With 80 % of world trade carried by sea, seaports provide crucial linkages in global supply-chains and are essential for the ability of all countries to access global markets. Seaports are likely to be affected directly and indirectly by climatic changes, with broader implications for international trade and development. Due to their coastal location, seaports are particularly vulnerable to extreme weather events associated with increasing sea levels and tropical storm activity, as illustrated by hurricane “Sandy”. In view of their strategic role as part of the globalized trading system, adapting ports in different parts of the world to the impacts of climate change is of considerable importance. Reflecting the views of a diverse group of stakeholders with expertise in climate science, engineering, economics, policy, and port management, this essay highlights the climate change challenge for ports and suggests a way forward through the adoption of some initial measures. These include both “soft” and “hard” adaptations that may be spearheaded by individual port entities, but will require collaboration and support from a broad range of public and private sector stakeholders and from society at large. In particular, the essay highlights a need to shift to more holistic planning, investment and operation.  相似文献

The characteristics of a Lyman-alpha humidiometer have been carefully examined in an air-conditioned test chamber. The results confirm that when carefully used, this humidiometer is suitable for measurements of turbulent humidity fluctuations. Measurements with a Lyman-alpha humidiometer were carried out in the surface boundary layer over the ocean. The relation between turbulent intensity ( a = a ov2) and the friction humidity (a *) can be expressed as a = l.6a *. The spectrum of turbulent humidity for wind speeds larger than 3 m s –1 conforms to the similarity law in the surface boundary layer. The spectrum has two characteristic normalized frequencies, namely, a higher peak and a secondary peak (or a shoulder).  相似文献

利用非静力MM5模式,分析了不同积云对流参数化方案对华南暖区暴雨数值预报的不确定性影响,进行了中尺度暴雨模式扰动集合预报试验。不同对流参数化方案的对流凝结加热引起不同的局地温度扰动,通过大气内部的热力动力过程,导致垂直速度的差异,进而影响网格尺度和次网格尺度降水时间、地点和强度。后续降水再通过凝结潜热释放形成新的扰动源。不同积云对流参数化方案还可引起扰动源能量传播方式不同,最终使模拟大气的动力和热力结构有差异。针对物理过程的不确定性,使用两种模式扰动方法构造集合预报扰动模式,第一种方法是随机组合不同积云对流参数化方案和边界层方案,第二种方法是扰动Grell积云对流参数化方案中主要参数振幅。集合预报结果表明,第一种方法的集合预报效果优于第二种方法,仅扰动参数振幅值似乎还不足以反映华南暴雨预报的不确定性。单一的确定性预报在暴雨落区和强度方面的可信度不稳定,集合产品能给华南暴雨过程提供更有用价值的指导预报,具有较高的应用价值。  相似文献

我国新一代极轨业务气象卫星风云三号 (02) 批计划2012年发射。该文利用UWNMS模拟2005年Katrina飓风的结果作为基础数据集,借助VDISORT微波辐射传输模式对风云三号 (02) 批计划装载的微波探测仪器中50~60 GHz和新增的118.75 GHz频点的降水特性进行初步研究。首先通过晴空权重函数匹配,选择出50~60 GHz与118.75 GHz频点匹配关系较好的4对通道。敏感性分析表明:各通道对各种水凝物粒子均很敏感,可用于改进现有业务降水反演算法。分别选取50~60 GHz 4个通道、118.75 GHz 4个通道、50~60 GHz及118.75 GHz全部通道3种不同的通道组合进行反演试验。结果表明:将50~60 GHz及118.75 GHz通道联合起来进行降水反演可提高降水反演的精度,并可以更好地区分降水区与非降水区。  相似文献

The Niger River basin is drought-prone, and farmers are often exposed to the vagaries of severe weather and extreme climate events of the region. Spatiotemporal characteristics of drought are important for its mitigation. With 52 years of gauged-based monthly rainfall, the study investigates the potentials of Standardized Precipitation Index (SPI) as standard measure for meteorological drought, its characterization, early warning systems and use in weather index-based insurance. Gamma probability distribution type 2, which best fits the rainfall frequency distribution of the region, was used for the transformation of the skewed rainfall data to derive the SPI. Results showed 9, 5, 5 and 6 drought events of severe to extreme intensities occurred in the headwaters of the basin, inner delta, middle Niger, and lower Niger sub-watersheds, respectively. Their magnitudes were in the range 1–5, 2–6, 2–8 and 2–7, respectively. Spatially, results further showed that the 1970s and 1980s drought events were dominantly of moderate (SPI values ?1 to ?1.49) and severe (SPI values ?1.5 to ?1.99) intensities, respectively, with sporadic cases of severe to extreme drought intensities occurring in 1970s and extreme to exceptional intensities in the 1980s. Further investigations show that 3-month SPI indicated 85% of variance in the standardized cereal crop yield, which suites well as weather index insurance variable. The study therefore proposes SPI weather index-based insurance as a pathway forward to ameliorate the negative impacts on insured farmers in this region in terms of indemnity payouts whenever drought disaster occurs.  相似文献

Abstract

The optical parameters of Arctic haze, such as the scattering and the absorption coefficients and the asymmetry factor, have been estimated using a theoretical haze model. The Aden and Kerker solution for spherical nuclei coated with a spherical shell was employed to account for the observed sulphuric acid coating on Arctic aerosols. Six original aerosol materials are considered; four are natural and two are anthropogenic in origin (sulphuric acid and soot). The relative humidity is varied between 0 and 99% and the effects of anthropogenic substances are examined. Carbonaceous material can increase the absorption coefficient by up to a factor 5 in the visible range, while sulphuric acid significantly increases the growth of particles and affects all of the optical parameters. The haze model is found to be consistent with available measurements of aerosol characteristics and optical parameters. The haze model is then used to convert a vertical profile of the extinction coefficient to a profile of particle concentration.  相似文献
