The paper examined the concept of development in line with the role of geospatial technology applications in governance and geospatial management in Nigeria. It also evaluates the previous efforts made by successive governments in managing governance process through geospatial technology initiatives using Lagos State as a proof-of-concept. It empirically demonstrates the role of monitoring spatial development initiatives using Landsat multi-dates satellite images 1985, 1990, 1995, 2000, 5005, 2010 and 2016 and Geographic Information System technique. The paper then identified, mapped and examined the settlement growth of Lagos using Ikorodu Division as an empirical proof-of-concept. The study reveals a geometric increase in uncoordinated human activities resulting from sporadic spatial development (builtup area) from 27.67 sq km (7.7%) in 1985–313.02 sq km (87.3%) spatial coverage in 2016. Based on the regression line, the study reveals a strong correlation between increasing settlement development and time. Low level of community involvement and lack of sense of ownership of development project initiatives in developing a local “vision” and strategy are identified as a problem. The paper re-emphasized that sustaining democratic processes as well as the fight against poverty will be won or lost mostly in the rural and less in the urban areas. The rural area is home to about 70% of the world’s poor due to lack or inadequate government services and basic amenities. The study suggest that making the future better for the yet unborn requires appreciable fundamental dataset, technologies, human resources and reliable government structures.  相似文献

When shielded from the sun and exposed to the ambient wind regime, Piché atmometers accurately reproduce estimates of the ventilation term of the Penman model using conventional psychrometry and anemometry. Results show that 98% of the variability in conventional estimates are accounted for by the variability in the atmometers when a square-root dependence on wind speed is incorporated into calculations of the evaporative flux from the atmometers. The potential for using a fairly simple instrument for the spatial extension of latent heat flux estimates from freely evaporating surfaces is discussed.  相似文献

This paper examines the motion of a test particle in the vicinity of the triangular points L 4,5 by considering the more massive primary as a source of radiation in the framework of the relativistic restricted three-body problem (R3BP). This paper studies the motion of a test particle (infinitesimal mass) in the neighborhood of the triangular point L 4 in the framework of the perturbed relativistic restricted three-body problem (R3BP). The problem is perturbed in the sense that a small perturbation is given to the centrifugal force. The characteristics of the onset and cessation of the rains investigated in this study are early, normal and late onset and cessation. The spatial pattern of these parameters were investigating for Nigeria using rainfall and potential evapotranspiration data analyzed for the period between 1959– 1990. Furthermore, 4 major rainfall producing mechanisms that could be responsible for the observed pattern of these parameters in Nigeria were also investigated using the stepwise multiple regression analysis. It was found that Inter-Tropical Discontinuity appeared as the most significant rainfall producing factor for predicting the spatial variation in the characteristics of the onset and cessation of the rains in Nigeria. This finding corroborates the zonal (north-south) pattern evident in the spatial distribution of the early, normal and late onset and cessation of the rains in the country. However, it was found that the combination of ITD and disturbance line together proved significant for explaining the spatial variation in the characteristics of the onset and cessation of the rains in Nigeria. Consequently, a south-northeast trend in the spatial pattern of each of early, normal and late onset and cessation of the rains is evident for the country. The combination of the 3 factors-ITD, disturbance line and relief were found to be significant for predicting the late onset and early cessation of the rains. However, the contribution due to relief factor is extremely low. It is observed that the occurrence of onset and cessation of the rains in Nigeria is generally erratic. The study showed further that the probability of the deviation of onset and cessation of the rains from normal is higher in the north than the southern part of the country. The significance of the observations of the study to selection of crops for cultivation and schedule of planting dates have been noted.  相似文献

Despite the vast literature on shale energy development, surprisingly little empirical research has been conducted on the shale energy communicators, communication practices, and community outreach programs. Using data drawn from a random sample of individuals in two counties in the Eagle Ford Shale region of south Texas, we present a newly-constructed unidimensional scale that can be used to measure stakeholders’ level of satisfaction with the oil and natural gas industry’s communication performance. We then examine the relationship between individuals’ level of communication satisfaction with the oil and gas industry and their perceptions of risk in regard to shale energy development in the Eagle Ford Shale. We find substantial support for the hypothesis that communication satisfaction with the oil and natural gas industry is negatively associated with risk perception. We conclude the paper with several suggestions for future research.  相似文献

Assessing moisture contents of lichens and mosses using ground‐based high‐spectral resolution spectrometers offers immense opportunities for a comprehensive monitoring of peatland moisture status by satellite/airborne imagery. This study investigates the impact of various moisture conditions of the lichens Cladina stellaris and Cladina rangiferina, and the mosses Dicranum elongatum and Tomenthypnum nitens on the spectral signatures obtained. Reflectance and moisture content measurements of these species were made in a laboratory setting, while maintaining the natural moisture conditions of the samples; once the moisture and spectral measurements were complete, the samples were returned to the field and placed in their natural setting, continuously receiving moisture from precipitation and groundwater and losing water through evaporation and drainage. Previously, we correlated the present spectral indices with the moisture contents of the above species, whereas the current study developed new species‐specific indices to improve the detection of the plants' moisture contents. The relationship between the plants' moisture content and the water table position was examined as well. It was found that the lichens are not responsive to variations in the water table position, whereas the mosses, specifically D. elongatum, are quite sensitive to changes in the water table position. Thus, the use of the mosses spectral indices may contribute to an indirect evaluation of the water table position. Overall, the results suggest that the unique spectral signatures of the above species can be detected by satellite and airborne imagery, whereas the mosses, can be used as indicators of peatlands moisture status.
