On May 13, 1996, a disastrous tornado hit the Tangail district of Bangladesh, killing more than 700 people and causing extensive damage to homes, crops, and livestock. This paper explores and analyzes how tornado victims adjusted to this destruction. Data collected from two study sites show that victims received emergency assistance from people both in neighboring areas and from more distant areas, as well as from government agencies and non-governmental organizations (NGOs). At both sites, NGOs played the leading role in minimizing the hardships of victims through extraordinary disaster relief and rehabilitation efforts. Because of the extensive support received, the tornado victims were able to return to their “normal” lives very quickly. This study concludes with several recommendations to help cope with future tornado disasters.  相似文献

Protected areas are considered some of the most versatile as well as important instruments of nature conservation and environmental policies. The `classic' model of nature conservation aims at the isolation of large areas in order to preserve their `pristine' nature from human interference. However, the transfer of this model to developing countries led to serious conflicts with local people. From a socio-geographical viewpoint, protected areas can be understood as regulative tools for the shaping and controlling of space. This approach helps to recognise the influence of distinct modes of appropriation of space and nature on the emergence and course of conflicts. In the present article it is used to analyse the leading role played by Brazilian NGOs in the transformation of the classic model of protected area management at the beginning of the nineties. Two case studies – dealing with the implementation of the Amazonian Mamirauá Reserve and with the reform of the Brazilian protected area legislation – are used to illustrate not only the success of the new approaches, but also the expectations and contradictions which surround the future development of protected areas in Brazil.  相似文献

Women are being hired in increasing numbers by development projects to facilitate women's participation components. Once employed, however, women often find themselves marginalized within their organizations. In this paper, I find that the women's participation component of an Indian drinking water project has enabled the exclusion of women fieldworkers employed by the project. Drawing on the work of Bakhtin, I show participatory approaches as multiple, partial, and contentious. Moves to thwart women fieldworkers and women's participation give rise to struggles over development geography. Analysis of project records, interviews with staff, and observation of staff activities provide evidence for results.  相似文献

Through a series of case studies, this paper discusses the three stakeholders in land development for housing in Dhaka city: the public and private sectors, and NGOs. In a scenario in which urban planning merely serves to the fulfil formal requirements and benefit certain groups, in which the public sector is an accomplice to the private sector, and where NGOs have their own private interests; urban planning in the public interest is interlocked with private interests. NGOs are important tertiary stakeholders in planning and service provision. While they vary in their types and objectives, environment NGOs in particular often find themselves in an antagonistic position concerning public and private land development. However, the interventions to the public and private sectors placed by the NGOs can provide a platform for future negotiation and participation in policy formulation.  相似文献

This paper examines the implications of environmental justice in the regime for Maritime Spatial Planning (MSP) currently developing in the European Union (EU). An ‘ecosystem-based approach’ to marine management is enshrined in the new Integrated Maritime Policy and Marine Strategy Framework Directive and forms the basis of MSP. This concept is intended to encompass all aspects of an ecosystem, including the human element. Yet the modes of including meaningful public participation in the decision-making process for MSP remain undetermined. At the same time, the Aarhus Convention (on access to information, public participation in decision making and access to justice in environmental matters) empowers non-governmental organisations to hold EU Member States to account. Consequently the issue of transparency will gain increased importance, as will linkages between human and environmental rights. Such public interest-based activism on the part of NGOs has the potential to enforce the developing framework for stakeholder engagement within MSP, but it also has implications worth considering regarding the appropriate role of interest-based organisations in the international political arena.  相似文献

