Neo-liberal ruptures: Local political entities and neighbourhood networks in El Alto, Bolivia

In October 2003, hundreds of thousands of Bolivians took to the streets demanding the resignation of President Gonzalo Sánchez de Lozada. After 20 years of neo-liberal policies - and the failures to improve the living conditions of the majority - the proposal to export natural gas via Chile was taken by the population as yet another step to sustain an unjust political order. Facing a direct challenge by the population the Sánchez de Lozada administration responded with indiscriminate military force. The result was 63 dead and over 300 wounded, which deepened and extended the social rage and eventually forced the resignation of the President. The neo-liberal project - promoted and defended by Sánchez de Lozada - collapsed. The city of El Alto was the epicentre of the challenges to the legitimacy of this political order. This article focuses on the role of local political entities and neighbourhood networks from El Alto in articulating political spaces that challenged the legitimacy of the institutional infrastructure and led to the October 2003 ruptures in the neo-liberal project. Furthermore, I make the case that the particular histories and memories (of “relocalized” miners and indigenous/peasants) that converged in and defined this city were pivotal in the organization of a “political subsoil” that surged to the surface during the October 2003 events.  相似文献

利用质心作为参考点,并在空间方向锥形模型中添加了扩展不确定度的参数,用区间分析法,对多尺度下顾及不确定性的空间方向关系进行形式化描述,来适应尺度变化引起的空间关系不确定性的变化,以更好地描述空间方向关系。该模型使得方向关系的划分上有个平滑的过渡区,在方向概念的表达上更符合人的认知。  相似文献

本文用单纯复形的半序关系和格的数学理论,对矿井导线网的空间关系和操作给予了形式的描述。导线网的细部用半序关系来表示,一般能回答导线网的包含、相邻、相接等空间关系问题,用格的理论能方便地实现导线网的交、并和查询等空间操作。对于非格的半序关系,通过增加新的元素构成格,用序的理论对导线网的结构进行形式描述,为导线网数据和拓扑结构的计算机存储和操作提供理论基础。  相似文献

This article provides an overview of recent publications on geopolitics. The diversity is overwhelming. Publications are therefore divided into four schools: neo-classical geopolitics, subversive geopolitics, non-geopolitics and critical geopolitics. These four schools are distinguished on two dimensions. The first is the distance to the object under study (practical/applied versus academic/reflective). The second refers to the position towards the state system (states as the principal geopolitical actors versus attention for other political actors and interests). Despite their differences, the four types of studies share a growing interest in geoeconomics.  相似文献

Numerical modelling of the potential effects of a dam on a coastal aquifer in S. Spain

This study presents the results of a three‐dimensional variable‐density numerical modelling of the Motril‐Salobreña coastal aquifer and the possible effects of the entry into service in May 2005 of the Rules Dam, located just 17 km from the coast. Present parameters of the Motril‐Salobreña aquifer show that the system's conditions are very similar to a natural regime. The dam will substantially alter aquifer recharge, as the entry flow through the alluvial sediments of the Guadalfeo River will be entirely cut off or drastically reduced. Different scenarios reproducing the possible evolution of the aquifer under operation of the Rules Dam have been modelled. In most cases, results indicate that the conditions of the aquifer would worsen, with a general advance of the freshwater–saltwater interface. The area with most risk of saltwater intrusion is the old mouth of the Guadalfeo River, where the mixing zone could advance 1200 m inland. It is proposed that maintaining a 5–6 Mm³ year^?1 ‘ecological flow’ in the Guadalfeo River could prevent this saline advance. This application demonstrates that variable‐density models are potentially useful tools for estimating the effects of dams on the hydrodynamic and hydrochemical conditions of a coastal aquifer. Why are halo coronal mass ejections faster?

Halo coronal mass ejections (CMEs) have been to be significantly faster than normal CMEs, which is a long-standing puzzle. In order to solve the puzzle, we first investigate the observed properties of 31 limb CMEs that clearly display loopshaped frontal loops. The observational results show a strong tendency that slower CMEs are weaker in white-light intensity. Performing environmental governance

This essay reflects on issues of researcher positionality within participant observation and action research, and the specific methodological issues surrounding research on neoliberal governance strategies, using my experience at the US Environmental Protection Agency as case material. Although I was initially concerned about participating with the anti-progressive Bush Administration, I attempted to adopt the interests and subjectivity of an environmental bureaucrat. Doing so proved to be an extremely effective way of exploring the multi-vocality and cross-cutting interests constituting the state, which often appears from the outside to be a policy monolith. Participant research among elites in the neoliberal state is an effective way to observe such complexity. It became apparent that, because mainstream economics tends to adopt a totalizing epistemology, both its casual and dogmatic adherents usually do not conceive of a coherent external critique. This often means that researchers of any theoretical background can be quite frank concerning their purposes, background, and interests, even as participants.  相似文献
