The EU Green Paper on Maritime Policy is the European response to the new generation of ocean strategies based on science, technology and innovation aimed at new objectives, such as the strengthening of security and access to new resources. The European character of the proposal is found in the presence of social, cultural and historical elements, what is called the “European vision”. The viability of a European vision of the oceans and the idea of maritime empire as an extension of the current concept of empire within the general context of emerging ocean strategies are the elements offered up for debate on this European Union initiative.  相似文献

作为世界旅游组织确定的未来旅游业发展三大趋势之一的主题公园,近年来以极为迅猛的速度发展,而作为主题公园相对较为集中的泛长三角地区,其发展速度和规模尤为突出。选取上海市、江苏省、浙江省和安徽省,即以泛长江三角洲地区为研究对象,从时间和空间两个维度上对其范围内大型主题公园的分布特征进行分析,总结出泛长三角大型主题公园的发展阶段、空间分布聚集特征明显以及影响分布的5个因素(经济发展因素、区位因素、产业融合因素、创新因素和城市发展因素)等。最后对时空分布进行总结并提出未来需要加强研究的若干方面。  相似文献

Biological diversity, or biodiversity, is high on the international agenda for nature conservation. Marine and coastal ecosystems account for an important share of the biological diversity on Earth. As a consequence many international conventions, European legislation and national laws refer to marine biodiversity. The protection of marine biodiversity is a complex legal issue as it requires consideration of geographic (between land and sea), political (between conservation and exploitation), and economic (between fisheries, tourism, intellectual property and many other sectors) factors. Like Matryoshka dolls, marine biodiversity is a heterogeneous notion difficult to address as one discrete area in the development of policy agendas or juridical frameworks. In the past decade, the EU has been very active in Promoting Integrated Coastal Zone Management and in developing a framework for an Integrated Maritime Policy. This article reviews the status of marine biodiversity in the policy and legal initiatives of the European Union, a challenging issue to both the objectives of conservation and to the concept of integration.  相似文献

We used geologic and geochemical techniques to document the change with time of the distribution and concentration of contaminated bottom sediments in southern Lake Champlain near an International Paper Company plant. Our work, initiated in 1972, was expanded on behalf of Vermont citizens in a class-action suit against the International Paper Company. To update our 1972–1973 results, we collected nine cores in 1988 upstream and downstream from the paper plant effluent diffuser. Water content, volatile solids, organic carbon, and three ratios, Al/Si, Cl/Si, and S/Si, in addition to megascopic and microscopic observations, were evaluated to identify and trace the distribution of effluent and to measure the thickness of sediment affected by or containing components of effluent. Analyses were carried out on samples from the cores as well as from effluent collected directly from the plant's waste treatment facility. In 1973, two years after the plant opened, we cored near the diffuser; sediment contaminated with effluent was 4.5 cm thick. In 1988, in the same area, sediment contaminated with effluent was 17 cm thick. In 15 years, water content increased from 72 to 85 percent, volatile solids from 7 to 20 percent, and organic carbon from 2 to 12 percent. Cl/Si and S/Si were high only near the diffuser and were zero elsewhere. In the area of the diffuser, contaminated sediment appears to be accumulating at a rate of about 1 cm/yr. At a control location 22 km upstream (south) from the plant, the top, poorly consoli-dated layer was only 1 cm or less thick both in 1973 and in 1988. The class-action suit was settled in favor of the plaintiffs for $5 million.  相似文献

广州番禺“飞龙世界游乐城”是广州市首座主题公园,在1995年元月开业前后,各种新闻媒体普作过大量宣传,实际景点建设、经营运作声势浩大,一度名扬粤港澳,但在营业4年后,却被广州番禺法院封闭停业了。文中从旅游科学和旅游业实践的角度,通过实地调查研究,认为其失败的主要原因是:(1)景点建设背离主题,贪大求全;(2)市场定位盲目乐观,大量设施空置;(3)经营管理上未能扬长避短,蛇系列产品未能适销对路进入园国际市场;(4)投资机制上靠贷款建设,经营严重亏损,并从中得到几点启迪,供今后创办主题公园借鉴。  相似文献

运用CNKI学术不端检测系统对《华南地震》2012年5月至2014年5月的318篇来稿进行检测,对文字复制比、作者单位、基金论文比进行分析。结果表明,地学论文中,文字复制比的数值高低与作者单位及是否基金项目支持无必然的联系,地学研究多有继承性和关联性,易出现文字重合,期刊编辑应从论文的创新性和实用性等多方面来进行判断。  相似文献

Coal fly ash (CFA) and paper waste (PW) related environmental problems and its recycling techniques have been a major challenge to society. Therefore, it is of crucial importance to develop new recycling methods for CFA and PW. This work proposes a potential new way of developing synthetic aggregates (SA) using CFA, PW, starch waste and ammonium sulfate (AS) as a granular nitrogen fertilizer medium, and their utilization as a soil amendment to improve crop production in the low productive acidic red soil of Okinawa, Japan. Three types of SA with three different nitrogen (N) percentages were produced and used to amend acidic red soil in a pot experiment for the cultivation of Komatsuna, which is also called as Japanese mustard spinach (Brassica rapa var. pervidis). SA had a low bulk density (0.58–0.62 g/cm3), high water holding capacity (0.60–0.64 kg/kg), high saturated hydraulic conductivity (2.34·10–2 cm/s), high mean weight diameter (MWD) (4.32–4.48 mm), alkaline pH (8.58–8.61), high electrical conductivity (EC) (82.18–84.35 mS/m) and high carbon (C) content (68.71–70.07 g/kg) in comparison with the acidic red soil. The trace element concentrations of the developed SA were below the maximum pollutant concentration of individual metals for land application of sewage sludge given by the US Environmental Protection Agency. Scanning electron microscopic (SEM) studies showed the higher structural surface area of SA, where round shaped CFA particles were embedded into the fibrous PW matrix. Incorporation of SA into the acidic red soil not only enhanced soil fertility but also improved the physical and chemical properties of the soil compared to soil without SA addition. SA addition to the acidic red soil significantly increased the growth and yield parameters of Komatsuna compared to soil without SA addition.  相似文献
