A STUDY ON LAND SYSTEM INNOVATIONS IN THE CONSTRUCTION OF SMALL TOWNS IN CHINA

The economic development in China and the rising of the living standard need to speed up the urbanisa-tion.The development of small towns is an important way to Chinese urbanization.Land use plays a very important role in the development of small towns.However there are many problems in the development of small towns,esp.in land use.The paper first discusses the land problems in the development of small towns.Such as much cultivated land lies idle,under-utilization and waste of land,increasing illegal use of land,unstable contractural relationship for land use.The relationship between the development of small towns and land use is also studied.Then the guidelines for the land system innovations of small towns are put forward.Namely the sustainability of social and economic development,the bal-ance between land reservation and land utilization,the provision of service to village ,agriculture and farmer,the manage-ment of land resource and land assets,the parsimonious andlegal use of land.The basic framework of land system innova-tions of small towns is put forward finally.It include the land replacement policy for small towns and the permanent tenan-cy of farmland,the overall plan for land uses and other plans in harmony,the establishment of a flexible system of land supplies,using land with payments ,the transfer of agricultural land and refining the land law related to the construction of small towns.  相似文献

The HI halo of spiral galaxies

A deep H I survey with the VLA of the spiral galaxy NGC 2403 has revealed the existence of a thick, low density layer of neutral gas surrounding the thin ‘cold’ disk. This layer has a mean rotation velocity 25–50 km s^-1 lower than that of the disk and a 10–20 km s^-1inflow towards the centre of the galaxy. In the central parts there are velocity differences from rotation of up to 150 km s^-1.Chandra observations of NGC 2403 show a diffuse, hot X-ray emitting gas component with a temperature of a few 10⁶ K. These results point at galactic fountain type of flows between disk and halo. ‘Halo’ gas with similar characteristics has also been observed in other spiral galaxies(e.g. NGC 6946, NGC 891). Such gas is probably similar to the IVCs and to some of the HVCs of the Milky Way.  相似文献

Geometric Derivation of the Delaunay Variables and Geometric Phases

We derive the classical Delaunay variables by finding a suitable symmetry action of the three torus T³ on the phase space of the Kepler problem, computing its associated momentum map and using the geometry associated with this structure. A central feature in this derivation is the identification of the mean anomaly as the angle variable for a symplectic S ¹ action on the union of the non-degenerate elliptic Kepler orbits. This approach is geometrically more natural than traditional ones such as directly solving Hamilton–Jacobi equations, or employing the Lagrange bracket. As an application of the new derivation, we give a singularity free treatment of the averaged J ₂-dynamics (the effect of the bulge of the Earth) in the Cartesian coordinates by making use of the fact that the averaged J ₂-Hamiltonian is a collective Hamiltonian of the T³ momentum map. We also use this geometric structure to identify the drifts in satellite orbits due to the J ₂ effect as geometric phases.  相似文献

Measurements of the adhesive corrosion and protective potentials of 3 Bohai Sea oilplatforms under different cathodic protection showed corrosion still occurred on these platforms undertheir designed protective potentials. Preliminary conclusions from indoor experiments on the relation betweenadhesive corrosion and cathodic protection showed adhering organisms caused the corrosion onthese platforms.  相似文献
