This article presents an analysis of the relationship between urban governance restructuring, and global, national, and local action through a case study of the Toronto city‐region. The Toronto city‐region recently underwent a massive reorganization of its governance structures, functions, and jurisdictional boundaries. This restructuring raises questions about why these changes occurred at this particular juncture in the region's history. Why did the city that had always been known in the academic and political discourse as the “city that works” stop “working”? What global and national forces might have accounted for such a radical restructuring? And what did local action contribute? These questions are explored in both historical and contemporary contexts by drawing on insights from regulation theory, urban regime theory, and an analysis of Canada's changing fiscal federalism. This approach informs the role that institutions — regardless of their origin or territorial scope — play in sustaining a local accumulation system, and how this “local” accumulation grounds a national regulatory mode and regime of accumulation. The approach also explores the relationship between regime and regulation theories in the context of policy formation and institution building. The study concludes that the current policy set is incapable of resolving the region's crisis tendencies. Notwithstanding external forces, the current policy set is not inevitable. Globalization does not predetermine all spatial‐economic outcomes.  相似文献

Synchrotron X-ray computed microtomography (CMT) was applied to five basalt samples from different locations in order to determine the microgeometrical structures and physical properties of vesicles. Two vesiculated basaltic lavas and one calcite-filled vesiculated basaltic lava were collected from the Lesotho Highland, South Africa, and two basaltic scoria tephra were taken from the Lungkuan Volcano Group in northeast China. They were examined with CMT on the X27C beam line of the Brookhaven National Synchrotron Light Source. The voxel size varied from 10 to 20 µm depending on the chosen field of view of the tomographic instrument. A fast-filtered back-transform (FFBT) algorithm was employed in the tomographic reconstruction. A 3D image geometry analysis package was used to measure the vesicularity, specific surface area and interconnectivity of the vesicles. The results of the analyses showed that the bubbles have roughly spheroidal forms of different sizes. Vesicularity ranged from 45% for lavas to 80% for scoria. At least 90% of the vesicles are interconnected. Specific surface area was determined both by counting voxel faces and by use of two-point correlation functions.  相似文献

This reply is in response to Burgess et al.’s Commentary on our original article, “The REDD Menace: Resurgent protectionism in Tanzania's mangrove forests.” Their commentary, we argue, shifts the focus from WWF's past conservation work and environmental narratives in the Rufiji Delta North, the subject of our article, to its current forest carbon inventory work. We do not comment on WWF's new work. Our principal concern remains on the environmental narratives crafted by WWF that were used to justify attempts to remove Warufiji small-scale rice farmers from the mangrove forests in the Rufiji Delta North. We emphasize the political implications of designating forest areas for carbon forestry and REDD projects in terms of forest dependent people's land and livelihood rights. We argue from environmental historical and social justice perspectives that the Warufiji should be counted among the winners, not the losers, in the green value chains currently under construction.  相似文献

Reduced Emissions from Deforestation and Degradation (REDD+) is being proclaimed as “a new direction in forest conservation” (Anglesen, 2009: 125). This financial incentives-based climate change mitigation strategy proposed by the UNEP, World Bank, GEF and environmental NGOs seeks to integrate forests into carbon sequestration schemes. Its proponents view REDD+ as part of an adaptive strategy to counter the effects of global climate change. This paper combines the theoretical approaches of market environmentalism and environmental narratives to examine the politics of environmental knowledge that are redefining socio-nature relations in the Rufiji Delta, Tanzania to make mangrove forests amenable to markets. Through a case study of a “REDD-readiness” climate change mitigation and adaptation project, we demonstrate how a shift in resource control and management from local to global actors builds upon narratives of environmental change (forest loss) that have little factual basis in environmental histories. We argue that the proponents of REDD+ (Tanzanian state, aid donors, environmental NGOs) underestimate the agency of forest-reliant communities who have played a major role in the making of the delta landscape and who will certainly resist the injustices they are facing as a result of this shift from community-based resource management to fortress conservation.  相似文献

Background

Forests occur across diverse biomes, each of which shows a specific composition of plant communities associated with the particular climate regimes. Predicted future climate change will have impacts on the vulnerability and productivity of forests; in some regions higher temperatures will extend the growing season and thus improve forest productivity, while changed annual precipitation patterns may show disadvantageous effects in areas, where water availability is restricted. While adaptation of forests to predicted future climate scenarios has been intensively studied, less attention was paid to mitigation strategies such as the introduction of tree species well adapted to changing environmental conditions.

Results

We simulated the development of managed forest ecosystems in Germany for the time period between 2000 and 2100 under different forest management regimes and climate change scenarios. The management regimes reflect different rotation periods, harvesting intensities and species selection for reforestations. The climate change scenarios were taken from the IPCC's Special Report on Emission Scenarios (SRES). We used the scenarios A1B (rapid and successful economic development) and B1 (high level of environmental and social consciousness combined with a globally coherent approach to a more sustainable development). Our results indicate that the effects of different climate change scenarios on the future productivity and species composition of German forests are minor compared to the effects of forest management.

Conclusions

The inherent natural adaptive capacity of forest ecosystems to changing environmental conditions is limited by the long life time of trees. Planting of adapted species and forest management will reduce the impact of predicted future climate change on forests.  相似文献

We examine the implementation of a wave-breaking mechanism into a nonlinear potential flow solver. The success of the mechanism will be studied by implementing it into the numerical model HOS-NWT, which is a computationally efficient, open source code that solves for the free surface in a numerical wave tank using the high-order spectral (HOS) method. Once the breaking mechanism is validated, it can be implemented into other nonlinear potential flow models. To solve for wave-breaking, first a wave-breaking onset parameter is identified, and then a method for computing wave-breaking associated energy loss is determined. Wave-breaking onset is calculated using a breaking criteria introduced by Barthelemy et al. (J Fluid Mech https://arxiv.org/pdf/1508.06002.pdf, submitted) and validated with the experiments of Saket et al. (J Fluid Mech 811:642–658, 2017). Wave-breaking energy dissipation is calculated by adding a viscous diffusion term computed using an eddy viscosity parameter introduced by Tian et al. (Phys Fluids 20(6): 066,604, 2008, Phys Fluids 24(3), 2012), which is estimated based on the pre-breaking wave geometry. A set of two-dimensional experiments is conducted to validate the implemented wave breaking mechanism at a large scale. Breaking waves are generated by using traditional methods of evolution of focused waves and modulational instability, as well as irregular breaking waves with a range of primary frequencies, providing a wide range of breaking conditions to validate the solver. Furthermore, adjustments are made to the method of application and coefficient of the viscous diffusion term with negligible difference, supporting the robustness of the eddy viscosity parameter. The model is able to accurately predict surface elevation and corresponding frequency/amplitude spectrum, as well as energy dissipation when compared with the experimental measurements. This suggests the model is capable of calculating wave-breaking onset and energy dissipation successfully for a wide range of breaking conditions. The model is also able to successfully calculate the transfer of energy between frequencies due to wave focusing and wave breaking. This study is limited to unidirectional waves but provides a valuable basis for future application of the wave-breaking model to a multidirectional wave field. By including parameters for removing energy due to wave-breaking into a nonlinear potential flow solver, the risk of developing numerical instabilities due to an overturning wave is decreased, thereby increasing the application range of the model, including calculating more extreme sea states. A computationally efficient and accurate model for the generation of a nonlinear random wave field is useful for predicting the dynamic response of offshore vessels and marine renewable energy devices, predicting loads on marine structures, and in the study of open ocean wave generation and propagation in a realistic environment.  相似文献
