. The response reduction, which signifies the improved performance, is achieved by a combination of brace stiffness and viscous damper coefficients, unlike conventional approaches where damper coefficients are typically optimized independent of brace stiffnesses. Characteristics of multi‐degree‐of‐freedom systems are studied using a 2‐story and a 10‐story buildings where the effects of brace stiffness on the overall performance of the building can be quantified. 2013-07-10,岷江上游暴发大型群发性泥石流灾害,泥石流以淘刷、冲击、淤塞、压顶、磨蚀等方式对地震灾区公路直接造成严重破坏,其引发的溃决洪水、河床上升增大受灾范围,加重了灾害损失。分析了泥石流对道路工程的成灾方式:对桥梁工程破坏包括淤塞、淘蚀基础、冲毁等;对路面路基工程破坏包括淤埋、淘刷路基、冲毁等;对隧道工程破坏包括堵塞隧道洞口,破坏洞口墙体并引起衬砌支护结构破坏,损毁隧道内附属设施等;对明洞、棚洞工程破坏包括堵塞洞口、冲毁洞口结构,磨蚀洞顶,压顶并引起衬砌支护结构破坏,损毁排水、通风、电力附属设施等。分析了泥石流造成道路严重损失的原因,其中,公路工程选址不当、风险估计不足,桥涵过流净空不足,泥石流防灾措施不完善,泥石流的严重冲刷、冲击作用是主要原因。针对泥石流危害公路的特征和地震区泥石流防治中存在问题,提出了地震山区公路在灾后重建与道路规划中的减灾措施。  相似文献

Over 40 studies that analyse future GHG emissions allowances or reduction targets for different regions based on a wide range of effort-sharing approaches and long-term concentration stabilization levels are compared. This updates previous work undertaken for the Fourth Assessment Report of the Intergovernmental Panel on Climate Change. Regional reduction targets differ significantly for each effort-sharing approach. For example, in the Organisation for Economic Co-operation and Development (OECD) 1990 region, new proposals that emphasize the equity principles of responsibility, capability, and need, and those based on equal cumulative per capita emissions (carbon budgets), lead to relatively stringent emissions reduction targets. In order to reach a low concentration stabilization level of 450?ppm CO2e, the allowances under all effort sharing approaches in OECD1990 for 2030 would be approximately half of the emissions of 2010 with a large range, roughly two-thirds in the Economies in Transition (EIT), roughly at the 2010 emissions level or slightly below in Asia, slightly above the 2010 level in the Middle East and Africa and well below the 2010 level in Latin America. For 2050, allowances in OECD1990 and EIT would be a fraction of today's emissions, approximately half of 2010 emission levels in Asia, and possibly less than half of the 2010 level in Latin America.

Policy relevance

The concept of equity and the stringency of future national GHG reduction targets are at the heart of the current debate on the new international climate change agreement to be adopted in 2015. Policy insights gained from an analysis of over 40 studies, which have quantitatively analysed the proposed GHG reduction targets, are presented. It is found that the outcome of effort-sharing approaches is often largely determined by the way the equity principle is implemented and that the distributional impacts of such approaches can be significantly different depending on the criteria used, the stabilization level and shape of the global emissions pathway. However, the current literature only covers a small proportion of the possible allocation approaches. There should thus be an in-depth modelling comparison to ensure consistency and comparability of results and inform decision making regarding the reduction of GHG emissions.  相似文献

Based on a series of international conferences for establishing HFA2 framework, this paper analyzed key issues of frontier of disaster risk science, integrated disaster prevention and mitigation strategies and integrated disaster risk governance. The future direction of disaster risk science was comprehensively discussed according to the widely discussed Post 2015 Hyogo Framework for Action (HFA2). It was proposed to deepen the cognition of the complexity of disaster system in terms of recognizing the complexity of disaster system from the interaction among various elements of the system, recognizing the complexity of climate change risk from the regional characteristics and formation mechanism of the global climate change and recognizing the complexity of the catastrophe risk from the regional development levels and patterns. Furthermore, it was suggested to make integrated disaster risk reduction strategies and countermeasures from the perspective of the complexity of the disaster system, including the establishment of regional integrated disaster risk governance framework to face climate change, the establishment of integrated disaster risk governance system in multi-spatial scale, the establishment of disaster risk governance financial system integrating the insurance, bonds and lottery, the establishment of consilience mode in integrated risk governance considering multi-stakeholder and the establishment of modeling and simulation platform integrated disaster risk information services and disaster risk reduction strategies. Finally, it was pointed out that the assessment of disaster risk levels for different regions in multi spatial scale can provide robust scientific support for integrated disaster risk governance of the world and regions, industries and enterprises so as to improve response to global change and guarantee a global and regional sustainable development.  相似文献

When the sliding bearing is fixed only at the top of the middle column of the underground structure, the cracks at the side end of the middle plate should be aggravated while the seismic damage of the mid-column should be alleviated. To enhance the seismic performance of the mid-plate, a new isolation design method has been mentioned while the elastic sliding bearings are set at the top of the mid-columns and between the side end of the mid-plate and the side wall at the same time. By establishing a nonlinear finite element analysis model for the static-dynamic coupling interaction system, the seismic response characteristics of the cast-in-place station structure without a sliding bearing have been analyzed and compared with those of the station structure with the sliding bearing fixed only at the top of the middle columns, and those of the station structure with sliding bearing be fixed between the mid-plate and the sidewall at the same time. The results show that the new isolation station structures suffer fewer earthquake damages at the mid-plate and mid-columns at the same time, which can improve the overall seismic performance of the subway station structure.  相似文献
