The morphological and velocity structures in the gaseous (HI and CO) and stellar components of two interacting systems are examined. Both Arp 140 and Arp 104 reveal extended tidal tails in the HI. The Hα and FIR fluxes of Arp 140 yield similar SFR of ∼ 0.8 M yr-1. In contrast the Hα flux of Arp 104 yields a SFR of ∼ 0.05 M yr-1, ∼ 20 times smaller than that obtained from the FIR flux. Spectra were used to examine the changing velocity of atomic and molecular gas in NGC 5218 (Arp 104). The atomic and molecular gas were found to be dynamically similar with comparable velocities and velocity widths across the galaxy; consistent with the two phases responding similarly to the interaction, or enhanced HI to CO conversion in the centre of the galaxy. Ever since climate change came to be a matter of political concern, questions of justice have been at the forefront of academic and policy debates in the international arena. Curiously, as attention has shifted to other sites and scales of climate change politics matters of justice have tended to be neglected. In this paper, we examine how discourses of justice are emerging within urban responses to climate change. Drawing on a database of initiatives taking place in 100 global cities and qualitative case-study research in Philadelphia, Quito and Toronto, we examine how notions of distributive and procedural justice are articulated in climate change projects and plans in relation to both adaptation and mitigation. We find that there is limited explicit concern with justice at the urban level. However, where discourses of justice are evident there are important differences emerging between urban responses to adaptation and mitigation, and between those in the north and in the south. Adaptation responses tend to stress the distribution of ‘rights’ to protection, although those in the South also stress the importance of procedural justice. Mitigation responses also stress ‘rights’ to the benefits of responding to climate change, with limited concern for ‘responsibilities’ or for procedural justice. Intriguingly, while adaptation responses tend to stress the rights of individuals, we also find discourses of collective rights emerging in relation to mitigation.  相似文献

What is the role of the climate regime in facilitating rapid decarbonization of the world’s energy systems? We examine how core assumptions concerning the roles of the nation state, carbon markets and finance and technology in international climate policy are being challenged by the realities of how transitions in the energy systems are unfolding. Drawing on the critical region of sub-Saharan Africa, we examine the potential for international climate policy to foster new trajectories towards decarbonization.

Policy relevance

The international regime for climate policy has been in place for some twenty years. Despite significant changes in the landscape of energy systems and drivers of global GHG emissions over this time, the core principles and tools remain relatively stable – national governments, carbon markets, project-based climate finance and the transfer of technological hardware. Given the diversity of actors and drivers and the limited direct reach and influence of international climate policy, however, there is an urgent need to consider how the climate regime can best support the embryonic transitions that are slowly taking form around the world. To do this effectively requires a more nuanced understanding of the role of the state in governing these transitions beyond the notion of a cohesive state serving as rule-enforcer and transition manager. It also requires a broader view of technology, not just as hardware that is transferred, but as a set of practices and networks of expertise and enabling actors. Likewise, though markets have an important role to play as vehicles for achieving broader ends, they are not an end in themselves. Finally on finance, while acknowledging the important role of climate aid, often as a multiplier or facilitator of more ambitious private flows, it is critical to differentiate between the types of finance required for different transitions, many of which will not be counted under, or directed by, the climate regime. In sum, the (low-) carbon economy is being built in ways and in numerous sites that the climate regime needs to be cognizant of and engage with productively, and this may require fundamental reconsideration of the building blocks of the international climate regime.  相似文献

