A STUDY ON LAND SYSTEM INNOVATIONS IN THE CONSTRUCTION OF SMALL TOWNS IN CHINA

The economic development in China and the rising of the living standard need to speed up the urbanisa-tion.The development of small towns is an important way to Chinese urbanization.Land use plays a very important role in the development of small towns.However there are many problems in the development of small towns,esp.in land use.The paper first discusses the land problems in the development of small towns.Such as much cultivated land lies idle,under-utilization and waste of land,increasing illegal use of land,unstable contractural relationship for land use.The relationship between the development of small towns and land use is also studied.Then the guidelines for the land system innovations of small towns are put forward.Namely the sustainability of social and economic development,the bal-ance between land reservation and land utilization,the provision of service to village ,agriculture and farmer,the manage-ment of land resource and land assets,the parsimonious andlegal use of land.The basic framework of land system innova-tions of small towns is put forward finally.It include the land replacement policy for small towns and the permanent tenan-cy of farmland,the overall plan for land uses and other plans in harmony,the establishment of a flexible system of land supplies,using land with payments ,the transfer of agricultural land and refining the land law related to the construction of small towns.  相似文献

“BASS 300 PARACOM”: a “model” underwaterparametric communication system

Parametric transduction offers valuable advantages for underwater acoustic communications. Perhaps the most significant benefit is the fact that high directivity is achieved by means of a physically small transmit transducer. This feature may, ultimately, be employed to permit long-range, low-frequency communication using a compact source. The high directivity is desirable to combat multipath propagation and to achieve data communications in water which is shallow by comparison with range. A real-time, high data-rate “model” differential phase shift keying (DPSK) communication system has been constructed and demonstrated. This system uses parametric transduction, with a 300-kHz primary frequency and a 50-kHz secondary frequency. Experimental results show that the system can be employed to combat multipath propagation in shallow water and can achieve high data-rate text and color image transmission at 10 and 20 kb s^-1 for 2-DPSK and 4-DPSK, respectively, through a transmission bandwidth of 10 kHz. 在常规照相天体测量工作中 ,对暗天体的定位是采用逐级定标星过渡的方法实现的。由于星表系统差和局部差的存在 ,最终定位结果可能包含难以把握的误差积累。在CCD小视场观测情况下时常难以找到足够数量的定标星。鉴于此 ,推导了CCD观测联合平差方法的严格矢量表达式 ,以期通过共同星的过渡 ,实现大天区统一平差。原理上此方法可实现相对于河外天体的定位 ,以削弱星表系统差和局部差对定位结果的影响。讨论了CCD联合平差方法实现中的问题 ,包括底片常数模型选择、切点位置改正、共同星的较差改正和法方程解算方法等 ,并分析了具体的处理措施。用实例初步检验了CCD联合平差方法的效果 ,表明通过对多张CCD观测的联合平差 ,可以削弱单张CCD观测参考星数目过少、单张CCD观测参考星分布不均、个别参考星存在位置偏差和局部区域参考星存在系统性位置偏差等不利因素对归算结果的影响 ,进而达到扩大视场和提高归算精度的目的  相似文献

Geometric Derivation of the Delaunay Variables and Geometric Phases

We derive the classical Delaunay variables by finding a suitable symmetry action of the three torus T³ on the phase space of the Kepler problem, computing its associated momentum map and using the geometry associated with this structure. A central feature in this derivation is the identification of the mean anomaly as the angle variable for a symplectic S ¹ action on the union of the non-degenerate elliptic Kepler orbits. This approach is geometrically more natural than traditional ones such as directly solving Hamilton–Jacobi equations, or employing the Lagrange bracket. As an application of the new derivation, we give a singularity free treatment of the averaged J ₂-dynamics (the effect of the bulge of the Earth) in the Cartesian coordinates by making use of the fact that the averaged J ₂-Hamiltonian is a collective Hamiltonian of the T³ momentum map. We also use this geometric structure to identify the drifts in satellite orbits due to the J ₂ effect as geometric phases.  相似文献
