This paper examines the complexities of participatory conservation through a case study of the process of participation in a government funded community-based natural resource management programme in Western Botswana. The paper argues that different stakeholders have very different views on the levels of participation taking place in particular projects. Furthermore local people find it difficult to voice their concerns about the environment and issues of sustainability given the power relations involved in this 'participatory'process. The paper questions the accountability and motivation of the different stakeholders involved in participatory projects and suggests that implicit in the policy implementation process are mechanisms which constrain empowerment and dictate the forms of participatory conservation which can emerge. The paper concludes by reviewing the case study in the light of new policy developments in Botswana.  相似文献

This paper explores the relevance of the United Nations Convention to Combat Desertification (UNCCD) and its related National Action Programmes (NAPs) to people affected by land degradation and change in Swaziland. Household data collected from three chiefdoms are examined, together with policy analyses and information from interviews with policymakers and NGO representatives, as the barriers that inhibit successful implementation of the UNCCD at the national level are explored. We demonstrate how the issues addressed by Swaziland's NAP do not always match the environmental challenges that most threaten the sustainability of rural livelihoods, despite the 'participatory' and 'consultative' approach taken in developing the policy. This is because the more powerful members of society restricted the public's access to policy space. We argue that local involvement in environmental policy and decision-making as prescribed from the international political arena is insufficient to ensure empowerment and democracy in dealing with land degradation in national and local contexts, particularly within highly centralized political systems. Although the UNCCD represents a useful global framework in which to situate local anti-degradation initiatives, in centralized political systems, its success depends upon changes being made to the ethos of national facilitating organizations. Only when the power balance is challenged and greater moves are made towards decentralization will local land users be able to assume a meaningful role in combating desertification.  相似文献

Small-scale farmers all over the world face a number of common biophysical and socio-economic challenges. In this paper we draw on data from a workshop held in the UK in 2005, to assess whether experiences in addressing these challenges, as gained in the global South, may be used to inform solutions to similar challenges in the UK. In doing so, we contribute to a growing body of literature that seeks to challenge predominantly North–South flows of knowledge and resources. We first identify specific common challenges faced by small-scale farmers in the global North and South. We then compare the different solutions used to address these problems, drawing on the first-hand experiences of the academics, small-scale farmers, NGO staff and policymakers who participated in the workshop. Next, we examine the transferability of solutions between locations, elucidating the conditions that support and hinder such transfers. Finally, we evaluate the potential for a workshop approach to act as a 'learning space', in which the sharing of experiences can foster learning for participants and lead to new, creative ways of thinking about the process-based challenges faced by small-scale farmers  相似文献
