The purpose of the article is to investigate how the hegemony of traditional regional policy in Norway has been weakened in favour of policies of a new type, derived from the combined effect of climate concerns and a search for increased structural efficiency. This phenomenon is identified as an ‘eco-spatial’ turn that marks a new policy regime with changing agendas. The policy transition is analysed by drawing on existing scientific literature in the fields concerned, central policy documents, and relevant news articles. The results of the analysis substantiate that a decisive turn has taken place, with the period of transition between the two policy types identified as 1992–2015. This shift in policy orientation has important institutional and political consequences, including the move from a perspective of demographic and economic expansion in space to one of contraction and a subsequent creation of spatial scarcity. To conclude, the author questions whether the new policy position is viable, given the deep-rooted nature of regional cleavages within Norwegian society. However, the formal institutional ability to deal with the situation at the national level is in place, since national planning and regional policies have finally been gathered within the confines of one ministry.  相似文献

Whereas refugees and larger immigrant groups’ integration in the Norwegian labour market has received considerable research attention, less is known about the labour market integration of small, non-refugee immigrant groups from West African countries such as Ghana. The purpose of the article is to examine the role of social networks and social identities for the differentiated labour market integration outcomes among Ghanaian immigrants in the city of Bergen. Based on data produced through in-depth interviews, participant observation and informal conversations, the authors argue that Ghanaian immigrants’ ability to obtain jobs is determined by more than simply having the appropriate educational and language qualifications, and largely depends on having favourable social identities and being embedded in social networks beyond the Ghanaian immigrant community. They find that those who mainly relied on Ghanaian networks found it difficult to circumvent labour market hindrances and they predominantly obtained menial jobs. The authors conclude that Norwegian job-seekers networks played a crucial role in the immigrants’ opportunities and for potential Norwegian employers’ perception of their employability, especially in professional and semi-professional jobs.  相似文献

Local content laws have the potential to promote positive synergies between the extractive sectors and African economies. However, their success is a negotiated outcome of interaction between actors. The objective of the article is to emphasize the mechanisms by which local content requirements are negotiated between actors in Ghana’s oil and gas industry, by drawing on Foucault’s concept of power. Data for the study were obtained through interviews, observations and secondary sources. The author found that complex registration systems, administrative details, and financial and technological requirements constituted the micromechanisms of power at play in determining how the local content law was applied in practice. The article demonstrates how these factors limit the activities of small and medium-scale enterprises (SMEs) in the oil and gas sector. The author concludes that the institutional context, the capacity of local SMEs, and the techniques and practices of multinational corporations (MNCs) shape the extent of local participation in Ghana’s oil and gas industry.  相似文献

The study objective was to gain a better understanding of the transboundary fishing conflict between Indian trawl fishers and Sri Lankan small-scale fishers in Palk Bay using a relational approach to territoriality. The authors employed different ethnographic methods, including open, structured, and semi-structured interviews, and performed a media analysis in order to understand the everyday practices of Indian trawl fishers within the wider geopolitical context of a 30-year war in neighbouring Sri Lanka. The relational approach moves away from seeing cross-border fishing merely as an act of counter-territorialisation. The results revealed that the cross-border fishing underlying the crisis has largely resulted from a complex network of changing relationships between on the one hand Indian trawl fishers and India, and on the other hand Sri Lankan state agencies and Sri Lankan fishers, resulting in a porous international maritime boundary. The authors conclude that this in turn has resulted in a fluid international maritime boundary line.  相似文献

ABSTRACT

International food security and nutrition studies focus mainly on hunger rather than dietary diversity and the nutritional requirements essential for a productive life. The authors present a method that processes Food and Agriculture Organization food supply data into World Health Organization food groups to determine whether national food supply satisfies nutritional requirements for medium energy intake (i.e. c.2200 calories per day) rather than minimum energy intake. They employ a modified version of the International Food Policy Research Institute’s 2013 Global Hunger Index to group nations for comparison. The results show that most nations have a deficit in at least one of four required food groups. However, many developed Mediterranean nations with low levels of hunger display an adequate supply of all food groups. The positioning represents a successful model for managing the nutrition transition from plant-based diets to the consumption of animal protein, oils, fats, and sugars and other carbohydrates. Additionally, the results suggest that health risks associated with overweight and obesity may increase with societal development. Accordingly, the authors conclude that information on medium energy requirements should be combined with complementary socio-economic analysis to inform food and nutrition research and policy.  相似文献

In developing countries the most remarkable feature of housing production and consumption is the active involvement of households in all segments of the housing markets. The purpose of the study was to assess the main drivers of households’ decisions to build housing in Tamale Metropolitan District, Ghana. The authors used a probit regression model to analyse the main forces underlying housing production decisions in the district and to highlight the challenges associated with households’ self-building efforts. The results revealed that economic, demographic, and cultural factors were the main forces accounting for variations in households’ decisions to build housing. Additionally, the results indicated that households’ efforts were severely constrained by rising land values, low levels of household income, limited employment opportunities, and intermittent chieftaincy conflicts. The authors conclude that access to land and security of tenure were important prerequisites for housing development in Tamale Metropolitan District. They recommend the establishment of a good land administration system to help to address the excessive bureaucracy in the delivery of land for house building in the metropolis.  相似文献
