Small-scale fisheries are often seen as a solution for ensuring sustainability in marine exploitation. They are viewed as a suitable alternative to industrial fisheries, particularly when considering their social and economic importance in developing countries. Here, we show that the booming small-scale fishery sector in Senegal, in the context of increasing foreign demand, has induced the collapse of one of the most emblematic West African marine fish species, a large grouper Epinephelus aeneus, historically called ‘false cod’ by European fishers. The overexploitation of this species appears to be on account of the increasing effort sustained by a growing international demand and important subsidies, which resulted in a relative stability of the average economic yield per fishing trip and an incentive for continuing targeting this species to almost extinction. It is a critical time for addressing and mitigating the pressure of the small-scale fisheries to prevent declines of fish species that are highly valued by northern markets. A balance between conservation and exploitation is necessary to maintain ecological viability while considering the socio-economic importance of the small-scale fisheries. However, a new strategy is needed for conservation that will consider and articulate simultaneously the concerns regarding unmanaged and growing small-scale fisheries, rampant subsidies and increasing foreign demand.  相似文献

 Groundwater plays an important role for urban and industrial water supply in northern China. More than 1000 groundwater wellfields have been explored and installed. Groundwater provides about half the total quantity of the urban water supply. Complete regulations and methods for the exploration of groundwater have been established in the P.R. China. Substantial over-exploitation of groundwater has created environmental problems in some cities. Some safeguarding measures for groundwater-resource protection have been undertaken.  The Gaza Strip coastal aquifer is under severe hydrological stress due to over-exploitation. Excessive pumping during the past decades in the Gaza region has caused a significant lowering of groundwater levels, altering in some regions the normal transport of salts into the sea and reversing the gradient of groundwater flow. The sharp increase in chloride concentrations in groundwater indicates intrusion of seawater and/or brines from the western part of the aquifer near the sea. Simulations of salt-water intrusion were carried out using a two-dimensional density-dependent flow and transport model SUTRA (Voss 1984). This model was applied to the Khan Yunis section of the Gaza Strip aquifer. Simulations were done under an assumption that pumping rates increase according to the rate of population growth, or about 3.8% a year. Model parameters were estimated using available field observations. Numerical simulations show that the rate of seawater intrusion during 1997–2006 is expected to be 20–45 m/yr. The results lead to a better understanding of aquifer salinization due to seawater intrusion and give some estimate of the rate of deterioration of groundwater.  The Valley of Hermosillo coastal aquifer, state of Sonora, northwestern Mexico, has been over-exploited for the last four decades, in order to maintain agricultural activity in one of the most important irrigation districts of the Mexican Republic. The over-exploitation has resulted in the development of several drawdown cones and in the lowering of the water table to as much as 50 m below mean sea level. Contamination of the aquifer in the form of salt-water intrusion from the Gulf of California and high nitrate concentrations is the consequence of human activities. A hydrogeochemical zonation of the aquifer, based on the presence of different water families, led to the identification of a coastal band approximately 30 km wide that is affected by salt-water intrusion. Conductivity of the sampled water and the interpretation of the ratio Na/Cl×1000 was used to identify the location of three major intrusion plumes in this coastal band. The background nitrate contamination of the aquifer is about 4 ppm, but contents as great as about 17 ppm occur in some wells. Irrigation with raw sewage and movement of contaminants in areas of high hydraulic gradients within the drawdown cones probably are responsible for localized peaks of the nitrate concentration. Groundwater overexploitation and aquifer overexploitation are terms that are becoming common in water-resources management. Hydrologists, managers and journalists use them when talking about stressed aquifers or some groundwater conflict. Overexploitation may be defined as the situation in which, for some years, average aquifer abstraction rate is greater than, or close to the average recharge rate. But rate and extent of recharge areas are often very uncertain. Besides, they may be modified by human activities and aquifer development. In practice, however, an aquifer is often considered as overexploited when some persistent negative results of aquifer development are felt or perceived, such as a continuous water-level drawdown, progressive water-quality deterioration, increase of abstraction cost, or ecological damage. But negative results do not necessarily imply that abstraction is greater than recharge. They may be simply due to well interferences and the long transient period that follow changes in the aquifer water balance. Groundwater storage is depleted to some extent during the transient period after abstraction is increased. Its duration depends on aquifer size, specific storage and permeability. Which level of "aquifer overexploitation" is advisable or bearable, depends on the detailed and updated consideration of aquifer-development effects and the measures implemented for correction. This should not be the result of applying general rules based on some indirect data. Monitoring, sound aquifer knowledge, and calculation or modelling of behaviour are needed in the framework of a set of objectives and policies. They should be established by a management institution, with the involvement of groundwater stakeholders, and take into account the environmental and social constraints. Aquifer overexploitation, which often is perceived to be associated with something ethically bad, is not necessarily detrimental if it is not permanent. It may be a step towards sustainable development. Actually, the term aquifer overexploitation is mostly a qualifier that intends to point to a concern about the evolution of the aquifer-flow system in some specific, restricted points of view, but without a precise hydrodynamic meaning. Implementing groundwater management and protection measures needs quantitative appraisal of aquifer evolution and effects based on detailed multidisciplinary studies, which have to be supported by reliable data. By means of a series of borehole resistivity measurements and a resistivity–salinity relation, a particular salt-freshwater inversion was found under the shore with semi-diurnal tides at the French–Belgian border. These resistivity data provide valuable information about the vertical variation of the saltwater percentage in different boreholes. At different places and depths fluctuations of freshwater heads are observed. A regression modelling procedure is proposed in which the hydraulic parameters for density dependent flow and solute transport can be simultaneously considered with the parameters of the resistivity–salinity relation. The object function comprises resistivity residuals and freshwater head residuals along with saltwater percentage residuals and parameter residuals. First, a synthetic problem is elaborated with this regression modelling procedure. It is followed by the application of the procedure on the observed fresh-saltwater flow problem under the shore. In the synthetic problem the identification of the hydraulic parameters was demonstrated without the inclusion of prior information about these parameters. The resistivity–salinity relation was slightly adjusted in this regression. During the regression modelling of the observations made in one of the shore-normal cross sections, the horizontal and vertical conductivity are identified along with the effective porosity and the longitudinal and transverse dispersivity. The optimal values of the dispersivities are very small. Finally, it is shown that the high waters on the back shore forms the main threat of saltwater enchroachment from the sea side of the dunes and that the isolated fresh-brackish lens under the lower part of the shore before the build up area of De Panne can be explained by overexploitation.  相似文献