Despite the occurrence of riffle–pool sequences in many rivers there are few data concerning riffle–pool unit morphology. Of many criteria proposed to identify riffle–pool units, only three methods can be regarded as objective and robust. These are the ‘zero‐crossing’, the ‘spectral analysis’ and the ‘control‐point’ methods. In this paper statistics are developed using the first two of these methods to describe the streamwise morphology of 275 riffles and 285 pools which form a continuous 32·1 km reach of the bed of the River Severn in Shropshire, England. Yalin's theoretical relationship between the average riffle:pool unit length ( λ p) and channel width ( W ), λ p = 3 W , applies to the River Severn. Reach‐average riffle height ( H ) is a constant proportion of bankfull depth ( h ); typically H ≅ 0·16 h . Riffle height is a positive function of riffle length. Pool depth is a positive function of pool length. However, both riffle length and pool length increase more rapidly than the bed‐level amplitude, such that long riffles or pools are relatively ‘flat’. As channel gradient reduces, bedforms flatten and become more asymmetric as riffle stoss sides and the proximal slope of pools lengthen at the expense of riffle lee sides and pool distal slopes. The statistical relationships between riffle steepness (H/L) and water depth are similar to those for equilibrium subaqueous dunes. The Severn data are consistent with Yalin's theoretical analysis relating riffle bedform length (L r) to water depth, i.e. L r = α2π h, wherein α ≅ 1 for steep near‐equilibrium bedforms but α ≅ 2 to 3 as the relative depth decreases and riffles become long, low features. Theoretical consideration and turbulence data indicate that the frequency of coherent turbulent‐flow structures associated with the riffle–pool mixing length in the Severn should be of the order of 50 to 100 s. The morphological similarity of the steepest River Severn riffles with dunes raises intriguing questions with respect to self‐similar, convergent organization of periodic alluvial bedforms and to bedform dynamic classification particularly. Five pollen diagrams reveal late Wisconsin and Holocene vegetation changes in the Walker Lake/Alatna Valley region of the central Brooks Range, approximately 100 km west of the area studied by D. A. Livingstone (1955, Ecology36, 587–600). New insights into the vegetation history of this region are provided by calculations of pollen influx and by the use of linear discriminant analysis to separate Picea glauca and P. mariana pollen. Three major pollen zones are identified: (1) a basal herb zone, characterized by high percentages of Cyperaceae, Gramineae, Salix, and Artemisia, and low total pollen influx; (2) a shrub Betula zone with increased total pollen influx and very high percentages of Betula pollen, predominantly in the size range of B. nana and B. glandulosa; and (3) and Alnus zone dominated by Alnus pollen. Lakes currently within the boreal forest or near tree line show relatively high percentages of Picea pollen in the Alnus zone. Several striking vegetation changes occurred between ca. 10,000 and 7000 yr B.P. Between ca. 11,000 and 10,000 yr B.P., Populus balsamifera pollen percentages as great as 30% indicate that this species was present at low-elevation sites near Walker Lake. These populations declined abruptly ca. 10,000 yr ago and have never regained prominence. About 8500 yr B.P., Picea glauca pollen reached 10–15%, indicating the arrival of P. glauca in or near the study area. P. glauca populations evidently decreased ca. 8000 yr ago, when Picea pollen percentages and influx fell to low values. About 7000 yr B.P., Alnus pollen percentages and influx rose sharply as alder shrubs became established widely. Picea once more expanded ca. 5000 yr ago, but these populations were dominated by P. mariana rather than P. glauca, which increased slowly at this time and may still be advancing northward. Some vegetation changes have been remarkably synchronous over wide areas of interior Alaska, and probably reflect responses of in situ vegetation to environmental changes, but others may reflect the lagged responses of species migrating into new areas.  相似文献

Thinking creative clusters beyond the city: People,places and networks   总被引:1,自引:0,他引:1  
This paper develops an ethnographic study of a small rural based ‘creative cluster’, called Krowji, situated in the town of Redruth in West Cornwall, UK. The dominant geographies of creative industries research and policy in recent years have an acknowledged urban bias together with a focus on narratives of agglomeration. This paper sits alongside research that brings to the fore ‘other’ geographies of cultural production, and reflects an increasing interest in work on creativity in rural areas. Following work by Storper and Pratt, we explore Krowji’s complex interdependencies, investigating ‘the relations within, without and across the cluster’. We focus on the relationships between Krowji and its surrounding area together with the spatialities and temporalities of the relations that occur across and beyond the cluster. We address the dynamics and durability of relations formed within the cluster also paying attention to their disconnections. In offering this analysis we develop a valuable counterpoint to the urban bias of much work on creative clusters and we contribute to work that is looking more closely at the temporalities and spatialities of cultural production. Further, we point towards the value of ethnographical research on the creative industries.  相似文献

Changes in water temperature can have important consequences for aquatic ecosystems, with some species being sensitive even to small shifts in temperature during some or all of their life cycle. While many studies report increasing regional and global air temperatures, evidence of changes in river water temperature has, thus far, been site specific and often from sites heavily influenced by human activities that themselves could lead to warming. Here we present a tiered assessment of changing river water temperature covering England and Wales with data from 2773 locations. We use novel statistical approaches to detect trends in irregularly sampled spot measurements taken between 1990 and 2006. During this 17‐year period, on average, mean water temperature increased by 0.03 °C per year (±0.002 °C), and positive changes in water temperature were observed at 2385 (86%) sites. Examination of catchments where there has been limited human influence on hydrological response shows that changes in river flow have had little influence on these water temperature trends. In the absence of other systematic influences on water temperature, it is inferred that anthropogenically driven climate change is driving some of this trend in water temperature. © 2014 The Authors. Cities are key sites where climate change is being addressed. Previous research has largely overlooked the multiplicity of climate change responses emerging outside formal contexts of decision-making and led by actors other than municipal governments. Moreover, existing research has largely focused on case studies of climate change mitigation in developed economies. The objective of this paper is to uncover the heterogeneous mix of actors, settings, governance arrangements and technologies involved in the governance of climate change in cities in different parts of the world.The paper focuses on urban climate change governance as a process of experimentation. Climate change experiments are presented here as interventions to try out new ideas and methods in the context of future uncertainties. They serve to understand how interventions work in practice, in new contexts where they are thought of as innovative. To study experimentation, the paper presents evidence from the analysis of a database of 627 urban climate change experiments in a sample of 100 global cities.The analysis suggests that, since 2005, experimentation is a feature of urban responses to climate change across different world regions and multiple sectors. Although experimentation does not appear to be related to particular kinds of urban economic and social conditions, some of its core features are visible. For example, experimentation tends to focus on energy. Also, both social and technical forms of experimentation are visible, but technical experimentation is more common in urban infrastructure systems. While municipal governments have a critical role in climate change experimentation, they often act alongside other actors and in a variety of forms of partnership. These findings point at experimentation as a key tool to open up new political spaces for governing climate change in the city.  相似文献
