ABSTRACT

Since the 1990s, climate change impact discourse has highlighted potential for large scale violent conflicts. However, the role of climate stresses on local conflicts over natural resources, the role of policies and adaptation in these conflicts, and opportunities to enhance cooperation have been neglected. These gaps are addressed in this paper using evidence from participatory action research on 79 cases of local collective action over natural resources that experience conflicts in Bangladesh and Nepal. Climate trends and stresses contributed to just under half of these conflict cases. Nine factors that enable greater cooperation and transformation of conflict are identified. Participatory dialogue and negotiation processes, while not sufficient, changed understanding, attitudes and positions of actors. Many of the communities innovated physical measures to overcome natural resource constraints, underlying conflict, and/or institutional reforms. These changes were informed by improving understanding of resource limitations and indigenous knowledge. Learning networks among community organizations encouraged collective action by sharing successes and creating peer pressure. Incentives for cooperation were important. For example, when community organizations formally permitted excluded traditional resource users to access resources, those actors complied with rules and paid towards management costs. However, elites were able to use policy gaps to capture resources with changed characteristics due to climate change. In most of the cases where conflict persisted, power, policy and institutional barriers prevented community-based organizations from taking up potential adaptations and innovations. Policy frameworks recognizing collective action and supporting flexible innovation in governance and adaptation would enable wider transformation of natural resource conflicts into cooperation.

Key policy insights
  • Climate stresses, policy gaps and interventions can all worsen local natural resource conflicts.

  • Sectoral knowledge and technical approaches to adaptation are open to elite capture and can foster conflicts.

  • Many local natural resource conflicts can be resolved but this requires an enabling environment for participatory dialogue, external facilitation, flexible responses to context, and recognition of disadvantaged stakeholder interests.

  • Transforming conflict to greater cooperation mostly involves social and institutional changes, so adaptation policies should focus less on physical works and more on enabling factors such as negotiation, local institutions, knowledge, and incentives.

Soil is a vital part of the natural environment and is always responding to changes in environmental factors, along with the influences of anthropogenic factors and land use changes. The long-term change in soil properties will result in change in soil health and fertility, and hence the soil productivity. Hence, the main aim of this paper focuses on the analysis of land use/land cover (LULC) change pattern in spatial and temporal perspective and to present its impact on soil properties in the Merawu catchment over the period of 18?years. Post classification change detection was performed to quantify the decadal changes in historical LULC over the periods of 1991, 2001 and 2009. The pixel to pixel comparison method was used to detect the LULC of the area. The key LULC types were selected for investigation of soil properties. Soil samples were analysed in situ to measure the physicochemical soil properties. The results of this study show remarkable changes in LULC in the period of 18?years. The effect of land cover change on soil properties, soil compaction and soil strength was found to be significant at a level of <0.05.  相似文献

In order to advance land use and land cover change (LUCC) research in Nepal, it is essential to reconstruct both the spatiotemporal distribution of agricultural land cover as well as scenarios that can explain these changes at the national and regional levels. Because of rapid population growth, the status of agricultural land in Nepal has changed markedly over the last 100 years. Historical data is used in this study, encompassing soils, populations, climatic variables, and topography. Data were revised to a series of 30 m grid cells utilized for agricultural land suitability and allocation models and were analyzed using a suite of advanced geographical tools. Our reconstructions for the spatiotemporal distribution of agricultural land in Nepal reveal an increasing trend between 1910 and 2010 (from 151.2 × 102 km2 to 438.8 × 102 km2). This expanded rate of increase in agricultural land has varied between different eco, physiographic, and altitudinal regions of the country, significantly driven by population changes and policies over the period of this investigation. The historical dataset presented in this paper fills an existing gap in studies of agricultural land change and can be applied to other carbon cycle and climate modeling studies, as well as to impact assessments of agricultural land change in Nepal.  相似文献

"Metropolitanisation has been observed by experts as one of the main characteristics of Indian urbanisation. Rural to urban migration has been a major player in urban growth of metropolitan cities, particularly Delhi. Not only Delhi but its hinterland [are] urbanising fast as compared to the hinterlands of other major cities of India. There are several processes of urbanization viz. historical, physical, demographic and economic. In this paper the role of demographic processes in urban expansion of Delhi [is examined]."  相似文献

The study presents digital preprocessing techniques, visual mapping capability of airborne X-band SAR data having diverse vegetation types in tropical wet climate. Spatial textural analysis methods have also been evaluated to enhance discriminability of the forest types and features. Attempt has been made to enhance the information by merging optical remote sensing data with microwave X-band response. Finally, the backscattering digital values have been correlated with qualitative and quantitative vegetation parameters. The Leaf Area Index has shown significant relationship with SAR image digital number value.  相似文献

The kinetic curves of aluminum release from two variable charge soils and a kaolinite within 48 h can be divided into three stages: the first stage located within the initial 30 min, at which the release rate of Al was the fastest one and the released Al dominantly originated from exchangeable Al and amorphous Al pools. The Elovich equation fit the kinetics data at this stage fairly well. The moderate and the slow stages occurred within 0.5-2 and 2-48 h, respectively. During these two stages, the released Al was mainly attributed to Al oxides, poorly crystalline kaolinite and easily weathered hydrous mica. The different linear equations also fit the kinetics data at these two stages well. The rate of Al release decreased sharply with time during the fast stage, but the rate remained constant during the moderate and slow stages. In Ultisol, Al oxides were the more important pool for Al release than poorly crystalline kaolinite and easily weathered hydrous mica during the latter two stages. In Oxisol, poorly crystalline kaolinite was the more important Al pool. Compared to the control system, the presence of organic acids increased the rate and quantity of Al release from variable charge soils. The ability of organic acids to accelerate Al release followed the order: oxalic acid > citric acid > malic acid > lactic acid. This is generally in consistent with the magnitude of the stability constants of the Al-organic complexes. The release rate of Al also increased with the rise in concentration of organic acids.  相似文献

