Brazil's nationally determined contribution (NDC) pledged under the Paris Agreement has marked a new stage in its climate policy towards strengthening low-carbon economic development beyond the recent drastic cuts in emissions from deforestation. Brazil especially means to limit oil consumption driven by future economic growth and to increase energy efficiency and biofuel use in the transport sector. On the other hand, Brazil still aspires to become a major petroleum province given its huge reserves of ‘pre-salt’ oil. This article aims to clarify under what conditions low-carbon economic development and oil exploration can possibly be combined in Brazil and what would be the energy system, environmental and macroeconomic implications of enabling policies for doing so. To address these questions, an energy–economy computable general equilibrium (CGE) model of the Brazilian economy is used to simulate alternative scenarios up to 2030. The results first show that implementing the most recent energy plans, which take into account the new economic reality in Brazil, should lead to over 20% lower domestic CO2 emissions in 2030 than the indicative NDC target, and to the export of the bulk of newfound crude oil. Second, with the same level of oil production, deeper domestic decarbonization, triggered by additional carbon pricing and sustainable efficiency measures, appears achievable with very small gross domestic product (GDP) loss and maximum oil exports, while being aligned with a 2°C emission pathway. However, (i) extra oil exports may induce net additional emissions outside Brazil and be seen as a perverse incentive and (ii) the economic growth strategy based on high oil exports may hinder the necessary diversification of the Brazilian economy.

In Ghana, the contested concepts of “land grabbing” and “land transaction” are strategically applied by proponents of critical and win–win discourses respectively to describe outcomes of land deals. Using case study methods and discourse analysis, this paper explores four cases of biofuels investments in Ghana and the implications of the choice of concepts used to represent them. Proponents of the critical discourse use the “land grabbing” concept to invoke imageries of “illegality”, “theft” and “food insecurity” when describing land deals. Consequently, some biofuels investments have been hampered in their potential to generate profit and local employment. The biofuel investors in this study, whose projects have been labeled “land grabbing”, therefore switched to food production to downplay public scepticism. Proponents of the win–win discourse portray biofuels investments as “pro-poor” projects and use the “land transaction” concept to pre-empt possible public criticisms in the media and elsewhere. Such representations of these biofuels investments are therefore mainly intended to pre-empt criticisms or attract public praise. Some projects with potentially promising outcomes have thus been terminated, while others with problematic outcomes have continued to be promoted. In contexts characterized by weak land regulations and ambivalence towards large-scale agriculture, the trajectory and outcomes of biofuels investments are often influenced by land deal representations drawn from global discourses and how they interact with pre-existing local discourses.  相似文献

Calculations of dry tree, plot and regional aboveground biomass, M, and assessments of complex diverse forests remain key challenges in the implementation of conventional and sustainable projects. This study reports a set of robust regional equations and the application of several allometric tree and plot M equations in Mexican arid and semi-arid forest communities. The data were collected from 1084 tree M fitting models, and 195 arid and semi-arid and 206 mesquite trees and 55 plot datasets were used to validate the models. Theoretical, semi-empirical and empirical models with exogenous variables, as well as wood specific gravity, diameter, top height, and form-factor values, were used to evaluate aboveground biomass. Empirical computer-based equations projected more consistently similar tree M assessments than did semi-empirical or theoretical models. Therefore, empirical models are recommended for assessments of tree and plot M, and future allometry research should properly address independent variables in more theoretical models. The large sample size, model richness, economic and ecological importance, and wide coverage of this dataset make it useful for estimating several biogeochemical and bioenergy density parameters and contribute to the body of knowledge regarding heterogeneity in dry forest stand structures.  相似文献

Recent studies have addressed the social and environmental impacts of biofuel crops but seldom the question as to why rural producers engage in their production. It is particularly unclear how governments worldwide, especially in middle-income countries such as Brazil, Thailand, and Mexico, could enroll so many smallholders in biofuel cropping projects. Conventional views see yields and economic returns as main drivers for smallholder participation in biofuel production but ignore the role played by power and politics. This paper analyses the rapid biofuel expansions (oil palm, jatropha) in the southern Lacandon rainforest in Chiapas (Mexico) and their partial failure (jatropha) from a political ecology perspective. Our findings indicate that biofuel expansions in this region not only occurred for productive reasons, but also because biofuel programmes provided prospects for political gains through strengthened rural organisations. In contrast with emphasis on state coercion and local resistance—common in political ecology—the biofuel expansion relied, in this case, upon a ‘politics of consent’ in which both the state and rural organisations, albeit in a power-laden relationship, sought to achieve their own goals by supporting the planting of biofuel crops. These findings suggest the need to rethink how particular approaches within political ecology apply Gramsci’s notions of power and hegemony and, more broadly, to consider the importance of politics in explaining why certain forms of agricultural production become dominant.  相似文献

