ABSTRACT

As a tribute to the massive contribution of our friend and colleague Graeme Hugo to the population and settlement geography of Australian rural areas, this paper presents a longitudinal study from his home State. It forms part of a wider study of the long-term demographic relationships between Australia’s rapidly growing regional cities and their surrounding functional regions. Of particular interest is the question of what effect the accelerating concentration of population and economic activity into a given regional city will have for the longer term demographic sustainability of its functional region as a whole. Taking the case of Port Lincoln, regional capital of most of South Australia’s Eyre Peninsula, it examines the nature of change in the functional region over the period 1947–2011, and investigates the forces feeding, and partly counteracting, the population concentration process, informed by concepts of evolutionary economic geography. In particular it traces the demographic impact (particularly differential migration and ageing trends) of exogenous shocks to the region’s essentially primary productive economic base during the period of major change from 1981 to 2011.  相似文献

Models are widely used to simulate hydrological response and the generation and transport of constituents such as salt, phosphorus, and nitrogen from catchments to streams. Several models use a spatial representation with catchments divided into subcatchments. Variations in land use and other characteristics within subcatchments are represented by spatially lumped hydrologic response units (HRUs) or functional units instead of using fully distributed models. This approach disregards any spatial interaction between HRUs, including their connectivity to each other and to the stream and the influence of these interactions on water and constituent export. A spatially explicit hydrological model (Thales) was used to simulate a variety of theoretical catchments with soils dominated by combinations of infiltration excess, saturation excess, and subsurface stormflow processes and different soil constituent concentrations that were spatially interacting (i.e. located along a hillslope sequence). The modelling results show that the response of both runoff and concentration is sensitive to varying spatial arrangements due to interactions of runoff, infiltration, and chemical processes between the different soil types in many but not all situations. Results highlight the importance of considering connectivity of pathways when modelling hydrological response and constituents export. Via the spread of financial liberalisation and deregulation across advanced industrialised societies over the past two decades, national banking sectors have come under increased competitive pressure. In Australia, this pressure has manifested itself in two main forms: an almost self-imposed nervousness over the growing scale and rapidity of bank mergers occurring at an international level; and the growth of new cut-price competitors in the domestic retail market. There is now growing evidence of convergence between national banking sectors in key areas. This paper employs four criteria to examine the degree of convergence between the Australian retail banking sector and its international counterparts: centralisation of services and operations; application of the `user pays' philosophy to services; a `flight to quality' in lending and service provision; and industrial relations practices. While considerable similarities can be found between the Australian retail banking sector and its international comparators at the macro-level of analysis, there is also substantial diversity evident at regional and local scales as new public- and private-sector agencies and institutions seek to meet the financial needs of those individuals and communities effectively disenfranchised from the banking system via the major banks' `world's best practice' management strategies. The paper argues that a critical and reflexive concept of scale is imperative in apprehending the increasingly complex ways in which financial service provision is being reconfigured by the strategies of reaction and resistance employed by financial consumers, urban and rural local governments, national and state media, financial consumer agencies and State and Federal Governments.  相似文献

The notion of sponge cities has attracted considerable attention in the media, in the policy arena, and in academia. It rests on the notion that some regional centres ‘soak up’ population and business from a ‘pool’ of surrounding areas, thereby appearing as ‘oases’ of growth in areas of population decline. Specifically, the notion of sponge cities rests on two premises and a deduction: some large towns and provincial cities are growing; surroundings areas are losing population; therefore, the growth results from the relocation of people from outlying farms and smaller towns to the nearby growing centres. Despite its popularity, the notion has largely gone untested. Investigation of migration trends in Dubbo and Tamworth (New South Wales, Australia), frequently cited as sponge cities, over the period 1986–2001 shows that the reality is much more complex than the simple metaphor suggests. The contribution made by the ‘pool’ to the growth of the regional ‘sponges’ is relatively minor. This calls into question the value of the notion of a sponge city—and the use of metaphors in social science more generally.  相似文献

According to a growing number of commentators, the agricultural sectors and rural areas of advanced Western nations are experiencing a transition from productivism to post-productivism. In Britain and Western Europe, where this putative transition is most evident, the salient features of the shift include: the gradual removal of farm-level subsidies and related stimulatory policies; the introduction of a range of agri-environmental programs aimed at reducing agricultural commodity surpluses and halting farm-related environmental degradation; and the development of a more socially and culturally heterogeneous rural population as counter-urbanisation has brought a new stratum of residents into rural areas. This paper explores this notion in the Australian context. In analysing a wide range of data and policy documents, the paper argues that while there is some evidence of a productivist regime operating in Australia from 1945 to the early 1980s, and some more recent incipient trends consistent with a transition to a post-productivist countryside, there is much stronger evidence that the Australian farm sector and rural landscapes are being shaped by the complex interactions between the 'productivist' ideals held by farmers and key policy makers alike, and the growing environmental regulation of farming. It is concluded that while the concept of 'post-productivism' is superficially appealing, it has little practical or conceptual application to Australian conditions. Indeed, the paper argues that 'post-productivism' is fundamentally misconceived, largely owing to its inherent binary narrative form and logic.  相似文献