Distribution patterns of plant species are believed to be impacted by small-scale habitat heterogeneity. However, there have been few comparative studies examining how woody vegetation composition and diversity varies with aspects of different orientations in the Trans-Himalayan region at a local scale. Here, we examined the effects of incoming solar radiation on variation in woody species composition and compared the diversity between the northeast- and southwest-facing slopes in a Trans-Himalayan valley of Nepal. We also examined the implicit interactions between slope orientation and land use in determining the compositional variations between the slopes. We selected two pairs of northeast- and southwest-facing slopes where the first pair has a similar land use and differs in exposure only(Pisang site) while the other pair has clear differences in land use in addition to slope exposure(Braka site). In each site, we sampled 72 plots(36 on each slope) in which the presence and absence of woody species, environmental variables, and disturbance were recorded. Correspondence Analysis(CA) results suggested that the woody species composition significantly varied between northeast- and southwest-facing slopes at both sites, and was significantly correlated with measured environmental variables such as radiation index, altitude, and canopy openness. In the Braka site, mean alpha diversity was significantly higher on southwest-facing slopes. In contrast, beta diversity and gamma diversity were greater on northeast-facing slopes at both sites. Our results suggest that topographic variables(e.g., radiation index) affect species composition between the slopes, likely due to their influence on small scale abiotic environmental variables. However, the effects of land use, such as livestock browsing/grazing may interact with the effects of slope exposure, effectively reducing differences in species composition within slopes but enhancing the differences in beta diversity between contrasting slopes in the Br  相似文献

We determine the orientations of the light distribution of individual elliptical galaxies by combining the profiles of photometric data from the literature with triaxial models. The orientation is given by a Bayesian probability distribution. The likelihood of obtaining the data from a model is a function of the parameters describing the intrinsic shape and the orientation. Integrating the likelihood over the shape parameters, we obtain the estimates of the orientation. We find that the position angle difference between the two suitably chosen points from the profiles of the photometric data plays a key role in constraining the orientation of the galaxy. We apply the methodology to a sample of ten galaxies. The alignment of the intrinsic principle axes of the NGC 3379, 4486 and NGC 5638 are studied.  相似文献

The whole sedimentary succession (ca 600 m thick) of Wagad area ranging in age from Callovian to Early Kimmeridgian has been divided in to three Formations namely Washtawa, Kanthkot and Gamdau in ascending order. Prograding Kanthkot Formation was frequently interrupted by transgressions. Field and petrographic investigations revealed that the Kanthkot Formation represents three fossiliferous marker beds corresponding to Transgressive sequence I; Transgressive sequence II and Transgressive sequence III. These transgressive sequences are composed of two lithounits: medium to coarse grained/gritty, graded to massive, sheetlike, fossiliferous calcareous sandstone (storm lag unit I) and fossiliferous mudrocks (swell lag unit II). The thickness of the unit I varies from 5 to 75 cm and contains mostly convexly oriented shell fragments and whole shell of Pelecypods, Cephalopods and Brachiopods. Unit II (5–15 cm) is distinguished by sheetlike, massive or laminated, yellowish colour, soft fossiliferous mudrocks. This unit is intercalated with moderately bioturbated sandy siltstone. Unit I is dominant over Unit II in the sequences.Study suggests that the transgressive units were deposited close to wave base by high energy storm flows followed by low energy marine swells during transgression. The intense storms played a major role in the distribution of siliciclastics and nonclastic materials. Storms are evidenced by the occurrence of two distinctly different types of units (storm lags and swell lags). High energy levels are characterized by sand dominated sequence, abundance of reworked sediment particles, high proportion broken shells with convex up orientation and erosional and sharp nature of basal contacts of units together with well preserved bioclasts. Sudden short term changes from high to low energy during transgression are explained by the occurrence of medium to coarse grained siliciclastics interbedded with moderately bioturbated mudrocks. Moderately bedded individual strata, high content of coarse clastics along with polished granule size quartz and abundance of comminuted shells indicate a significant change in depositional setting, possibly closure approach of the source of terrigenous fraction or source uplift. Synrift sedimentation in the present study is documented by an abundance of coarse clastics and an over all aggradational nature of transgressive sequences.  相似文献

We review changes in groundwater chemistry as precursory signs for earthquakes. In particular, we discuss pH, total dissolved solids (TDS), electrical conductivity, and dissolved gases in relation to their significance for earthquake prediction or forecasting. These parameters are widely believed to vary in response to seismic and pre-seismic activity. However, the same parameters also vary in response to non-seismic processes. The inability to reliably distinguish between changes caused by seismic or pre-seismic activities from changes caused by non-seismic activities has impeded progress in earthquake science. Short-term earthquake prediction is unlikely to be achieved, however, by pH, TDS, electrical conductivity, and dissolved gas measurements alone. On the other hand, the production of free hydroxyl radicals (?OH), subsequent reactions such as formation of H2O2 and oxidation of As(III) to As(V) in groundwater, have distinctive precursory characteristics. This study deviates from the prevailing mechanical mantra. It addresses earthquake-related non-seismic mechanisms, but focused on the stress-induced electrification of rocks, the generation of positive hole charge carriers and their long-distance propagation through the rock column, plus on electrochemical processes at the rock-water interface.  相似文献
