State governments in the United States are well placed to identify opportunities for mitigation and the needs for adaptation to climate change. However, the cost of these efforts can have important implications for budgets that already face pressures from diverse areas such as unfunded pensions and growing health care costs. In this work, the current level of spending on climate-related activities at the state level are evaluated and policy recommendations are developed to improve financial management practices as they relate to climate risk. An examination of state budgets reveals that climate mitigation and adaptation activities represent less than 1% of spending in most states. The data collection highlights the obstacles to collecting accurate spending data and the lack of budgetary and accounting procedures in place. More importantly, the difficulty in benchmarking these activities poses challenges for the analysis of state-level policies as well as planning and modelling future climate-related spending. Other policy contexts, including public pensions and infrastructure, can provide guidance on budgetary and accounting tools that may help states prepare for and more efficiently manage climate-related expenditures.

The vast majority of microorganisms in aquifers live as biofilms on sediment surfaces, which presents significant challenges for sampling as only the suspended microbes will be sampled through normal pumping. The use of a down-well low frequency sonicator has been suggested as a method of detaching microbes from the biofilm and allowing rapid sampling of this community. We developed a portable, easy to use, low-frequency electric sonicator and evaluated its performance for a range of well depths (tested up to 42 m below ground level) and casing types. Three sonicators were characterized in laboratory experiments using a 1 m long tank filled with pea gravel. These included a commercially available pneumatic sonicator, a rotating flexible shaft sonicator, and the prototype electric sonicator. The electric sonicator detached between 56 and 74% of microbes grown on gravel-containing biobags at distances ranging between 2 and 50 cm from the sonicator. The field testing comprises of a total of 55 sampling events from 48 wells located in 4 regions throughout New Zealand. Pre- and post-sonication samples showed an average 33 times increase in bacterial counts. Microbial sequence data showed that the same classes are present in pre- and post-sonicated samples and only slight differences were seen in the proportions present. The sampling process was rapid and the significant increases in bacterial counts mean that microbial samples can be quickly obtained from wells, which permits more detailed analysis than previously possible.  相似文献

This study investigates the performance of two planetary boundary layer (PBL) parameterisations in the regional climate model RegCM4.2 with specific focus on the recently implemented prognostic turbulent kinetic energy parameterisation scheme: the University of Washington (UW) scheme. When compared with the default Holtslag scheme, the UW scheme, in the 10-year experiments over the European domain, shows a substantial cooling. It reduces winter warm bias over the north-eastern Europe by 2 °C and reduces summer warm bias over central Europe by 3 °C. A part of the detected cooling is ascribed to a general reduction in lower tropospheric eddy heat diffusivity with the UW scheme. While differences in temperature tendency due to PBL schemes are mostly localized to the lower troposphere, the schemes show a much higher diversity in how vertical turbulent mixing of the water vapour mixing ratio is governed. Differences in the water vapour mixing ratio tendency due to the PBL scheme are present almost throughout the troposphere. However, they alone cannot explain the overall water vapour mixing ratio profiles, suggesting strong interaction between the PBL and other model parameterisations. An additional 18-member ensemble with the UW scheme is made, where two formulations of the master turbulent length scale in unstable conditions are tested and unconstrained parameters associated with (a) the evaporative enhancement of the cloud-top entrainment and (b) the formulation of the master turbulent length scale in stable conditions are systematically perturbed. These experiments suggest that the master turbulent length scale in the UW scheme could be further refined in the current implementation in the RegCM model. It was also found that the UW scheme is less sensitive to the variations of the other two selected unconstrained parameters, supporting the choice of these parameters in the default formulation of the UW scheme.  相似文献

There are thousands of seeps in the deep ocean worldwide; however, many questions remain about their contributions to global biodiversity and the surrounding deep‐sea environment. In addition to being globally distributed, seeps provide several benefits to humans such as unique habitats, organisms with novel genes, and carbon regulation. The purpose of this study is to determine whether there are unique seep macrobenthic assemblages, by comparing seep and nonseep environments, different seep habitats, and seeps at different depths and locations. Infaunal community composition, diversity, and abundance were examined between seep and nonseep background environments and among three seep habitats (i.e., microbial mats, tubeworms, and soft‐bottom seeps). Abundances were higher at seep sites compared to background areas. Abundance and diversity also differed among microbial mat, tubeworm, and soft‐bottom seep habitats. Although seeps contained different macrobenthic assemblages than nonseep areas, infaunal communities were also generally unique for each seep. Variability was 75% greater within communities near seeps compared to communities in background areas. Thus, high variability in community structure characterized seep communities rather than specific taxa. The lack of similarity among seep sites supports the idea that there are no specific infauna that can be used as indicators of seepage throughout the northern Gulf of Mexico, at least at higher taxonomic levels.  相似文献

