农村信用社产权制度创新研究

现行农村信用社存在的出资人所有权虚置、收益权削弱、法人财产权丧失等产权制度缺陷 ,严重阻碍着它的进一步发展。形成这些缺陷的主要原因在于农村信用社产权改革的方向不明和对产权范畴的片面理解 ,因此 ,农村信用社产权制度创新应在清晰界定产权的基础上、向股份制、股份合作制、合作制等多种产权形式的方向发展。  相似文献

The economic development in China and the rising of the living standard need to speed up the urbanisa-tion.The development of small towns is an important way to Chinese urbanization.Land use plays a very important role in the development of small towns.However there are many problems in the development of small towns,esp.in land use.The paper first discusses the land problems in the development of small towns.Such as much cultivated land lies idle,under-utilization and waste of land,increasing illegal use of land,unstable contractural relationship for land use.The relationship between the development of small towns and land use is also studied.Then the guidelines for the land system innovations of small towns are put forward.Namely the sustainability of social and economic development,the bal-ance between land reservation and land utilization,the provision of service to village ,agriculture and farmer,the manage-ment of land resource and land assets,the parsimonious andlegal use of land.The basic framework of land system innova-tions of small towns is put forward finally.It include the land replacement policy for small towns and the permanent tenan-cy of farmland,the overall plan for land uses and other plans in harmony,the establishment of a flexible system of land supplies,using land with payments ,the transfer of agricultural land and refining the land law related to the construction of small towns.  相似文献

The Munich Near-IR Cluster Survey (MUNICS) is a wide-area, medium-deep, photometric survey selected in the K' band. The project's main scientific aims are the identification of galaxy clusters up to redshifts of unity and the selection of a large sample of field early-type galaxies up to z < 1.5 for evolutionary studies. We created a Large Scale Structure catalog, using a new structure finding technique specialized for photometric datasets, that we developed on the basis of a friends-of-friends algorithm. We tested the plausibility of the resulting galaxy group and cluster catalog with the help of Color-Magnitude Diagrams (CMD), as well as a likelihood- and Voronoi-approach. We present a library of 47 open-cluster integrated spectra, mostly obtained at CASLEO (San Juan, Argentina) in the range  3600 < λ < 7400 Å  , which are made available at CDS. The data are combined with previous spectra to obtain 10 high signal-to-noise ratio basic templates in the young and intermediate-age domains, which are also provided in the library. These Galactic disc templates represent the increased time resolution spectral evolution of a stellar population unit around the Solar metallicity level. The improved signal-to-noise ratio of the present templates with respect to previous template lists, together with their increased time resolution, allowed us to improve the fundamental parameters of some open clusters. The present spectral library will be useful for several astrophysical applications, particularly for population syntheses of star-forming giant galaxies.  相似文献

球状星团是银河系中最年老的天体之一，是储存着银河系早期演化珍贵信息的“化石”．球状星团的天体测量，主要包括球状星因天区内恒星相对自行的测定，并由这些相对自行数据采用适当方法定出星团的绝对自行，或者直接测定绝对自行．利用这些自行数据，或者进一步与测光和视向速度数据结合，可以开展与球状星团的距离、运动、动力学状况、质量、年龄、演化等等以及银河系的结构和演化等有关的一系列重要的研究．在本文中对本世纪70年代中期以来在球状星团相对自行测定和成员概率估计、内部运动检测、绝对自行测定和空间运动研究这三方面取得的成果和进展以及存在的问题作了评述．  相似文献
