<正>登封市层层落实耕地保护责任,严格用地审批和占用耕地保护制度,全市耕地总量连续15年实现动态平衡。全市61.69万亩耕地、54.9万亩基本农田得到有效保护,均高于上级政府下达的保护目标任务。该市全面建成市、乡、村、组四级保护体系,确定了具体管护责任人员,市、乡、村、组层层签订保护责任书,将耕地保护责任落实到了每个农户和每块耕地上。同时,做到"四到位",即基本农田保护资料日常变更到位、质量管理  相似文献
