Education infrastructure issues have been one of the most important topics in developing countries that have difficulty reserving money for education infrastructure needs, especially Turkey. Development plans have a crucial role in meeting school infrastructure needs in Turkey. Generally, the expropriation method has been used for land transitions from private to public ownership. However, scarcity of monetary resources for such land transitions and legal/technical deficiencies delays the process. The main objectives of this paper are to respond to the need of the education sector by using land management tools and to identify the most suitable land management tool for allocating basic and primary school lands free of charge. Current trends, education indicators, management responsibility and financial resources, statistical and economical information, education infrastructure needs, and qualitative-quantitative characteristics of the pupils in the Turkish education system are analyzed based on national and international reports. Then, the property right problems experienced in the process of allocating school lands are defined. Methods of transferring school lands to public ownership are examined, and the benefit-cost relationships are revealed. Land readjustment (LR) would make an important contribution to planning decisions and the implementation stage in the sustainable management of school lands.  相似文献

Gem quality andradite-rich garnet (IUC-1), obtained from the Miocene trachyte dome near Ankara city (Turkey), has been identified as a potential natural secondary reference material for U-Pb dating. In this study, U-Pb dating was performed in five different laboratories using isotope dilution TIMS and laser ablation ICP-MS to determine the homogeneity of euhedral garnet crystals. The U-Pb ID-TIMS data for IUC-1 yielded 207Pb/235U and 206Pb/238U ages of 20.9 ± 0.4 and 20.6 ± 0.8 Ma respectively, and these values are consistent with U-Pb LA-ICP-MS analyses, in which different garnet crystals yielded ages of 20.8 ± 0.1, 20.7 ± 0.1, 20.7 ± 0.2 and 20.2 ± 0.1 Ma. An andradite (IUC-2) from the Serçeören wollastonite skarn (Turkey) can be used as a secondary reference material provided detailed imaging of the crystals is undertaken. ID-TIMS data yielded 207Pb/235U and 206Pb/238U ages of 20.4 ± 0.4 and 20.9 ± 1.0 Ma respectively, and yielded U-Pb ages on different grains of 20.5 ± 0.1, 20.7 ± 1.0, 20.8 ± 1.7 and 20.9 ± 1.6 Ma. The assigned weighted mean age of IUC-1 (20.4 ± 0.5 Ma, 2s) is proposed as a 2023 reference value. IUC-1 garnet is expected to contribute significantly to rapidly developing garnet geochronology in the near future.  相似文献

Changes in timing of snowmelt-fed streamflow have great importance for water supply, flood management, and ecological processes, as well as being a common indicator of climate change. In this study, snowmelt runoff timing change in the contiguous United States between 1957 and 2016 was investigated by analysing data from 97 streamflow gages. The annual snowmelt runoff timing shift was identified using ‘Center Time (CT)’ and ‘Spring Pulse Onset (SPO)’ methods, jointly with the monthly fractional streamflow (MFS) analysis, conducted between January and June. Since snowmelt-derived streamflow timing change is mainly induced by regional meteorological factors, such as air temperature and precipitation, their trends and relationship with CT were also examined. Shifts toward earlier snowmelt runoff timing were found by both methods, CT (8.3 days on average) and SPO (8.5 days on average). Although the results of the CT change are stronger than the SPO change, both outcomes are mostly correlated, particularly in the central and northwestern parts of the country. MFS trends support the outcomes of CT and SPO. In January, February, and especially March, a higher number of the stations indicated increasing trends in MFS. In April, May, and June, their number decreased and the number of gages with diminishing trends rose sharply. The timing difference is highly related to temperature change. Annual average temperature and temperature in the melting period increase considerably. The annual average temperature is significantly negatively correlated with CT in the vast majority of the regions. Although precipitation is not as effective as the temperature, its trends have impacts on snowmelt runoff timing change depending on the region and elevation. These results demonstrate the importance of the impacts of snowmelt runoff timing changes due to global warming on the regional and large-scale hydrology in the contiguous United States.  相似文献

We have studied the long-term variations of Mira type variables observed with Robotic Optical Transient Search Experiment telescope (ROTSE-IIId) between 2004 and 2009 located at TÜB?TAK National Observatory (TUG) in Antalya, Turkey. The actual pulsation periods, variability amplitudes, epochs of maximums and light curves of selected 70 Mira type variables already defined in the SIMBAD database were investigated.
