ENSO is an interannual mode which may be affected by external forcing, such as volcanic eruptions. Based on the reconstructed volcanic eruptions chronology and ENSO sequences, both 195 large volcanic eruptions(VEI≥4) and 398 ENSO(El Ni?o and La Ni?a) events were extracted from 1525 to 2000. An analysis of the correspondence between the large volcanic eruptions and ENSO events was performed by matching the large volcanic eruptions with the types and magnitudes of ENSO events present in the 0–2 years after the eruptions. The results show the following:(1) The percentages of ENSO events within the 3 years after the large eruptions had increased to 68.3% from 31.7% compared with those with no-eruptions in the previous 0–2 years. In addition, the ratio of El Ni?o to La Ni?a events turned from 2:3 to 1:1, and more El Ni?o events occurred in the 0 year after eruptions in the low-latitudes of the Northern Hemisphere and in the tropics but more La Ni?a events occurred in the 0 year after in the high-latitudes of the Northern Hemisphere and the Southern Hemisphere.(2) After the eruptions, the weak(W) El Ni?o events had increased by 8 percentage points and the very strong(VS) El Ni?o events had decreased by 10 percentage points; conversely, there was a decrease by 15 percentage points of the weak La Ni?a events and an increase by 11.4 percentage points of the very strong La Ni?a events. Specifically, the percentages of strong La Ni?a events increased to a peak at 1(+1) year after the eruptions.(3) The percentage of eruptions followed by single-year ENSO was the greatest. The percentage of ENSO events that occurred in the consecutive 2 years following an eruption was approximately equal to the percentage of events that occurred consecutively 3 years following an eruption, and both sets of ENSO magnitudes showed a decreasing trend. 相似文献
本研究利用1979—2012年欧洲中期天气预报中心(ECMWF)的ORAP5(Ocean Reanalysis Pilot 5)海洋/海冰再分析资料和ERA-Interim气象再分析资料,采用回归分析方法,分1979—1998年和1999—2012年两个时间段探讨了南半球热带外地区气候变化对两种不同形态ENSO的响应特征。结果表明,南半球热带外区域气候在1999年前后两个时段对ENSO的响应表现出了较大的年代际变化特征。1979—1998年南半球热带外气候变量对Nio3指数在时间上的相关性和空间上的响应强度都普遍大于Nio4指数,说明这一时段东部型ENSO对南半球热带外区域气候变化的影响要更强一些。在1999—2012年,不同形态ENSO与气候变量的相关性大小并无明显的规律,而且空间响应场的差异性并不大。海平面气压、风场和气温对ENSO变化的响应在南半球冬季表现最为强烈,在夏季最弱。三者在1999—2012年秋季对Nio3指数和Nio4指数的响应场中出现了纬向三波数结构。1999—2012年冬季,有异于海平面气压和风场,在罗斯海和阿蒙森海海域海表气温对Nio4变化的正响应明显强于对Nio3的响应,该特征在混合层温度中也有体现,表明海表气温随ENSO的变化受海洋特征变化影响较大。混合层深度和混合层温度的响应场之间存在很大的相关性,混合层温度响应在秋季表现最强,春季最弱,混合层深度响应与之相反。在1979—1998年,海冰密集度对不同Nio指数变化的响应差异主要出现在海冰结冰季节,而海冰厚度对不同Nio指数变化的响应差异在夏季表现较强。海冰密集度和厚度对Nio3变化响应的年代际差异在秋冬季节更加明显,对Nio4变化响应的年代际差异在秋、冬、春季都较明显。 相似文献
This study explores the implications of shifting the narrative of climate policy evaluation from one of costs/benefits or economic growth to a message of improving social welfare. Focusing on the costs of mitigation and the associated impacts on gross domestic product (GDP) may translate into a widespread concern that a climate agreement will be very costly. This article considers the well-known Human Development Index (HDI) as an alternative criterion for judging the welfare effects of climate policy. We estimate what the maximum possible annual average increase in HDI welfare per tons of CO2 would be within the carbon budget associated with limiting warming to 2°C over the period 2015–2050. Emission pathways are determined by a policy that allows the HDI of poor countries and their emissions to increase under a business-as-usual development path, while countries with a high HDI value (>0.8) have to restrain their emissions to ensure that the global temperature rise does not exceed 2°C. For comparison, the well-known multi-regional RICE model is used to assess GDP growth under the same climate change policy goals.
