In Gaborone, as in other large cities in the developing world, individuals try to make a living by engaging in novel occupations such as landfill scavenging. This paper reports on a research conducted in the Gaborone landfill, the largest in Botswana. The study content-analyzed available literature from other countries. It also relied mainly on direct field observations. The discussions on and answers to closed and interview schedules by stakeholders, affected- and- interested – persons, provided the information on the threats and opportunities related to the landfill site and its informal management activities. This on-going case study lends credence to the potential of scavenging in sustaining livelihoods among those who cannot secure employment in the formal urban market. Scavenging tends to be useful although it may hazardous to the informal entrepreneurs. Taking all the threats into consideration, the decommissioning and closure of the landfill seems inevitable, in spite of the apparent short-term livelihood opportunities it provides to the informal sector.  相似文献

Like most African countries, Botswana contributes almost insignificantly to global greenhouse emissions (GHGs). In this context, some have argued that energy policy and legislative measures to regulate emissions in Botswana should not be accorded high priority. This is a misguided view when one considers that each country, no matter how under-industrialized, contributes to the overall global emission problem. Moreover, the least developed countries will have to industrialize in order to meet the increasing economic and social needs of their growing populations. For rapidly growing economies like Botswana, whose annual energy demand is projected to increase by about 4% for the next ten years, the importance of compiling accurate inventories of sources and sinks of GHGs and formulating environmentally-friendly policies can hardly be over- emphasized. The United Nations Framework Convention on Climate Change (UNFCCC) provides the ideal basis for the country-by-country investigations and management of global climatic change; specifically its nature, properties, directionality, characteristics and probable consequences. Botswana was a founding signatory of UNFCCC in 1992 and ratified the Convention in 1994. The country is also involved in regional cooperation efforts, within the Southern African Development Community, to enforce regulatory mechanisms to minimize GHG emissions from the energy sector. There exist certain energy-related institutions, policies, and regulations in the country which could mitigate the impact of GHG emissions on global warming. This paper, based on government and other relevant documentation, critically analyses Botswana's energy sector policies in as far as they affect climate change. It is clear that much still needs to be done about energy policies in terms of proper formulation, monitoring, co-ordination, energy pricing and the exploration of energy alternatives to mitigate potentially negative impacts on climate change.  相似文献

This case study investigates peri-urban land-use conflicts and changes, in a typical African setting, for a village located on the outskirts of the capital city of Gaborone-Botswana, in order to explore policy implications for sustainable core-region development. The year 1982 provided the baseline situation that was compared with other dates, namely: 1996; 2006 and 2012 in order to analyze land-use conflicts, competition, and succession. The study tracked the landuse changes using: Geographic Information System (GIS), with 1:50 000 air photos taken in 1982; Landsat images from 1996 and 2006 as well as 2012 Google images of medium resolution. The investigation also relied on a social survey, historical landscape reconstruction approaches, field interviews and direct observations. An analysis of 1982 aerial photographs revealed that Gabane Village had experienced little urban influence from the city of Gaborone at that time. Subsequently, stakeholders with different socio-economic demand emerged. This caused extensive land-use changes over the study period. The residents of Gabane nonetheless employed diverse adaptive strategies to sustain their livelihoods. An analysis of the proposed 2001-2025 Development Plan for Gabane Village, identifies possible future land-use changes and conflicts and proposes tentative policy solutions for the emerging sustainable development challenges.  相似文献

Many cut-off low (COL) climatologies have been done throughout the Southern Hemisphere. Few have focused on COL vertical depth and their link to surface cyclones that often accompany these systems. Here we extend these climatologies in order to gain an understanding of the spatial, mobility, temporal, and seasonal variability of COL extensions towards the surface. Deep COLs (dCOLs), with extension all the way to the surface, are most frequent in the autumn months, are longer lasting, are more mobile and found most frequently situated in the high latitudes. They are usually collocated with Rossby wave breaking (RWB) on multiple isentropic surfaces. These RWB events drive high potential vorticity air into the upper troposphere. The depths of these intrusions are also shown to be critical to the development of COL extensions with dCOLs associated with deeper intrusions into the mid-troposphere. Upper-level PV features are collocated with warm surface potential temperature anomalies which can play a critical role in surface cyclogenesis. The warm surface potential temperature features, when out of phase with coupled upper tropospheric processes (surface features lagging behind upper level processes), can inhibit surfaceward extension and result in shallow COL (sCOL) development. Composite analysis shows that dCOLs that drive their own surface low development result in the simultaneous amplification of troughs throughout the troposphere, with the surface cyclone developing within a day of the COL.

Botswana is among those developing countries that are rapidly transitioning from predominantly rural to urban societies. Gaborone, its capital city, is seriously confronted by formidable challenges of sustainable metropolitan management, including the proper handling of solid domestic waste. Although the international convention of the 3-Rs, namely, Recycle, Reduce, Reuse is generally accepted; its implementation remains elusive. It is therefore of utmost importance to unravel significant determinants of the gap between nominal acceptance and praxis in order to influence policy. This preliminary case study, consequently, sought to identify the underlying factors that differentiate waste recycling practices from high, medium, and low socio-economic areas Gaborone. Key informants, including municipal officials and company representatives, in charge of city solid waste management, were interviewed. A probit model was used to analyze those factors that could influence recycling and waste separation practices. Results showed that tenure, gender, income, affluence, location of house increase the likelihood of recycling while age, education level, household size and source of waste management information did not influence the likelihood of recycling. Stakeholders should place greater emphasis on positive environmental awareness, and appropriate reward systems for recycling domestic solid waste and recycling should be tailored according to the locational needs.  相似文献
