推动土地合理流转、实施土地规模经营,是提高农民积极性、发展合作社的有效途径。在土地流转中切实做到坚持保证农民土地承包经营权和流转后的土地农业用途;坚持做到不限定流转时间、不限定流转模式、不强迫农民意愿、不侵害农民利益。在规范管理中,引入现代企业管理制度,执行统一的土地流转操作程序,确保土地流转双方在平等互利的基础上签订书面土地经营权流转合同,明确土地流转形式、面积、年限以及双方的权利和义务。通过土地的合理流转,提升了广大农民的思想观念,把土地自觉地推向农村市场,实施农业产业化发展,最大限度地发挥土地增值效益。  相似文献

Solutions to the problem of discarding in fisheries have been debated for decades. Despite this attention, measures to ameliorate discarding have had limited success. Regulators, researchers, and industry continue to struggle with fisheries management and foregone yield in the face of the continued wastage of valuable resources due to discarding.Waste minimization and by-product utilization are powerful imperatives in other sectors that are also reliant on the harvest of natural resources. This paper considers the performance of these sectors in waste minimization and by-product utilization, with the aim of identifying practices and processes that may be applied to ameliorate discarding in fisheries.This paper describes the handling, utilization, and mitigation of discards and waste in the livestock farming, agriculture, mining, and waste management industries, and in particular, in forestry. In terms of biological impact, economic objectives, and management approaches the harvesting of trees has substantial similarities to industrialized fishing. However, the forestry sector has found ways to utilize almost 100% of the natural product harvest by establishing markets and new products. Analogous developments within the fishing industry could substantially improve sustainability through reduced levels of discarding and wastage. Based on the experiences of these sectors it is suggested that evaluations of potential Management Strategies are developed to specifically examine discard mitigation approaches on a broader scale than previously conducted.  相似文献

Despite their apparent economic benefits to harvesters, individual fishing quotas (IFQs) have only been adopted in three US fisheries: Mid-Atlantic surf clam and ocean quahog; South Atlantic wreckfish; and, North Pacific halibut and sablefish. During the 1996 reauthorization of the Magnuson-Stevens Fishery Conservation and Management Act, Congress temporarily blocked implementation of additional IFQ programs in US fisheries. In this paper, we argue that because of the emergence of an alternative, the cooperative, it is unlikely that new IFQs will be adopted in federally managed US fisheries. From an economic perspective, cooperatives offer the advantage of eliminating production externalities that may remain under an IFQ program with relatively large owner classes. More significantly, development of IFQ programs appears to be increasingly overwhelmed by the proliferation of both equity concerns and seemingly interminable rent-seeking behavior — both issues that can effectively block adoption of IFQs. Ironically (and paradoxically?), by reducing the scope of the equity issues acknowledged, the cooperative alternative narrows the pool of claimants and modifies the behavior of the remainder, making implementation more likely. A further irony exists in that IFQs are widely thought to be best designed at the local/regional level while part of the appeal of the cooperative model is that it appears to shortcut the often protracted nature of the local/regional political process by relying on direct intervention from Washington, DC, in the form of actions by Congress or the Justice Department.  相似文献

This article explores the geographic literature on governance at smaller-than-urban but larger-than-household scales, identifying a relative inattention to neighborhood and other partial-city scales of governance. Hegemonic power relationships are institutionalized at particular scales of state government (e.g. national, regional, municipal) and state-sanctioned governing units (e.g. jurisdictional districts or supranational bodies), which in turn shapes urban research. We propose a new analytical term, governance shims, to describe the insertion of new scales of governance between those already reified and reproduced; institutions at such scales may be unusually grounded in authority beyond the state. Geographers seem well positioned to explore the characteristics of governance shims at the meso-urban scale. We illustrate this by briefly tracing how common interest communities (CICs), housing cooperatives, and community land trusts (CLTs) might be analyzed through a shims approach. Provocatively, emergent governance at the meso-urban scale often leverages idiosyncratic structures of property ownership to produce institutional authority.  相似文献

