20世纪中叶,到森林中休闲游憩的人数剧增,为了保护生态环境,同时为游客提供高质量的游憩体验,美国林务局的管理者和专家发展了游憩机会谱(ROS)理念和管理框架,其主要以游憩需求为导向,依据"自然环境"、"社会环境"和"管理环境"指标对游憩区进行分类分级,编制游憩机会清单,对资源进行清查、规划和管理。本文在介绍ROS理论的基础上,结合北京市民森林游憩的需求特征和森林游憩区当前的管理体制和开发利用现状,筛选出"自然程度"、"偏远程度"、"游客密度"和"管理强度"4个评价指标,分析提出了北京山地森林游憩机会谱,将北京城郊山地森林游憩区分为城郊开发区域、城郊自然区域、乡村开发区域、乡村自然区域和半原始区域五个游憩机会等级,并结合目前的北京市游憩资源的利用和管理现状,用GIS作图直观展示了各游憩机会的分布,分析比较了各游憩机会的供需状况,为北京城郊森林游憩的规划和管理提出了合理化建议。  相似文献

利用样带这一综合与集成研究的工具,选取无论是在社会经济发展程度还是自然环境要素变化等方面都存在明显梯度的长江沿线样带为研究区,采用横向比较的研究方法,基于一定的理论假设,研究了区内的农村宅基地转型。研究表明：1987~2001年研究区根据土地利用变化的聚集度指数划分的各区段农村宅基地在建设用地增加中所占比例总体上看,从上游至下游,从甘孜-玉树区到泸州-迪庆区、恩施-重庆区、铜陵-宜昌区直至上海-巢湖区,这一比例逐渐降低;长江沿线样带各区段所处的农村宅基地转型阶段与样带内各区段所处的经济发展水平相吻合,基本上验证了此前的理论假设。据此,目前由各省 (区、市) 自行制定农村宅基地标准不利于实现土地的集约利用,国家应根据区域经济发展水平和自然条件的差异分区、分类制定农村宅基地标准。针对研究区目前农村宅基地的发展现状,根据区域农村宅基地转型阶段提出了相应的管理对策。  相似文献

The population of the Polish countryside: Demography and living conditions

Despite substantial rural-urban migration, 38.1 percent of the population of Poland still live in the countryside and the total numbers are only 0.9mln fewer than in 1946. At present the rural population is increasing and the rate of natural increase (though falling) is higher than in the towns though the productive age group is smaller. However, these human resources are not being properly used and the results can be seen in terms of economic inefficiency, low living standards and a high level of state support. Loss of jobs in factories and state farms results in welfare payments by the state and considerable 'hidden unemployment' on small family farms where profitability is constrained by inefficient use of labour. Poverty among the rural population is evident through a collapse of house building and considerable domestic overcrowding. However, conditions vary considerably across the country and this must be reflected in the economic and social policies drawn up for the new administrative regions introduced in 1999. Examining the difficulties in letting social housing within England

This paper provides an overview of the current literature on why difficulties are being experienced in letting social housing within England. The first part of the paper focuses on whether the management of the social housing stock, and in particular the current allocation system, has contributed to the growing number of difficult to let (DTL) properties in the social sector. Drawing on findings from in-depth interviews with twenty local authorities, the paper provides evidence to support this argument and also highlights a number of initiatives which authorities have adopted to fill DTL properties. However, the paper argues that these initiatives are likely to have limited value in the long run in stemming the fall in demand for social housing, particularly in the North of England. The second part of the paper focuses on the changing aspirations of tenants and the way that social housing is in competition with alternative forms to housing provision, such as private rented housing. It concludes by advocating that an appropriate response to difficulties in letting social housing has to go beyond internal housing management initiatives. Instead a more strategic approach needs to be adopted which builds up an understanding of the operation of the local housing market and the complex interaction of neighbourhoods.  相似文献   

基于街景图像的厦门本岛环境特征对住宅价格的影响研究

住宅价格的空间分异是城市空间资源配置不均衡的外在表现,理解住宅价格的主导影响因素及其空间分异特征对于住区规划及房价调控政策的制定具有重要意义。既有研究较少考虑环境品质对住宅价格的影响和影响因素的作用尺度差异,针对以上问题,本文引入街景图像,在特征价格模型的基础上拓展环境特征,构建多尺度地理加权回归（MGWR）模型,研究环境特征对住宅价格的影响效用,并通过分析其他控制变量的系数空间格局,总结各变量的空间分异特征规律。主要结论为：(1)街景图像测度的环境特征更符合人们对居住环境的真实感知,研究结论可为居住环境品质提升提供更加精细化的设计策略;MGWR模型对变量的空间分异现象具有更接近于真实值的拟合效果,可描述不同变量的作用尺度差异,这有助于为特定地区制定针对性规划策略。(2)厦门本岛住宅价格呈现显著的聚类特征,并沿城市核心发展轴呈“带状”结构分布。(3) 3个环境特征变量对于住宅价格均为显著的正向影响,且作用接近全局尺度,街景绿视率的影响最强,其次是天空开敞度和相对步行指数。(4)总结各变量的系数空间分异规律,发现不同特征地区住宅价格的主导影响因素不同,核心地区主要受交通、教育因素的影响;...  相似文献
