地下水属于基础性、战略性水资源,其科学开发利用和保护关系到人类社会与生态系统的协同健康发展。因此,地下水一直是自然科学关注的热点和焦点之一。笔者统计分析了1986~2022年期间国家自然科学基金委对地下水科学领域的资助情况,从受资助项目的学部学科分布、项目类型和主要研究方向入手,总结了地下水科学研究现状,揭示了目前存在的短板和瓶颈问题,并分析了地下水科学发展趋势。研究结果表明:①地下水科学领域资助项目的数量和类型均呈快速增长态势;②地下水科学领域与其他学科领域的交叉融合越来越频繁、紧密,涉及多个学部和学科,申报与资助均呈现“多点开花”态势;③地下水科学作为地球科学的分支学科,面临新的机遇和挑战,许多重大科学问题亟待解决,需进一步提高重大项目支持力度;④地下水科学研究具备与更多相关领域交叉渗透的潜力,如海洋学、化学、气象学和大气科学等,国家自然科学基金委可为地下水科学与其他学科交叉提供培育平台。  相似文献

Politics, economics and science interpret the concept of sustainability differently. The discussion distinguishes between economic, environmental and social sustainability. While advocates of economic sustainability assume that natural capital is substitutable by humanmade capital, policies for a sustainable development are questionable. The paper therefore highlights a regional case to show that sustainability is indivisible. Moreover, economics and policies serving Baltic sustainability need a new institutional network to manage the multispecies resource with participation of the social players and by addressing targets step by step. The findings are based on a simple ecological-economic model providing insights for the negotiation game for all players. In addition, multispecies resource management shows a strong hierarchy in both social actions and targets. Since sustainable development is an on-going, dynamic process, policy implementation and funding must also be continuous. Sustainable development therefore challenges the institutional sets for the process and its relations to local, regional and national policies.  相似文献

资金是推进形成主体功能区的重要支撑,正确处理好资金配置中政府和市场的关系是其有效发挥作用的关键。中国不同类型主体功能区在建设初期面临不同的资金约束和资金需求特征,必将带来区域资金配置中政府与市场关系的差异,为了制定更有效、合理的主体功能区资金保障政策,有必要对此进行深入分析。首先建立由市场资金和政府资金构成的区域资金来源结构,其中资金市场化程度指标与中央财政依赖度指标分别反映了区域市场资金相对吸引能力和中央政府财政的支撑力度;选取已经发布省级主体功能区规划的12 个省级行政单元为研究区,对理论分析进行验证。结果表明:四类主体功能区中,开发类地区市场资金比重大于保护类地区,优化开发区市场资金比重大于重点开发区。基于主体功能区规划的初衷,开发类地区更加注重经济效益,且具有更高的预期经济收益,这是其市场资金比重高于保护类地区的主要原因;而在开发类地区内部,优化开发区转型升级产生的资金溢出压力远小于其优越投资环境产生的资金吸引力,这是其市场资金比重高于重点开发区的主要原因。  相似文献

国家科学基金(国家自然科学基金和国家社会科学基金的统称)研究立项课题旨在探究重大现实问题以及学科前沿发展,在很大程度上反映了相关学科研究的进展和整体水平。通过分析近20年来中国国家自然科学基金和社会科学基金对政治地理相关议题的资助,以及受资助人在该时期对相关议题的科研情况,得出以下结论:①2011年以来,国内政治地理学逐渐被认可和关注,并呈现出以北京、广州、昆明和上海研究机构为辐射中心的地理特征;②国内政治地理研究重点为边境与边界、环境政治、领土(主权和安全)、行政区划和管治、尺度和空间、社会和文化政治等六大议题;③国内政治地理研究日渐与国际接轨,但行政区划和管治等是独特的研究。整体而言,随着国家科学基金对政治地理研究支持力度的加大,期望能瞄准国际研究前沿和国内需求,建构符合中国国情的政治地理学学科体系。  相似文献

利用国家自然科学基金委科学基金网络信息系统,收集1998—2014年间NSFC极地科研资助项目,对项目的年度变化、项目类型、学科分布、依托单位、地理分布等方面进行归类和统计分析。研究结果表明NSFC极地科研项目和经费呈逐年增长趋势,以面上项目和青年科学基金项目为主,项目主要分布在地球科学部、生命科学部和数理科学部,承担主体为科研院所。  相似文献

A successful piece of applied research will not only influence the related problem perception within the scientific community, but also lead to much better understanding of a complex challenge, including the delivery of solutions. Ideally it may contribute significantly to reducing possible risk situations for people and/or the natural environment. In short, a successful study will have a broader impact beyond the sphere of science. Planning, timing, funding, networking, communication, and interdisciplinarity are identified as key aspects for a successful project and are being examined in their scope and boundary conditions, while not neglecting the particular role of local and regional people and authorities.Defining what makes a successful environmental geochemical study is clearly based upon experience and evidence found, and not upon any particular theoretical concept. Here, experience is drawn from the outcome of many projects and specifically first-hand from the complex ARSENEX project in Minas Gerais, Brazil. Against the backdrop of both perceived and real arsenic contamination of environmental compartments, including local people, all subsequent project steps and proposals were set up using a three-prong approach that sought to a) understand the processes, b) educate and inform the public and all other stakeholders and c) remediate the situation.  相似文献

Urban aquatic restoration can be difficult to accomplish because of complications like industrial pollutants, population density, infrastructure, and expense; however, unique opportunities in urban settings, including the potential to provide benefits to many diverse people, can make urban restoration especially rewarding. The success of urban restoration projects—even those focused primarily on ecological targets—depends on community involvement and managers considering community needs. However, research on the social barriers to urban restoration and strategies managers use to overcome them is relatively rare. This work attempts to fill that gap by presenting barriers for aquatic restoration projects in urban settings and strategies to overcome them. Building from interviews with restoration managers involved in urban aquatic restoration projects in Rhode Island, we contribute through an adaptive management approach: identifying and synthesizing the lessons learned from managers’ work in urban settings. Ultimately, we suggest potential for double- and triple-loop learning by disentangling and critiquing the frames and policy/power structures that influence decision making in urban aquatic restoration.  相似文献
