ABSTRACT

As increasing evidence shows that the risks of climate change are mounting, there is a call for further climate action (both reducing global emissions, and adaptation to better manage the risks of climate change). To promote and enable adaptation, governments have introduced, or are considering introducing, reporting on climate risks and efforts being taken to address those risks. This paper reports on an analysis of the first two rounds of such reports submitted under the UK Climate Change Act (2008) Adaptation Reporting Power. It highlights benefits and challenges for reporting authorities and policymakers receiving the reports that could also inform other countries considering such reporting. For reporting authorities, benefits arise from the reporting process and resulting reports. These benefits include elevating climate risks and adaptation to the corporate level and with stakeholders, alongside facilitating alignment and integration of actions within existing risk management and governance structures. For policymakers, reporting provides enhanced understanding of climate risks and actions from a bottom-up perspective that can be integrated into national-level assessments and adaptation planning processes. The identified challenges are those related to capacity and process. These include limited risk and adaptation assessment capacities; relevance of climate change risks and adaptation in the context of other urgent risks and actions; reporting process effectiveness and robustness; and the provision of effective and sufficiently comprehensive support, including feedback.

Key policy insights
  • Effective adaptation reporting needs to be designed and delivered so as to enhance the value of the reporting process and resulting reports both for those reporting and those receiving the reports, as well as from the broader policy perspective.

  • Providing a positive and supportive reporting environment is critical to encourage participation and facilitating contiuous learning and improvement, while also facilitating delivery of policy-relevant adaptation reports.

  • Contributions of adaptation reporting can be enhanced by an inclusive reporting requirement involving a broader organizational mix that enables more effective risk management and reporting that reflects associated (inter)dependencies and consistency with the more comprehensive post-2015 resilience agenda (Paris Agreement, Sendai Framework for DRR and UN Agenda 2030 SDGs).

Field experiments to determine the effects of inter-disturbance intervals on the densities of mayflies recolonizing disturbed sites in the Naro Moru River, Kenya, were undertaken from June 1993 to January 1994. Stirring, shifting and relocation of streambed substrates by hand was used to define artificial physical disturbance within the randomly selected sites. The sites were exposed to differing interdisturbance intervals, i.e. short, intermediate and long inter-disturbance intervals. Mayfly species abundances were more similar within the disturbed subsites than between disturbed versus control sites. Individual experiments showed that maximal recolonization of the different sites was relatively short (< 8 h) but highly variable. When the three experiments were systematically combined, densities of mayflies recolonizing the disturbed sites were highest on day 19, followed thereafter by a sharp density decline. Mayfly densities on the control sites were highest on days 20 and 40. The effects of short, intermediate and long inter-disturbance intervals on densities of mayflies recolonizing the disturbed sites was bifaceted, which included slight increases and strong declines in the densities.  相似文献

This work is a continuation of Musuuza et al. [37] in which a stability criterion for density-driven flow in a saturated homogeneous medium was derived. The criterion predicted the stability of a system as a function of the density and viscosity contrasts, the magnitude of the flow velocity and the concentration gradients for flow aligned orthogonal to gravity. It could not accurately predict stability transition with increasing velocity, a failure we attributed to dispersion effects that were not included. Small-scale dispersion and molecular diffusion, the main stabilising mechanisms in homogeneous media can stabilise flow if the instability wavelengths are below a certain cutoff. The width of the mixing zone is also central in controlling the range of wavelengths that persist into fingers. We propose a method of quantifying the cutoff wavelength and the width of the mixing zone, which are incorporated into the earlier criterion as constituents of the dispersive part. The earlier criterion is reformulated in terms of the Rayleigh number and with the dispersive part added, we attempt to predict the number of fingers formed which is directly related to the physical stability of the system. The inclusion of the Rayleigh number and dispersion into a single stability criterion provides new insight in the way dispersion affects vertical flow systems. Stability numbers computed with the new criterion are in reasonable agreement with numerical simulations for a range of physical variables. The numerical computations are performed with the software package d3f, which uses the cell-centred finite volume and the implicit Euler methods for the spatial and temporal discretisations, respectively. The admission of the density and dispersivities as inputs into the criterion makes it usable in practical problems.  相似文献

This work concludes the investigations into the stability of haline flows in saturated porous media. In the first part [33] a stability criterion for density-driven flow in a saturated homogeneous medium was derived excluding dispersion. In the second part [34], the effects of dispersion were included. The latter criterion made reasonable predictions of the stability regimes (indicated by the number of fingers present) as a function of density and dispersivity variations. We found out that destabilising variables caused an increase in the number of fingers and vice versa. The investigation is extended here for the effects of the medium heterogeneity. The cell problem derived via homogenization theory [20] is solved and its solution used to evaluate the elements of the macrodispersion tensor as functions of time for flow aligned parallel to gravity. The longitudinal coefficient exhibits asymptotic behaviour for favourable and moderately unfavourable density contrasts while it grows indefinitely for higher density contrasts. The range of densities stabilised by medium heterogeneities can thus be estimated from the behaviour of the coefficient. The d3f software program is used for the numerical simulations. The code uses the cell-centred finite volume and the implicit Euler techniques for the spatial and temporal discretisations respectively.  相似文献