Agriculture has always been very important for the Bulgarian economy, but during the socialist period there was considerable progress made in the diversification of employment opportunities in rural areas. While many people commuted to non-agricultural jobs in the townships (and there was a large permanent transfer from rural to urban areas), there were additional opportunities in small factories and local services in the villages themselves. The transition has seen these opportunities much reduced, at precisely the time when full-time paid work in agriculture has declined due to market restructuring while complex problems have emerged associated with liquidating the state-run cooperatives and establishing a viable alternative. The paper discusses the general issues and presents a case study from the north-central part of the country. The rebuilding of a cooperative farming system (along with other forms of consolidation) is a positive trend which could increase spending power in the villages and help in the growth of employment in rural industries and services. Ten fishery cooperatives of the Pacific coast of Mexico were studied to examine reasons for successful community-based management of the fishery commons. The cooperatives hold exclusive rights to ‘concession’ territories for major fisheries and are linked by geographic adjacency and through a federation. The case study underscores the role of factors such as smallness of scale; the productivity, visibility and legibility of the resources and fisheries involved; clarity of social and territorial boundaries; adjacency and linkages among territorial units; a strong sense of community. The cooperatives also made considerable investments in attaining high levels of knowledge, leadership, transparent and democratic decision-making, and “vigilance,” or enforcement of the rules and the running of the organization. The study also shows the workings of windows of opportunity and experience with environmental change in the development of strong and adaptive capacities for co-management between local organizations and government agencies. Although particular histories and larger legal, political, and cultural contexts matter, the Mexican case supports arguments for greater community-level engagement in “catch share” and territorial management throughout the Pacific.  相似文献

This paper analyses the ‘Dorferneuerung’ or village renewal scheme - a key policy for rural development in the new ‘Länder’ of Germany which has been transferred from the old Länder. The contribution that Dorferneuerung can make to rural development is considered, with particular reference to the experience of participating villages in Sachsen-Anhalt. It concludes that Dorferneuerung has contributed much to improving the built environment but little to new job creation. It is indicative of the advantages and disadvantages of reunification for rural development in the new Länder.  相似文献

Livestock-based livelihoods are currently being promoted by international development agencies as part of global efforts to combat poverty. India's dairy development program, organized around village cooperatives, has become an important model for such efforts. This article aims to identify household characteristics that influence membership in India's rural dairy cooperatives by comparing two villages representing different degrees of success. Utilizing logistic regression methods, data collected through a comprehensive survey of all households in the two villages are analyzed to examine (1) how variables describing animal ownership, agricultural attributes, and household labor availability contribute to explaining membership in the dairy cooperative; and (2) whether factors influencing membership differ across the two villages. Our results indicate that although agricultural property ownership influences cooperative membership in both villages, the kind of dairy animal used and labor utilized for dairying work also have a significant and context-specific effect on household participation.  相似文献

Most fisheries for deep-water snappers, groupers and other demersal fishes in many countries and territories throughout the Indo-Pacific are data-poor and/or resource-poor. Current and emerging methods for obtaining important information on life history, ecological assessments, and stock assessments for these deep-water species were discussed at an international workshop in Perth, Western Australia in July 2016. The key issues raised included: (i) the ongoing need to adopt nascent methods for otolith sectioning and interpretation; (ii) the need for standardised international ageing protocols to be documented; (iii) the benefits of investigating otolith chronologies both for age validation and the influence of climate variability on fish populations; (iv) a need to investigate the ecological niches and requirements for deep-water fishes; (v) improved understanding of genetic stock structure/connectivity, diet and gene flow across a range of spatial scales; (vi) the need for an improved understanding of the performance and uncertainty associated with length- and age-based catch curves and spawning potential ratio stock assessments; and (vii) the issues and challenges in developing harvest strategies for deep-water data, and/or resource poor resources. Many new or refined strategic directions for further investigation were identified to resolve uncertainty in monitoring and assessment approaches to contribute toward more rigorous fisheries management arrangements.  相似文献
