Overabundance of white-tailed deer is a pervasive problem across the United States. Deer are blamed for increased risk of auto accidents, tick-borne diseases, and overbrowsing of native species. Lethal management techniques, cited as cost-effective and humane, are commonly employed for herd management. However, the approach frequently sparks outrage among various stakeholders who feel killing of animals is unjustified and prefer nonlethal measures. Wildlife managers then face the challenge of communicating with the public to build policy support for lethal management. The Narrative Policy Framework was used to test the effects of differing narratives on public opinion for lethal deer management. Results indicated narratives were influential in shifting attitudes toward and support for a proposed sharpshooting policy even in some cases where respondents were already familiar with the issue and held a previous opinion. This study also supported the utility of the Narrative Policy Framework for examining human dimensions of wildlife issues.  相似文献

This paper reports baseline levels of litter (macro, meso and microplastics) in sediments collected from different areas of the Croatian MPA of the Natural Park of Tela??ica bay (Adriatic Sea, GSA n. 17). The distribution of total abundance according to size, for all analysed locations evidences that microplastics are the dominant fraction concerning item's numbers. In all analysed samples no macroplastics were found, while microplastics are 88.71% and mesoplastics are 11.29% of the total.  相似文献

A first preliminary interlaboratory trial was planned to prepare ISO/DIS 12010: Water quality – determination of short chain polychlorinated alkanes (SCCP) in water – method using GC/MS and electron capture negative ionisation (ECNI). The task was to determine the sum of short chain polychlorinated n‐alkanes with carbon chain lengths of C10–C13 and a chlorine content between 49 and 67% in water by GC‐ECNI‐MS and quantification by multiple linear regression described in ISO/DIS 12010 as the compulsory method. Distributed samples were obtained from a real water extract spiked with a target concentration of 0.4 µg/mL sum of SCCP, i.e. the environmental quality target level according to the Water Framework Directive. The interlaboratory trial included the calibration, a column chromatographic clean up, a concentration step and an integration of chromatographic unresolved humps as well as the quantification with multiple linear regression. Reproducibility standard deviations between 21.5 and 22.9% were achieved by 17 participating laboratories from four countries. The method outlined no significant difference of the results between the standard solution and a real water matrix extract. On the basis of this succeeded preliminary interlaboratory trial the final interlaboratory trial for validation of ISO 12010 was prepared in autumn 2010.  相似文献

A full re-calculation of Water Framework Directive reference and target concentrations for German coastal waters and the western Baltic Sea is presented, which includes a harmonization with HELCOM Baltic Sea Action Plan (BSAP) targets. Further, maximum allowable nutrient inputs (MAI) and target concentrations in rivers for the German Baltic catchments are suggested. For this purpose a spatially coupled, large scale and integrative modeling approach is used, which links the river basin flux model MONERIS to ERGOM-MOM, a three-dimensional ecosystem model of the Baltic Sea. The years around 1880 are considered as reference conditions reflecting a high ecological status and are reconstructed and simulated with the model system. Alternative approaches are briefly described, as well. For every WFD water body and the open sea, target concentrations for nitrogen and phosphorus compounds as well as chlorophyll a are provided by adding 50% to the reference concentrations. In general, the targets are less strict for coastal waters and slightly stricter for the sea (e.g. 1.2 mg/m³ chl.a summer average for the Bay of Mecklenburg), compared to current values. By taking into account the specifics of every water body, this approach overcomes the inconsistencies of earlier approaches. Our targets are well in agreement with the BSAP targets, but provide spatially refined and extended results. The full data are presented in Appendix A1 and A2.To reach the targets, German nitrogen inputs have to be reduced by 34%. Likely average maximum allowable concentrations in German Baltic rivers are between 2.6 and 3.1 mg N/l. However, the concrete value depends on the scenario and uncertainties with respect to atmospheric deposition. To our results, MAI according to the BSAP may be sufficient for the open sea, but are not sufficient to reach a good WFD status in German coastal waters.  相似文献