Climate and weather are important for tourism and leisure as they impact on destination attractiveness and subsequent visitation. Through an archive analysis of media articles and a content analysis of Regional Tourism Organisation (RTO) websites, this paper explores perceived deficiencies in the currently available climate and weather information for tourists in New Zealand. While media reports focused on concern by many RTOs over the poor regional images generated by inaccurate and poorly presented climate and weather data, the RTO websites were found to contain limited climate and weather information. There is considerable potential for RTOs to improve in this respect.  相似文献

Submarine fans and turbidite systems are important and sensitive features located offshore from river deltas that archive tectonic events, regional climate, sea level variations and erosional process. Very little is known about the sedimentary structure of the 1800 km long and 400 km wide Mozambique Fan, which is fed by the Zambezi and spreads out into the Mozambique Channel. New multichannel seismic profiles in the Mozambique Basin reveal multiple feeder systems of the upper fan that have been active concurrently or consecutively since Late Cretaceous. We identify two buried, ancient turbidite systems off Mozambique in addition to the previously known Zambezi-Channel system and another hypothesized active system. The oldest part of the upper fan, located north of the present-day mouth of the Zambezi, was active from Late Cretaceous to Eocene times. Regional uplift caused an increased sediment flux that continued until Eocene times, allowing the fan to migrate southwards under the influence of bottom currents. Following the mid-Oligocene marine regression, the Beira High Channel-levee complex fed the Mozambique Fan from the southwest until Miocene times, reworking sediments from the shelf and continental slope into the distal abyssal fan. Since the Miocene, sediments have bypassed the shelf and upper fan region through the Zambezi Valley system directly into the Zambezi Channel. The morphology of the turbidite system off Mozambique is strongly linked to onshore tectonic events and the variations in sea level and sediment flux.  相似文献

High water demand for domestic use in Douala with over 3 million inhabitants is met mainly by shallow groundwater. Field measurements and water sampling in January 2015 were carried out to examine the major controls on the groundwater composition and spatial view of ions in the water, timing of recharge and link between the recharge process and quality of the water. Fifty-two water samples were analysed for major ions and stable hydrogen and oxygen isotopes. Low pH values (3.61–6.92) in the groundwater indicated an acidic aquifer; thus, prone to acidification. The dominant water type was Na–Cl. Nitrate, which exceeded the WHO guide value of 50 mg/l in 22% of the groundwater, poses a health problem. Mass ratios of Cl?/Br? in the water ranged from 54 to 3249 and scattered mostly along the mixing lines between dilute waters, septic-tank effluent and domestic sewage. A majority of the samples, especially the high NO3 ? shallow wells, clustered around the septic-tank effluent-end-member indicating high contamination by seepage from pit latrines; hence, vulnerable to pollution. Stable isotopes in the groundwater indicated its meteoric origin and rapid infiltration after rainfall. The δ18O values showed narrow ranges and overlaps in rivers, springs, open wells and boreholes. These observations depict hydraulic connectivity, good water mixing and a homogeneous aquifer system mainly receiving local direct uniform areal recharge from rainfall. The rapid and diffused recharge favours the leaching of effluent from the pit toilets into the aquifer; hence, the high NO3 ? and Cl? in shallow wells. Silicate weathering, ion exchange and leaching of waste from pit toilets are the dominant controls on the groundwater chemistry. Drilling of deep boreholes is highly recommended for good-quality water supply. However, due the hydraulic connection to the shallow aquifer, geochemical modelling of future effects of such an exploitation of the deeper aquifer should support groundwater management and be ahead of the field actions.  相似文献

This study investigated some stress (metals, parasites) and response (immunity, metallothionein) factors in two cockle and two Manila clam populations. Data from eight seasons were averaged to obtain global baseline values. Stress/response characteristics of each population were compared to population health status that was determined through population dynamics parameters. Four different scenarios were discussed: (1) a lightly stressed cockle population with correct population health but with a risk of deterioration (hot spot); (2) a lightly stressed introduced cockle population threatened of extinction. In this case ecological factors were suspected; (3) a moderately stressed clam population with moderate adaptative response. The population was sustainable but the level of stress should not increase (hotspot); and (4) a stressed clam population and unfavourable ecological conditions preventing clam settlement. This monitoring highlighted that the discrepancy between population health and stress levels could be due to insufficient response by bivalves and/or by unfavourable ecological factors.  相似文献

The stable isotopes of organic carbon (OC) and nitrogen, contents of OC and nitrogen for roots, bark, leaves, flowers and fruits of various mangrove species from Kisakasaka (Zanzibar) and Bagamoyo (mainland Tanzania) are used to assess (1) if some mangrove species are capable of fixing atmospheric nitrogen, (2) if there are differences between species in the same stand and in different stands and (3) if the mangrove signature is preserved in the sediments. Mean OC stable isotope results of various plant components range from −25.9‰ to −29.1‰ suggesting that mangrove trees in the two stands follow the C3 type of photosynthetic pathway. Mean nitrogen isotope values for various plant components range from −1.5‰ to 3.2‰ suggesting atmospheric nitrogen fixation by mangrove plants, but δ15N values approaching −3‰ that are more negative than typical diazotroph biomass exclude this possibility. Mangrove species thriving further inland are enriched in 13C and 15N relative to those thriving near the shoreline owing to complete utilization of available nutrients.Sediments beneath the mangrove forest are characterized by lower C/N ratio values and enrichment in 13C and 15N relative to plant material owing to mixing of nitrogenous rich material from adjacent area. High concentration of OC is found in bark and roots, while high nitrogen concentration is found in fruits and flowers only.  相似文献
