我国滨海湿地生态修复领域规范的现状与分析

滨海湿地是地球上十分重要的一类生态系统, 可为人类社会提供诸如调节气候、降解污染、碳汇氮汇等众多生态服务功能。近年来, 由于气候变化和围填海等开发活动的影响, 我国滨海湿地面积锐减, 功能退化, 面临多种生态问题。为应对滨海湿地退化及日益凸显的生态环境问题, 滨海湿地保护和修复工作逐渐受到重视, 滨海湿地生态修复工程项目的数量和规模也随之急剧增加。滨海湿地生态修复技术规范对滨海湿地生态修复工作具有重要意义, 然而我国滨海湿地生态修复领域规范体系尚不完善, 导致滨海湿地生态修复项目实施无序以及生态修复成效低等问题。本文全面搜集了我国滨海湿地生态修复领域规范, 对检索到的规范进行分类统计与分析, 从而揭示其存在的问题, 主要包括规范体系系统性不足、生态修复理念滞后、规范之间缺乏协调性、规范可操作性差、规范更新迟滞等。针对存在的问题提出了相应的对策建议, 为完善我国滨海湿地生态修复领域规范体系、不断推进我国生态文明建设进程提供参考。  相似文献   

Mediterranean cities under fire. A critical approach to the wildland–urban interface

Wildfires are widely reviewed as key inputs to Mediterranean ecosystems. However, research is often flawed by major biases. (1) The approach adopted by most planners focusing on forest fires dismisses the human dimension of fire as a component of agricultural production systems. (2) The Wildland–Urban Interface (WUI) concept postulates that cities and wildlands/wildfires are, and should remain, worlds apart, a statement whose truth is increasingly questioned by recent disastrous “urban wildfires”. (3) The Mediterranean Basin as a fire-prone area is all the more fantasized, as it is almost never studied as a whole.The present paper takes a critical view of city–wildland/wildfire interrelationships through a large-scale study of the Mediterranean Basin based on MODIS MCD12Q1 (Land Cover Type) and MCD45A1 (Burned Area Product) data collected between 2001 and 2013. The Mediterranean is an ideal place to investigate, as its human-dominated and urbanized landscapes are known to be extremely vulnerable to fire hazards. Data processing reveals that (wild)fires and cities maintain indissoluble ties, as if both elements could not be considered mutually exclusive on a geographical basis. Urban sprawl, reduced rural autonomies, changes in forest covers, old agricultural practices, and military conflicts provide the framework for an extended mitigation process challenging the WUI concept as a space divider.  相似文献   

Data,interface, security: Assembling technologies that govern the future

Over the last decade, fire governance practices in the British Fire and Rescue Service (FRS) have undergone fundamental transformation. Rather than just being responded to as and when they occur, the FRS have adopted a range of anticipatory governing strategies to govern fires in anticipation of their occurence. This turn towards anticipatory governance has been facilitated in no small part by the digital infrastructure now embedded in the FRS. Composed of data, hardware, software, fibre-optic cables along with human analysts and organisational processes, this infrastructure operates to make risk projections on fire which shape and condition strategic decision making. This paper explores the operation of this digital infrastructure through the notion of interface. Drawing on empirical material relating to processes of data sourcing and risk calculation, interfaces account for the sites, moments and experiences in which human and non-human agents relate to one another in making fire risk projections. Showing relations to exist spatially, temporally and sensually, I argue that interfaces are crucial to the operation of an anticipatory security apparatus which relies on digital devices.  相似文献

社会资本影响知识创造、知识获取与知识整合,进而影响区域创新能力的提升。基于中国大陆31个省份的截面数据,以无偿献血率、信任度和社会组织密度指标测量区域社会资本,以知识创造、知识获取、企业创新、创新环境和创新绩效等5个指标衡量区域创新能力,采用相关分析和多元回归模型分析社会资本与区域创新能力之间的关系。结果显示:(1)我国各省区间的社会资本与区域创新能力均存在较大差异,但两者的空间分布状况具有相似性;(2)信任纬度与区域创新能力呈显著正相关关系,而规范纬度和网络纬度与区域创新能力呈负相关关系;(3)人均GDP、RD人员和研发机构数量与区域创新能力均呈正相关关系。最后,提出了提高社会资本、增强区域创新能力的对策。  相似文献

A simple critical state interface model and its application in prediction of shaft resistance of non-displacement piles in sand

A simple semi-hyperbolic state-dependent constitutive model for sand-structure interfaces is proposed. The model formulation is consistent with critical state soil mechanics since void ratio evolves continuously with shear strain from initial state towards asymptotic critical state at extremely large shear strains. The model takes into account influence of normal stiffness on volume change and stress path. The proposed interface model is implemented in a pile segment analysis scheme for simulation of shaft resistance mobilization in non-displacement piles. Results reveal that the proposed pile segment analysis can well predict shaft resistance of model piles embedded in different sands.  相似文献
