In the last decade, there has been increasing interest in climate change, pasture degradation and its driving forces, and innovations in nomadic pastoralism on the Tibetan Plateau. However, little is known of indigenous strategies of adaptation to pasture degradation, which limits the effectiveness of adaptation strategies planned by local government. This paper analyzes nomads’ strategies of adaptation to pasture degradation on the basis of a field survey of three townships of Dalag County in the source regions of the Yangtze and Yellow rivers. Pastures there have evidently degraded, with pastures in Wasai mainly in a state of slight or medium degradation and those in Manzhang and Jianshe in a state of medium or severe degradation. With the degradation of pasture, the grazing time is reduced, which affects the livelihoods of nomads. Although the Four-Package Project has commenced in this region, there is still severe fodder shortage in winter and spring. The traditional hay storage strategy does not work because of pasture degradation, and few nomads establish fenced and artificial pastures. Therefore, nomads have employed other strategies, such as renting pasture, providing supplementary feed, and diversifying their livelihoods. Local strategies taken by nomads can provide valuable insights into ecological restoration and livelihood improvement in the region and suggest changes to means promoted by local government. It is necessary to seek new means that combine the best aspects of nomadic pastoralism with modern stockbreeding technologies to help nomads adapt to pasture degeneration and improve their livelihoods.  相似文献

This paper compares pastoralists in South Australia in the nineteenth century with Australian mining companies in the twentieth century as they resist the efforts of government to extract a greater proportion of the wealth created in the exploitation of natural resources. In effect, in both cases the struggle relates to the allocation of economic rent between private and corporate capital on the one hand, and the owners of the resources, the people of Australia, on the other. It is difficult not to be impressed by the similarities in the ideologies, objectives and strategies of these two groups of resource exploiters, separated though they are by over one hundred years.  相似文献

In Otjimbingwe, a region of arid south-central Namibia, human population densities are high and these communal pastoralists own large numbers of livestock. Such situations are commonly perceived to lead to the ‘tragedy of the commons'. This region lends itself to a comparison of the effects of communal and commercial farming (with private land ownership) because the communal area is completely surrounded by commercial farms. In spite of far higher stocking densities on the communal areas and the absence of an overall grazing strategy, we found no evidence of the ‘tragedy of the commons' on Otjimbingwe. Indeed, the communal areas did not differ in a number of soil and vegetation parameters from the commercial farms. These results point both to the resilience of arid environments to high stocking levels and the over-riding influence of abiotic variables on environmental quality.  相似文献

Global climate change is causing the majority of large lakes on the Tibetan Plateau to expand. While these rising lake levels and their causes have been investigated by hydrologists and glaciologists, their impacts on local pastoral communities have mostly been ignored. Our interviews with pastoralists in central Tibet reveal their observations and beliefs about Lake Serling’s expansion, as well as how its effects are interacting with current rangeland management policies. Interviewees reported that the most negative effects on their livelihoods have been reduced livestock populations and productivity due to the inundation of high-quality pastures by saline lake water. However, pastoralists’ collective efforts based on traditional values and norms of sharing, assistance, and reciprocity have helped them cope with these climate change impacts. These local, traditional coping strategies are particularly worthy of attention now, given that the transformation of traditional pastoralism is a goal of current government development initiatives.  相似文献

ABSTRACT. Recent shifts in Mongolia's politics and economy have changed pastoral land-use patterns and charged debate over how pasturelands are allocated and regulated in a market economy. Absent has been any detailed understanding of the historical geography of pastoral tenure and land-use patterns in Mongolia prior to the socialist era and the collectivization of livestock husbandry. An overview and case study of changing tenures and land-use patterns suggests that in prerevolutionary Mongolia wealth and poverty determined herders' mobility and access to pasture resources; no less is true today. Historical data also reveal dual formal and informal regulatory institutions extant in the past that coordinated patterns of seasonal movement. This amounted to an unofficial tenure system and has contributed to Mongolia's legacy of ecologically and socially sustainable pastoralism.  相似文献

This paper challenges the thesis that mountain areas are regions of refuge. The refuge concept attributes irrelevant exchange and limited communication to isolated mountain habitats which mainly depend on production for home consumption. In contrast, it is shown that exchange relations in all walks of life have been affected not only recently but for nearly two centuries in Central Asia, although the continued importance of subsistence strategies in the agricultural sector can be observed. The Pamirian Knot provides the mountainous interface between South and Central Asia for case studies of two ethnic communities – Wakhi mountain farmers and Kirghiz pastoralists – in order to exemplify socio-political developments in similar mountain environments. Examples are presented from Afghanistan, Tajikistan, Pakistan, and the People's Republic of China. The territories have been separated since the late nineteenth century by international boundaries conceived as the result of the imperial 'Great Game'. Emphasis is placed on developments in the livestock sector and it is shown that adaptation to changing socio-political frameworks has affected the livelihood strategies of nomads and mountain farmers alike.  相似文献

Abstract: The present paper examines the changing climatic scenarios and associated effects on livestock farming (pastoralism) in the arid and semi arid lands (ASAL) of Kenya, which cover over 80% of the country. The study was carried out in the semi arid Mukogodo Division of Laikipia District in Kenya. This division received a mean annual rainfall of approximately 507.8?mm and the main source of livelihood was pastoralism. Questionnaire, structured interview, observation and literature review were the main methods of data collection. Rainfall was used in delineating changes in climate. Standardized precipitation index (SPI) and Markov process were used in analyzing drought severity and persistence, respectively. Approximately 38% of all droughts between 1975 and 2005 were prolonged and extremely severe, with cumulative severity indices ranging between ?2.54 and ?6.49. The probability that normal climatic conditions persisted for two or more consecutive years in Mukogodo Division remained constant at approximately 52%. However, the probability of wet years persisting for two or more years showed a declining trend, while persistence of dry years increased with duration. A drying climatic trend was established. This drying trend in the area led to increased land degradation and encroachment of invasive nonpalatable bushes. The net effect on pastoralism was large-scale livestock loss through starvation, disease and cattle rustling. Proper drought monitoring and accurate forecasts, community participation in all government interventions, infrastructural development in the ASAL and allocation of adequate resources for livestock development are some of the measures necessary for mitigating the dwindling pastoral economy in Kenya and other parts of the world.  相似文献

Pastoralist access and use of common grazing resources in the Horn of Africa increasingly include armed confrontation over diminishing resources and reduced access. This comes about as traditional customary institutions (sets of rules) for commons management become compromised due to the presence of outside influences and actors which significantly change both resource availability, and conceptions about who is subject to traditional rules governing commons – particularly rules associated with exclusion. At the same time a combination of local knowledge regarding what happens to open access commons (degradation), a reluctance to give up control of commons and associated ways of life, and armed conflict as a viable alternative for exclusion rules, provide for combative situations and large costs. While a great deal of valuable work has been accomplished regarding the derivation of effective institutions to better manage commons, situations of armed conflict can seem particularly distant from effective rule-making, because few institutions can endure the stresses of armed conflict. Recent developments in Ethiopia however suggest an unexpected proximity between armed confrontation and the prospect for commons management rule-making. With examples from the Afar, Somali and Karamojong Cluster pastoralists, this paper examines the ingredients for rule-making in combative commons situations. Specific coincident forms of state recognition, donor flexibility, perceptions of the cost of conflict, and the local to international reaction to these, are examined for their utility and limitations in the provision of a facilitating context for institution derivation for commons management.  相似文献