Disaster research and scholarship is now advocating a shift from focusing on the hazard event to processes that generate vulnerability and loss of resilience to disasters. Disaster legislations are among prominent instruments that can highlight the tensions as well as challenges that are being encountered towards this change in focus. Using textual analysis, this paper presents a study that investigated whether five post-2002 disaster legislations have shifted emphasis from the hazard to the vulnerability and resilience paradigms. The five examples illustrate that while there is a slight change, at least in rhetoric, from response to a prevention focus, disaster legislations largely promote a centralised institutional framework, with inadequate resource commitments and limited participation from vulnerable communities. Consequently, while generalisations simply cannot be made without a wider analysis of many more examples from different countries, the five disaster legislations appear to re-emphasise the response focus with less attention on the processes that reduce vulnerability and enhance resilience. The conclusion is that while the rhetoric has changed, the disaster legislations have not significantly moved from the hazard to vulnerability and resilience focus suggesting that reduction of losses and damages to disasters remains a big challenge  相似文献

The EU Marine Strategy Framework Directive (MSFD) is considered to be the environmental pillar of the EU Integrated Maritime Policy, establishing a framework within which member states must take the necessary measures to achieve, or maintain, good environmental status in their marine waters. This study presents Portugal's contributions to the Directive development, describes the Portuguese institutional framework within the MSFD and, finally, highlights the opportunities and threats to the success of the MSFD implementation in Portugal. The latter entails an analysis of the Directive's long term adequacy in its link to (1) marine spatial planning, (2) climate change and (3) the economic/financial crisis. With one of Europe's largest exclusive economic zones. Portugal's interest in the MSFD is paramount. Efforts towards the approval of the final document were assured during the Portuguese presidency of the European Council of Ministers, in 2007, while chairing a thorough discussion between the Council and the European Parliament. In the Portuguese context, the Directive implementation will rely on the Water Institute as the authoritative entity, which will be responsible for coordinating all necessary efforts at the national level. The success of such process depends on a close cooperation among the institutions involved as well as on how approved measures account for long term issues. In addition, the MSFD implementation must be built on lessons learned within the Water Framework Directive, in order to be successful. Although it poses a methodological challenge to Portugal, the MSFD implementation is expected to contribute significantly to the improvement of coastal/marine conservation and management at the national level.  相似文献

This paper describes the hydrochemistry of a lowland, urbanised river‐system, The Cut in England, using in situ sub‐daily sampling. The Cut receives effluent discharges from four major sewage treatment works serving around 190 000 people. These discharges consist largely of treated water, originally abstracted from the River Thames and returned via the water supply network, substantially increasing the natural flow. The hourly water quality data were supplemented by weekly manual sampling with laboratory analysis to check the hourly data and measure further determinands. Mean phosphorus and nitrate concentrations were very high, breaching standards set by EU legislation. Although 56% of the catchment area is agricultural, the hydrochemical dynamics were significantly impacted by effluent discharges which accounted for approximately 50% of the annual P catchment input loads and, on average, 59% of river flow at the monitoring point. Diurnal dissolved oxygen data demonstrated high in‐stream productivity. From a comparison of high frequency and conventional monitoring data, it is inferred that much of the primary production was dominated by benthic algae, largely diatoms. Despite the high productivity and nutrient concentrations, the river water did not become anoxic, and major phytoplankton blooms were not observed. The strong diurnal and annual variation observed showed that assessments of water quality made under the Water Framework Directive (WFD) are sensitive to the time and season of sampling. It is recommended that specific sampling time windows be specified for each determinand, and that WFD targets should be applied in combination to help identify periods of greatest ecological risk. © 2015 The Authors. Transition to low carbon sea transport is a logical response to the extreme dependency of the Pacific Islands region on imported fossil fuel, its significant vulnerability to the effects of climate change and the critical shipping needs of Pacific Island countries (PICs). Building on previous work in low carbon sea transport in the Pacific, this paper further considers the barriers to achieving such transition by assessing, through a ‘post-Paris Agreement’ lens, the Intended Nationally Determined Contributions (INDCs) submitted by PICs and contrasting these to the near total lack of investment and planning for low carbon transition in the transport sector with the parallel occurrence in the electricity sector where ~USD 2 billion of donor investment is deployed or queued despite electricity using only ~20% of fossil fuel across the region. Consistent with recent international studies, inadequate and inappropriate financing and policy have been identified as dominant transition barriers for low carbon sea transport development in PICs. This paper further examines the regional level barriers to policy development, and finds them inhibited by the silo nature of the major regional actors. The implications that the Paris Agreement has for climate financing to support the essential research and capacity development needed to underpin a successful low carbon sea transport transition strategy at any useful scale and speed are also considered in this paper.  相似文献