Algae are regarded as the form of biomass most likely to provide sufficient quantities of fuels without impacting our food supplies. Studies investigating the potential of hydrothermal treatment of algae to produce biofuels show that, in many instances, the produced oils do not resemble crude oils and have a high heteroatom content. In this study, Scenedesmus spp. algae and isolated algaenan, a type of biopolymeric cell wall in certain algae and an important precursor to some kerogens, are subjected to hydrous pyrolysis in efforts to mimic the thermal maturation occurring in sediments as a proxy for biofuels production. Our study shows that algaenan can be subjected to hydrous pyrolysis to yield a hydrocarbon rich mixture that resembles many fossil fuel crude oils. More importantly, separation of the algaenan prior to the hydrothermal treatment can yield a paraffin rich crude requiring little additional processing to attempt to reproduce the geological process that gave us crude oils from ancient Type I kerogen. Although it requires algaenan isolation as a prerequisite, this could be a first step in the direction of producing oils without need for further upgrading. Whole algae, however, yield additional oxygenated products derived from oxygenated biopolymers even though the paraffins derived from algaenan dominate.  相似文献

The EU biofuels market is stimulating expansion of oil palm plantations in Indonesia. Little research has yet examined the impacts on water resources arising from this large-scale land use conversion to cultivation of biofuel feedstock or positioned contextual water resource governance in Indonesian locales in a wider political ecology of European climate politics. Through the concept of ‘hybrid accountability’, we examine primary evidence from an extensive action research process in Central Kalimantan Province, Indonesian Borneo, to assess whether the EU’s Renewable Energy Directive and existing certification schemes offer a way to improve the accountability of market actors and promote sustainable water resource management. We conclude that these initiatives have had no bearing on safeguarding local livelihoods and the water resources they depend on, with governance mechanisms largely failing to address people’s grievances. Rather, the EU’s policies on biofuels have supported a de-politicisation of what needs to be seen as ‘distributional water politics’. Furthermore, certification schemes such as the Roundtable for Sustainable Palm Oil offer, at present, only cosmetic tools and are insufficient to address deep structural governance issues. We argue that further hybridisation of market-based certification and governmental regulation should be designed with the purpose of providing new transnational recourse mechanisms and remedies for affected communities.  相似文献

Lemnaceae or duckweed is an aquatic plant that can be used to recover nutrients from wastewaters. The grown duckweed can be a good resource of proteins and starch, and utilized for the production of value‐added products such as animal feed and fuel ethanol. In the last eleven years we have been working on growing duckweed on anaerobically treated swine wastewater and utilizing the duckweed for fuel ethanol production. Duckweed strains that grew well on the swine wastewater were screened in laboratory and greenhouse experiments. The selected duckweed strains were then tested for nutrient recovery under laboratory and field conditions. The rates of nitrogen and phosphorus uptake by the duckweed growing in the laboratory and field systems were determined in the study. The mechanisms of nutrient uptake by the duckweed and the growth of duckweed in a nutrient‐limited environment have been studied. When there are nutrients (N and P) available in the wastewater, duckweed takes the nutrients from the wastewater to support its growth and to store the nutrients in its tissue. When the N and P are completely removed from the wastewater, duckweed can use its internally stored nutrients to keep its growth for a significant period of time. A modified Monod model has been developed to describe nitrogen transport in a duckweed‐covered pond for nutrient recovery from anaerobically treated swine wastewater. Nutrient reserve in the duckweed biomass has been found the key to the kinetics of duckweed growth. Utilization of duckweed for value‐added products has a good potential. Using duckweed to feed animals, poultry, and fish has been extensively studied with promising results. Duckweed is also an alternative starch source for fuel ethanol production. Spirodela polyrrhiza grown on anaerobically treated swine wastewater was found to have a starch content of 45.8% (dry weight). Enzymatic hydrolysis of the duckweed biomass with amylases yielded a hydrolysate with a reducing sugar content corresponding to 50.9% of the original dry duckweed biomass. Fermentation of the hydrolysate using yeast gave an ethanol yield of 25.8% of the original dry duckweed biomass. These results indicate that the duckweed biomass can produce significant quantities of starch that can be readily converted into ethanol.  相似文献