International examples of interactions between Indigenous peoples and the new conservation paradigm come mainly from developing countries and suggest divisions over priorities. As a Western settler society, Australia is at a critical time in conservation and Indigenous peoples' rights. Innovative approaches to conservation are promoted. The role and influence of non-governmental organisations is increasing. Indigenous peoples' rights to land are recognised and Indigenous involvement in conservation is growing. Yet, despite Australia being considered a leader in these arenas, particularly the latter, there has been little analysis of the relationship between innovative approaches to conservation and Indigenous Australians under the new paradigm. This paper describes how the spatial manifestations of approaches under the new conservation paradigm and Indigenous land in Australia are creating new geographies. We identify geographies of overlap, dichotomy and absence. The paper identifies research needs into these geographies, including: examining the influence of ‘recognition’ in engagements between conservation and Indigenous Australians; investigating the impacts of approaches under the new paradigm such as scaling-up, territorialism and differing governance structures on Indigenous Australians; and questioning the social responsibilities of the non-governmental organisations towards Indigenous Australians.  相似文献

This article analyzes the collective action frames used by members of Chilean nongovernmental organizations (NGOs) while engaging in policy advocacy. The focus is a large-scale dam project along the Bío Bío River that generated controversy for more than a decade due to its impact on the environment and indigenous communities. It is argued that the environmental advocates’ reliance on certain frames hindered their ability to influence policymaking. They framed the neoliberal model as “pathologically” growth centered, unjust, and destructive. Additionally, advocates were besieged by counter frames portraying them as foes of modernization. Though compelling, the groups’ frames set them on a collision course with the policymaking establishment. In contrast, members of groups advocating for children used more effective discursive strategies and achieved a greater presence in policy debates. These arguments are supported with qualitative data collected primarily through interviews with NGO members, textual analysis of their documents, and news content analysis.  相似文献

The Vaal River Barrage, situated on the south-eastern border of the Gauteng Province, has been part of the hydrological landscape of South Africa’s most populous and economically active region for more than eight decades. After its completion in 1923 the Barrage was compromised by the construction, upstream, of the Vaal Dam (1930-1933). Today the Vaal River Barrage is primarily a storage facility of sewage and industrial waste water. South Africa’s transition to a multi-racial democracy in 1994 saw a number of socio-economic and political transformations that affected the water infrastructure. In the field of sanitation infrastructure in particular, conditions have deteriorated to the extent that the health of people in many parts of the country is being compromised.Using the Vaal River Barrage as a case study, this article outlines the efforts by civil society to make the relevant government sectors aware of this hazardous state of affairs. particular attention is given to save our Vaal environment (SAVE), a non-governmental organisation, at the helm of an active campaign to reduce pollution in the Vaal River Barrage.  相似文献

Ethnic minorities are facing increasing problems of social exclusion in Central and Eastern Europe. The complex nature of the transition from socialism means that the institutional framework to support them is still being established. Whilst non-governmental organisations (NGOs) have a crucial role to play in promoting a more inclusive society, through improving access to local democratic structures for otherwise excluded groups and acting as fora for improved community participation throughout the region, their development remains fraught with problems. Examination of the experiences of one such organisation, ETNO Agentura based in northern Slovakia, provides an insight into the problems and opportunities arising as community representatives work together to provide social support for ethnic minorities. The paper outlines key issues arising from the case of ETNO Agentura, including difficulty in gaining access to supporting finance and securing long term financial viability, the lack of institutional capacity of local authorities to become receptive to their views, and implicit socio-cultural barriers to ethnic minority representation in community participation processes. Developing a fuller understanding of these problems and the measures required to overcome them is a central part of establishing a more effective role for NGOs within post socialist societies. Women constitute 52 per cent of the population of Cameroon and play a very crucial role in the development of society at all levels. Unfortunately, they function from a subordinate position inherent in both traditional and state institutions. Women's empowerment is currently an issue of national concern and both state and international efforts at mainstreaming women in development have so far produced mixed results. The 'grassroots' approach of NGOs has been effective in reaching women at all levels. Activities of NGOs have had far reaching but mixed effects in meeting both practical and strategic gender needs. This paper examines case studies of NGOs and women's empowerment in Cameroon, and highlights their successes, with regard to improved access and welfare and their limitations, with regard to conscientisation, participation and control.  相似文献
