Weather as a Chronic Hazard for Road Transportation in Canadian Cities   总被引:2,自引:1,他引:2  
Inclement weather creates a chronic hazard for Canadian travellers. Past studies indicate that road collision rates increase during precipitation, although the magnitude of theincrease varies from study to study, partly as a result of variations in weather and driving conditions,but also because of differences in methods. The goal of the current study is to improve ourunderstanding of the links between weather and travel risk in mid-sized Canadian cities by using astandardized method for analyzing data from six cities with different climates: Halifax-Dartmouth,Ottawa, Québec, Hamilton, Waterloo Region, and Regina. The study has four interrelated objectives: (1) Toconduct a sensitivity analysis to determine the extent to which risk estimates vary depending onthe criteria used to define precipitation events and `normal' conditions; (2) To compare therelative risk of collision and injury during precipitation relative to `normal' conditions; (3) Todetermine the extent to which weather-related risks vary fordifferent Canadian cities; and (4) To explore any differences in collision characteristics between events and controls, especially as theyvary from city to city. Results are based on a matched-pair analysis, using six-hour time blocks over afour-year period, 1995 to 1998. Results indicate only modest sensitivity to the criteria used to define precipitation events and `normal' conditions. On average, precipitation is associated with a 75 percentincrease in traffic collisions and a 45 percent increase in related injuries, as compared to `normal'seasonal conditions, but risk levels vary depending on the characteristics of the weather event.Both sensitivity to specific weather conditions and weather-related accident profiles vary from city tocity in ways that are not easily explained.  相似文献

Water tank experiments are carried out to investigate the convection flow induced by bottom heating and the effects of the ambient wind on the flow in non-symmetrical urban street canyons based on the PIV (Particle Image Visualization) technique. Fluid experiments show that with calm ambient wind,the flows in the street canyon are completely driven by thermal force, and the convection can reach the upper atmosphere of the street canyon. Horizontal and vertical motions also appear above the roofs of the buildings. These are the conditions which favor the exchange of momentum and air mass between the street canyon and its environment. More than two vortices are induced by the convection, and the complex circulation pattern will vary with time in a wider street canyon. However, in a narrow street canyon, just one vortex appears. With a light ambient wind, the bottom heating and the associated convection result in just one main vortex. As the ambient wind speed increases, the vortex becomes more organized and its center shifts closer to the leeward building.  相似文献

A new numerical method to solve the system of equations describing two phase flow in a Hele-Shaw cell is presented. It combines a mixed finite element method, the method of subtraction of the singularity and a front tracking grid in a single computational strategy. This choice of discretization techniques is well motivated by the difficulties present in the system of equations and the physics of the problem. The new method was tested against analytical solutions and also by solving the Saffman–Taylor viscous fingering problem for finite and infinite mobility ratios. In both cases convergence under mesh refinement is achieved for the fingers developed from an initial sinusoidal interface. Finger splitting is observed for low values of the surface tension and high mobility ratio. Different explanations, based in our results, are provided for this phenomenon. Desertification is an environmental issue that has major environmental and social dimensions, and which has been controversial in a number of respects. The recent UN Convention on Desertification and Drought places considerable emphasis on the social dimensions of the problem and the role local peoples and NGOs have to play in tackling it. When desertification first became regarded as a major issue in the 1970s, science was seen to have a major role in understanding and solving the problem, but in some circles has been regarded as failing to contribute usefully. This paper explores the nature of scientific contributions, why science may have been seen to fail to serve the needs of policy-makers, and why scientific findings may have been misinterpreted in broader circles dealing with the issue. It concludes by identifying areas where science has still a valuable role to play in an issue that is now perhaps regarded as more political and social than scientific.  相似文献