Policy relevance
This is the first study that shifts the narrative of climate policy evaluation from one of GDP growth to a message of improving social welfare, as captured by the HDI. This could make it easier for political leaders and climate negotiators to publicly commit themselves to ambitious carbon emission reduction goals, such as limiting global warming to 2°C, as in the (non-binding) agreement made at COP 21 in Paris in 2015. We find that if impacts are framed in terms of growth in HDI per t CO2 emission per capita instead of in GDP, the HDI of poor countries and their emissions are allowed to increase under a business-as-usual development path, whereas countries with a high HDI (>0.8) must control emissions so that global temperature rise remains within 2°C. Importantly, a climate agreement is more attractive for rich countries under the HDI than the GDP frame. In this relatively unprecedented study, the effects of thirty-four leading teleconnection Patterns (indices) of atmospheric circulation- on regional-scale for the Middle East- along with precipitation over Iran have been investigated. Different types of data including teleconnection Indices from NOAA (NCEP/NCAR, BOM) and monthly precipitation data from thirty-six synoptic stations of Iran were applied. The data have been investigated with various types of statistical and synoptical methods. The results indicate that El Niño–Southern Oscillation (ENSO) is the most effective factor and it could possibly influence the spatiotemporal variation of precipitation on all types of climate regimes in Iran. ENSO (nino3.4), The Atlantic Multidecadal Oscillation (AMO) and The Arctic oscillation (AO) are known as the first three important indices, determined by Principal component analysis (PCA) method. The research has clarified that a combination of warm phase of ENSO and a predominant Southeastern (SE) wind over the Indian Ocean can result in a significant moisture transport from the Indian Ocean to the Middle East and to Iran; a combination of cold phase of ENSO and a predominant Northwestern (NW) wind over the Indian Ocean can be followed by a widespread drought over the Middle East and Iran. The results also indicate that a combination of the first three important above-mentioned indices and the Indian Ocean Dipole (IOD) can provide a much better explanation for spatial and temporal variation of precipitation of Iran. Finally, the results of this study will enable us to present a new approach and new graphical-conceptual modeling, called "Teleconnection-Synoptic Method (TSM)"to clarify the underlying mechanism that can explain the spatial and temporal variations of global atmospheric circulation and precipitation of Iran. According to the correlation of different patterns with precipitation, the strongest relationships are related to the Scandinavia Index (SCN), Pressure Change in East Pacific (dPEPac) and Trade Wind Index at the 850 hPa (TrdWnd850), respectively. 相似文献
Reducing Emissions from Deforestation and forest Degradation (REDD+) has emerged as a promising climate change mitigation mechanism in developing countries. In order to identify the enabling conditions for achieving progress in the implementation of an effective, efficient and equitable REDD+, this paper examines national policy settings in a comparative analysis across 13 countries with a focus on both institutional context and the actual setting of the policy arena. The evaluation of REDD+ revealed that countries across Africa, Asia and Latin America are showing some progress, but some face backlashes in realizing the necessary transformational change to tackle deforestation and forest degradation. A Qualitative Comparative Analysis (QCA) undertaken as part of the research project showed two enabling institutional configurations facilitating progress: (1) the presence of already initiated policy change; and (2) scarcity of forest resources combined with an absence of any effective forestry framework and policies. When these were analysed alongside policy arena conditions, the paper finds that the presence of powerful transformational coalitions combined with strong ownership and leadership, and performance-based funding, can both work as a strong incentive for achieving REDD+ goals.
Key policy insights
The positive push of already existing policy change, or the negative stress of resource scarcity together with lack of effective policies, represents institutional conditions that can support REDD+ progress.
Progress also requires the presence of powerful transformational coalitions and strong ownership and leadership. In the absence of these internal drivers, performance-based funding can work as a strong incentive.
When comparing three assessments (2012, 2014, 2016) of REDD+ enabling conditions, some progress in establishing processes of change can be observed over time; however, the overall fluctuation in progress of most countries reveals the difficulty in changing the deforestation trajectory away from business as usual.