华北平原是中国三大平原之一,同时也是粮食主产区之一,京津冀协同发展区,雄安新区皆位于区内,地理位置极其重要。地下水是华北平原主要的供水水源,占总供水量70%左右,自20世纪70年代末以来地下水开采强度不断增大,长期处于严重超采状态,形成规模巨大地下水位降落漏斗,进而引发地面沉降、地裂缝、湿地退化、海水入侵等一系列环境地质问题,制约社会经济可持续发展。研究地下水位演变可以为地下水超采治理及降落漏斗修复提供支撑,本文基于华北平原2019—2020年高密度地下水位统测数据及历史水位资料,研究了2020年现状地下水位流场及漏斗分布状况,系统分析了近40年来地下水位变化特征。研究发现:华北平原东西部浅层地下水位呈现差异化发展,20世纪80年代至2014年平原西部浅层地下水位持续快速下降,累计降幅达20~60 m,太行山前冲洪积扇缘一带水位降幅最大,2014年南水北调工程供水后,西部山前主要城市水位止跌回升;中东部地区水位呈现自然波动状态。深层地下水位20世纪80年代至2014年,总体呈下降趋势,中东部地区水位降幅度最大,累计达到40~90 m;2014年后城市区与农业区深层地下水位呈差异化发展,城区水位回升明显,周边农业区仍呈快速下降趋势。此外,在地下水演变分析基础上,以地下水采补平衡及水位恢复为目标,提出了开展超采区防控目标水位阈值研究、制定地下水减采和回补精准治理方案、优化地下水位监测网以及南水北调农业水源置换可行性研究等建议。研究成果对支撑华北平原地下水超采精准治理,地下水位降落漏斗修复和地下水资源合理开发与管理都具有重要意义。  相似文献

以莱州市监测资料为基础,结合已有的研究结果,对莱州湾南岸海水入侵发展动态进行了研究.研究结果表明,1980-1989年是莱州湾南岸海水入侵发展最快的时期,其后海水入侵发展速度有所减缓,入侵南界基本在1995年线附近摆动.BP网络计算结果表明,莱州湾南岸海水入侵主要原因是降水量减少,直接原因则是地下水超采.降水量增加比地下水超采量减少所引起的海水入侵速度降低量要大;即使恢复了海水入侵前的水量供需状况,海水入侵也不会完全停止.  相似文献