Permeable reactive barriers (PRBs), such as mulch biowalls, have been installed at numerous groundwater cleanup sites, and laboratory and field studies have demonstrated biotic and abiotic processes that degrade chlorinated volatile organic compounds (CVOCs) in groundwater passing through these engineered remedies. However, the longevity of mulch biowalls remains a fundamental research question. Soil and groundwater sampling at seven mulch biowalls at Altus Air Force Base (AFB) approximately 10 years after installation demonstrated the ongoing degradation of CVOCs. Trichloroethene was not detected in five of seven groundwater samples collected from the biowall despite upgradient detections above federal drinking water standards. Microbial sampling established the presence of key dechlorinating bacteria and the abundance of genes encoding specific enzymes for degradation, high methane concentrations, low sulfate concentrations, and negative oxidation-reduction potential, all indicative of highly reducing conditions within the biowalls and favorable conditions for CVOC destruction via microbial reductive dechlorination. High cellulose content (>79%) of the mulch, elevated total organic carbon (TOC) content in groundwater, and elevated potentially bioavailable organic carbon (PBOC) measurements in soil samples further supports an ongoing, long-lived source of carbon. These results demonstrate the ongoing and long-term efficacy of the mulch biowalls at Altus AFB. In addition, concentrations of bacteria, TOC, PBOC, and other geochemical parameters suggest a modest impact of the biowalls downgradient. The continued presence of CVOCs downgradient may be attributable to back diffusion from low-permeability shale. However, the biowalls continue to provide benefits by removing CVOCs in groundwater, thus reducing further CVOC loading to the downgradient, low-permeability strata.  相似文献

Abstract

A comparison is made between seven different numerical methods for calculating two-dimensional thermal convection in an infinite Prandtl number fluid. Among the seven methods are finite difference and finite element techniques that have been used to model thermal convection in the Earth's mantle. We evaluate the performance of each method using a suite of four benchmark problems, ranging from steady-state convection to intrinsically time-dependent convection with recurring thermal boundary layer instabilities. These results can be used to determine the accuracy of other computational methods, and to assist in the development of new ones.  相似文献

Age profiling of fossil faunal samples relies on the correlation of animal tooth-wear patterns with life history stages, but the criteria used to infer these stages are not necessarily valid. Here we redefine some commonly used prey age classes, such as “juvenile,” “prime-age adult,” and “old adult,” based on the variable characteristics of tooth wear that we have observed in different ungulate size classes, and argue that prey vulnerability to predation is not so clearly predicted by the simplified age classes in widespread use by zooarchaeologists. We recommend instead classifying the youngest animal remains as either young juvenile or subadult juvenile, and adult remains as early prime, late prime or old, and provide specific criteria of dental eruption and occlusal wear for making these determinations. We argue this refined age profiling system, when used in combination with other types of zooarchaeological and taphonomic data, can provide accurate inferences of faunal accumulation processes.  相似文献

The growing literature on potentially-dangerous climate change is examined and research on human response to natural hazards is analyzed to develop propositions on social response pathways likely to emerge in the face of increasingly severe climate change. A typology of climate change severity is proposed and the potential for mal-adaptive responses examined. Elements of a warning system for severe climate change are briefly considered.  相似文献

Although geographers are highly visible in research into contemporary climate changes accompanying greenhouse gas increases (“global warming”), a relatively little explored component by them is the impact of aviation. This contrasts with the atmospheric science community of cloud physicists, chemists, and numerical modelers, who use geographic tools of trade. Geographers are well positioned to investigate aviation-climate impacts, especially related to contrail clouds, given geographic traditions of environment, spatial variation, regionalization, generalization, and the integrative approach to studying physical and human systems (here, climate, transportation, and energy). We highlight the role played by geographers in contrail-climate studies and advocate for a broader involvement in aviation policy formulation.  相似文献
