Private standards and certification schemes are widely acknowledged as playing an increasingly important role in agri-environmental governance. While much of the existing research concludes that these mechanisms consolidate the global extension of neoliberalism – enhancing the power of corporate actors to the detriment of smaller producers – we argue that this overlooks the complex ways in which standards are used by governments and farmers in the governing of farming practices. Focusing specifically on a process standard – Environmental Management Systems (EMS) – promoted by the Australian government as a way of verifying the ‘clean and green’ status of agricultural exports, we examine how one regional group of producers has sought to use EMS standards in practice. Our analysis of a case study in the state of Victoria appears to confirm that EMS was a successful instrument for the extension of neoliberal governance, reinforcing the production of neoliberal subjectivities and practices amongst farmer participants and enabling the government to compensate for gaps in environmental provision. However, it would be a mistake to interpret the development of this EMS scheme as an example of naïve farmers manipulated by the state. In practice, farmers used the opportunities provided by government funding to undertake actions which expressed their own agri-environmental values and practices. Establishment of an EMS and associated eco-label enabled producers to demonstrate and extend their capacity to act as good environmental stewards. Our research highlights how the local application of environmental standards negotiates and shapes, rather than simply contributes to, neoliberal rule.  相似文献

Despite questions currently raised about the future of neoliberalism, it remains embedded within Australian agricultural policy and practice. This paper explores the strengths and limitations of mechanisms contributing to neoliberalism’s survival through a close examination of the restructuring of Australian agricultural production and governance processes under the influence of both globalising impulses and adherence to neoliberal strategies. We trace the changes in governance flowing from the dismantling of regulatory structures in the Australian dairy industry, and the creation of new forms of governance that have both facilitated this transition and dealt with its adverse, often unintended, consequences. The changing governance of Australian dairying is analysed through the lens of three arenas of governance: state, industry and place. Drought has played an important part in re-spacialising dairying and re-shaping the balance between farmers and industry, demonstrating the contingency at play in emerging governance structures. This study of processes of change within the highly export-oriented dairy sector of Australia focuses attention on resistance and on some of the messy actualities of the interplay between state, place and industry - and nature - in neoliberal agri-food governance.  相似文献

Australia’s Integrated Marine Observing System (IMOS, imos.org.au) is research infrastructure to establish an enduring observing program for Australian oceanic waters and shelf seas. The observations cover physical, biological, and chemical variables to address themes of multi-decadal ocean change, climate variability and weather extremes, boundary currents and inter-basin flows, continental shelf processes and ecosystem responses.IMOS observations are collected by national facilities based on various platform types and operated by partner institutions around the country. In this paper we describe the infrastructure and workflows developed to manage and distribute the data to the public. We highlight the existing standards and open-source software we have adopted, and the contributions we have made. To demonstrate the value of this infrastructure we provide some illustrations of use and uptake.All IMOS data are freely and openly available to the public via the Ocean Portal (https://imos.aodn.org.au). The Tedford subfossil locality at Lake Menindee preserves a diverse assemblage of marsupials, monotremes and placental rodents. Of the 38 mammal taxa recorded at the site, almost a third are of extinct megafauna. Some of the bones are articulated or semi-articulated and include almost complete skeletons, indicating that aeolian sediments rapidly buried the animals following death. New optical ages show the site dates to the early part of the last glacial (55,700 ± 1300 yr weighted mean age). This is close to the 51,200-39,800 yr Australia-wide extinction age for megafauna suggested by Roberts et al. [2001, Science 292:1888-1892], but like all previous researchers, we cannot conclusively determine whether humans were implicated in the deaths of the animals. Although an intrusive hearth at the site dating to 45,100 ± 1400 yr ago is the oldest evidence of human occupation of the Darling River, no artifacts were identified in situ within the sub-fossil-bearing unit. Non-anthropogenic causes, such as natural senescence or ecosystem stress due to climatic aridity, probably explain the mortality of the faunal assemblage at Lake Menindee.  相似文献

Sites yielding Pennsylvanian (late Carboniferous) coal floras are well known across Europe and North America, but they usually only yield drifted remains of the plants. To understand the ecology of these ancient tropical wetlands properly it is essential that we study in situ remains of the plants. During recent re‐development work of a disused steelworks in the Denbigh Coalfield (north Wales) the remains of a stand of mainly arborescent club mosses and horsetails have been discovered, which is providing new insights into how these unusual plants grew.  相似文献

Increasing penetration by the market into the governing of agri-environments, and the use of market-oriented approaches in an attempt to produce more sustainable outcomes, is a characteristic feature of what scholars have called the ‘neoliberalisation of nature’. While accepting that neoliberal forms of governing tend to extend market relations into new domains, a number of scholars have argued that they may at the same time create spaces of resistance, open up progressive political possibilities, or incorporate alternative rationalities of governing. This literature has so far focused primarily on the policy and/or programme level with limited connection made to the growing body of research that explores landholder responses to specific market instruments. We address this gap by focusing on a market instrument – Wimmera Habitat Tender – in the State of Victoria, Australia, which aims to provide incentives for farmers in managing native vegetation. This case study explores how a specific tender-based market instrument seeks to construct natural resource managers as neoliberal subjects, as well as the complex ways in which farmers contest or resist the neoliberal governing of their agri-environmental practices. Through our analysis we contend that closer scrutiny of how the techniques underpinning market-based environmental instruments are taken up or resisted contributes to a more robust understanding of the environmental possibilities created by market instruments, as well as the challenges involved in attempts to neoliberalise nature.  相似文献

It is increasingly argued that we are entering into a “biotech century”, in which biotechnology promises major advances in agricultural productivity. The development of biotechnology is not a straightforward affair, however, and the advent of GMOs has led to public protest and consumer resistance. This paper draws upon a comparative Australian-UK project concerned with the role of regulation and governance in mediating the debates and managing the associated risks. Regulatory responses and the mediation of conflicts by the Australian and UK governments have been shaped by the institutional and policy environments in these two countries. The implications of these public debates and regulatory responses for the capture of competitive opportunities are considered. The fact that the two countries have broadly similar systems of governance and regulation reveals how alike the circumstances are in many respects. But at the same time there are important differences in both the style and the content of the policy debates. In both the UK and Australia, the respective central governments remain committed to a ‘biotechnology future’. Against this background, there is little doubt that the choices about biotechnology will play a defining role in shaping the future of rural places.  相似文献

On 1 July 2000 significant changes to the regulation of Australian dairying came into effect. These changes eliminated subsidies to milk producers and removed barriers to the inter-State trade of dairy products. Victoria's dairy industry group was a powerful proponent of deregulation, because of the comparative advantage that the State's farmers have in production relative to Australia's other milk producers. However, the deregulation of the dairy industry was contested stridently by many stakeholders, particularly farmers and their representative groups in States other than Victoria. Even within Victoria some farmers were equivocal and some were opposed to the regulatory changes. This paper draws on interviews with informants in the Victorian dairy sector to reveal responses to the regulatory changes. The interviews indicate that opinion was divided before deregulation and remains so. The debate was largely between those who saw the regulatory changes as 'inevitable', some of whom thought it would be a 'good thing' and others who accepted, grudgingly, that it was simply going to happen, and those who thought there had to be alternatives that would avoid the expected adverse consequences.  相似文献
