Rapid flood mapping is critical for local authorities and emergency responders to identify areas in need of immediate attention. However, traditional data collection practices such as remote sensing and field surveying often fail to offer timely information during or right after a flooding event. Social media such as Twitter have emerged as a new data source for disaster management and flood mapping. Using the 2015 South Carolina floods as the study case, this paper introduces a novel approach to mapping the flood in near real time by leveraging Twitter data in geospatial processes. Specifically, in this study, we first analyzed the spatiotemporal patterns of flood-related tweets using quantitative methods to better understand how Twitter activity is related to flood phenomena. Then, a kernel-based flood mapping model was developed to map the flooding possibility for the study area based on the water height points derived from tweets and stream gauges. The identified patterns of Twitter activity were used to assign the weights of flood model parameters. The feasibility and accuracy of the model was evaluated by comparing the model output with official inundation maps. Results show that the proposed approach could provide a consistent and comparable estimation of the flood situation in near real time, which is essential for improving the situational awareness during a flooding event to support decision-making.  相似文献

This paper describes a flexible spectrometer architecture consisting of standard units that can be configured to meet different requirements. The spectrometer is a hybrid between an analog filterbank and digital autocorrelator. Two applications are given, one for balloon borne submillimeter radio astronomy employing a compact and low power design, and one for millimeter imaging with a much more powerful and flexible system. The basic hardware and software units are described as well as the overall architecture. Thanks to the modularized approach the spectrometer can easily be modified for other application areas, such as plasma physics or molecular spectroscopy.  相似文献

The Disaster Mitigation Act of 2000 formally establishes a national program for pre‐disaster mitigation. As part of the mitigation planning effort, state and local governments are required to perform assessments of hazards vulnerability, including the development of multi‐hazard maps. However, the number of communities possessing the technology, expertise, and time to create multi‐hazard vulnerability maps is limited due to technical and resource constraints. The use of Internet mapping technology has the potential to overcome these hurdles because it does not require users to possess a high level of GIS expertise or costly software, and it standardizes the vulnerability mapping approach. This article describes the Integrated Hazards Assessment Tool, a web‐based multi‐hazard vulnerability mapping application for local and state hazard mitigation practitioners in the state of South Carolina. The initial findings suggest the application holds strong potential as a viable decision support tool for hazard mitigation planning.  相似文献

In this paper we examine the possibility of adopting standards within the context of radio astronomy and the benefits to be derived thereby. In particular we consider the application of standards within the three areas of the receiver hardware, the control and communication between different parts of the observing system, and the interface with the astronomer. The adoption of such standards will increase flexibility of observing systems, allow the easy interchange of equipment between observatories and greatly simplify guest observing. In this paper we will only consider the application of standards within the field of millimetre-wave and sub-millimetre-wave single dish astronomy. However, the principle can be easily extended to other astronomical wavebands. We describe some current developments at the Onsala Space Observatory which illustrate the proposed philosophy and show how such standards may be implemented. Naturally, the detailed definition of such standards would have to be agreed in conjunction with other interested astronomical institutions.  相似文献
