With recent changes in the ways that state agencies are implementing their environmental policies, the line between public and private is becoming increasingly blurred. This includes shifts from state-led implementation of environmental policies to conservation plans that are implemented and managed by multi-sectoral networks of governments, the private sector and environmental non-governmental organizations (ENGOs). This paper examines land trusts as private conservation initiatives that become part of neoliberal governance arrangements and partnerships that challenge our conceptions of environmental preservation and democratic participation. The paper starts with an examination of the concept of neoliberalized environmental governance. Next, it addresses the shifting social constructions of property and land in the context of protecting large scale ecosystems. Through a case study of the extension of new environmental governance arrangements on the Oak Ridges Moraine in Ontario, we examine the relationships that have formed between different levels of the state and environmental non-governmental organizations. Finally, we analyze the expansion of land trusts and private conservation initiatives that are predicated on private land ownership and the commodification of nature, the emerging discourses and practices of private conservation, and how these are implicated in the privatization and neoliberalization of nature.  相似文献

Defending national linguistic territories in the European Single Market: towards more transnational geolinguistic analysis

This paper calls for more analysis of contemporary transnational linguistic movements. Geographers have hitherto focused on linguistic problems within states and paid less attention to issues that arise as languages, notably English, are used internationally across state boundaries. It does this by examining a conflict that arose when forces integrating the supranational European Single Market space came into conflict with a Member State's determination to protect the linguistic 'integrity' of its national territory. This conflict would appear to be a precursor of similar ones to come as languages increasingly compete in a linguistic market within an integrating Europe and a globalizing world.  相似文献

Coloradoapos;s 1992 vote on Amendment Two was the first meaningful, broad-based test of attitudes on gay rights within the United States. Analysis of voting results distinguishes places of tolerance from places of rejection. Social differences separating these places reflect typical contrasts between “traditionalists” and “modernizers” found in cultural conflicts at the national level. Places showing support for gay rights are recreational-based mountain communities, urban areas, and university communities. Those showing opposition are rural, agriculturally based communities. 为准确、客观估价丁家林金矿区探矿权价值，根据矿区地质报告中提交的储量级别、矿体控制程度和工程质量，确定了基础和可采储量、生产规模、矿山服务年限、贴现率、有关实物工作量等6项参数。综合运用贴现现金流量和重置成本法对探矿权进行评估，对达到详查程度的基础储量采用贴现现金流量法，控制程度低的资源量采用重置成本法，二者之和综合反映探矿权的价值。此方法适用于地质工作程度不均衡矿区的探矿权评估，贴现现金流量法要充分考虑储量的可信度和获利临界品位．重置成本法关键是准确确定有关的实物工作量。  相似文献
