Geographies of Displacement: The Karenni and The Shan Across The Myanmar-Thailand Border 总被引:1,自引:0,他引:1
First, central to our analysis is the argument that human movement within and across borders fundamentally challenges the view of geopolitics based upon fixed territorial states, inter-state relations, national identities and citizenship; indeed the whole idea of "national geographic". Using the examples of the Karen and Shan peoples, we explore the processes and patterns of forced relocation, displacement and migration in the border regions of Myanmar and Thailand. Our main concern is with forced displacement as a result of political and ethnic conflict; specifically, how the Burmese military regime's desire for "national unity" within Myanmar's "national space" has influenced the militarily inspired displacements of hundreds of thousands of villagers and civilians within the border zones inhabited mostly by so-called "national minorities". We examine the particular problems of the so-called "internally displaced persons" within "national" boundaries compared with the "refugees" and "undocumented migrants" who make it across "international" space into Thailand. We illustrate the ways displaced people are represented by state agencies and the media as "threats" and "transgressors". We consider some of the "long term" aspects of the displacement problem along the Myanmar-Thai border and the vital contribution geographers can make to the study of displacement. 相似文献

This article explores refugee economic subjectivity in the context of restrictive asylum policies and disrupted transnational family lives. Drawing on fieldwork with young Syrian refugees pursuing IT training in Jordan, I focus on the “coding boot camp,” an emerging educational format in the field of refugee professional training. I thus explore how Syrian youths approach humanitarian policies in which, in the absence of full social and economic rights for refugees, the question of livelihoods is addressed through the paradigms of self‐reliance, creativity, and innovation. Reframing the refugee from a “protected” to a “productive” subject, and offering individual solutions to a structural economic impasse, these policies produce tensions between individual responsibilities and more‐than‐individual relations and identifications—with families, religious identities, and national communities—that remain unresolved. The findings contribute to geographical scholarship on economic subjectivity, familial relations, and the migrant and refugee condition, while shedding light on some of the effects of the encounter between technology‐centred, neoliberal approaches to humanitarianism and restrictive migration regimes in responses to the Syrian displacement. 相似文献

As fewer refugees move into formal camps, what kinds of non-camp spaces are emerging and how does that challenge the ways in which we understand the management and politics of refuge? This paper seeks to shed light on this question through an analysis of informal settlements in Lebanon. The Syrian crisis has displaced millions of people, most of whom have moved into neighbouring countries such as Jordan, Lebanon and Turkey. The Lebanese government, faced with a longer history of Palestinian camps and their militarization has refused to allow the establishment of official refugee camps for Syrians. As a result of this ‘no camp’ policy, Syrians are forced to either live in private rented accommodation in towns and cities throughout the country, or in informal settlements (ISes) built on private, often agricultural land. These informal settlements are built and developed through a complex assemblage of humanitarianism, hospitality, security, economic and political considerations. In this paper, I look at the physical and social spaces of informal settlements in the Bekaa Valley, Eastern Lebanon, examining how differential access to aid, support, security and tacit recognition by the state has led to variations amongst them. In doing so, I expose how an informalized response to the crisis through a system of deregulation is enabling refugee spaces to emerge that are visible, yet unrecognized, flexible, yet precarious. These spaces destabilize the city/camp dichotomy by drawing together elements of both. In engaging with debates on informality, the paper contributes to a growing critical literature on refugee geographies and seeks to expand beyond the reductive narratives of refugee camps, thereby offering insights into refugee futures in increasingly uncertain times. 相似文献

Immigrant and refugee acculturation has both behavioral and spatial manifestations. The purpose of this study is to examine the spatial acculturation process of Hmong refugees in California's San Joaquin Valley in order to understand changing perceptions of the concepts and uses of space and place. Through in-depth interviews and participant observation among 120 Hmong university students and their families, the process of change in settlement and use of space is traced from traditional cultural practices in Laos through the refugee camp experience to the first and 1.5 generation enclaves. Each generation has recreated and adapted the immediately preceding socialization experience such that settlement patterns and the use of space by the 1.5 generation only minimally resemble traditional culture, yet maintain its underlying cultural values. 相似文献

Black African refugee communities are a relatively recent addition to the Australia landscape. Between 2001 and 2007, over 5000 refugees from various African nations resettled in Queensland. There are very few data about African refugee settlement geography in Australia and no previous study delineating African refugee settlement within the State of Queensland. This research addresses the knowledge gap by examining the geographic distribution and secondary migration patterns of eight African refugee communities in Southeast Queensland. The research adopted a multi-method approach, mapping quantitative data from an existing secondary database and comparing these to qualitative primary data to determine geographical distribution. Additional qualitative data were used to establish secondary migration patterns of the case study communities. Results show noticeable discrepancies between existing secondary datasets and primary data collected from the communities. These inconsistencies are significant because settlement service providers who use the secondary data to budget, plan and deliver essential settlement services might be underestimating the size of the African communities and missing some settlement locations altogether. The results also reveal a tension between the main socio-cultural forces of concentration and housing forces of dispersion that are driving secondary migration in the communities. A policy recommendation to mitigate the potentially negative effects of residential dispersion on settlement outcomes includes the strategic location of service hubs in key suburbs, such as Moorooka, to which the communities are already drawn. 相似文献

Alternative Places of Detention (APODs) are a new way of detaining asylum seekers in Australia. The establishment of APODs creates a new formal structure of belonging in Australia which challenges everyday practices of belonging and senses of belonging at the local and national scale. This paper examines practices of belonging which emerged following the establishment of the Inverbrackie APOD in Woodside, South Australia. Using a critical discourse analysis approach, informed by the insights of theories of performativity, this research explores the competing stories of two broadly defined groups (opponents and supporters of Inverbrackie) engaged in a dialogue about asylum seekers, refugees, immigration detention and belonging. While opposition to the APOD was vocal and frequent in the lead-up to the establishment of the detention centre, once the Inverbrackie APOD became operational opponents’ voices began to fade. On the other hand, supporters continued to say things—and more importantly continued to do things—to nurture belonging for asylum seekers in Inverbrackie, Woodside, and Australia. 相似文献

In the face of protracted refugee situations worldwide, peaceful co-existence with host populations is necessary to ensure a meaningful life for refugees. Refugees need assistance to survive, especially in the emergency phase of their arrival in host communities. However, establishing refugee camps in predominantly rural communities with poor living conditions questions the type of assistance that should be offered in order to avoid resentment from rural hosts. The article explores the implications of humanitarian assistance to refugees in Krisan Refugee Camp in Ghana for refugee–host relations. Where assistance to refugees is perceived to be above average living conditions in the host communities, there is likely to be resentment among hosts. This may create antagonism between refugees and hosts, thereby jeopardising peaceful co-existence. It is concluded that assistance should also take the needs of local populations into consideration in order to create a congenial atmosphere for co-existence. 相似文献

ABSTRACT. The residential patterns, adaptation experiences, and impacts of immigrants on North American cities have been well documented in the geographical literature. In this article, we build on prior work by testing the theories of Gaim Kibreab, who identified three factors that shape the experiences of recent refugees: attitudes of the receiving society; current policy environments; and employment opportunities in local communities. We analyze some of the ways in which these factors operate as interrelated systems for two comparative groups of foreign‐born migrants in Portland, Oregon: sub‐Saharan Africans; and Russians and Ukrainians. Using a mixed‐methods approach, we triangulate data from a blend of in‐depth interviews, participant observation in the community and at refugee and immigrant social service agencies, census and other statistical records, and cartographic analyses to report on the findings of our work. Using statistics collected by UNHCR and the Serbian government, the paper examines aspects of the refugee problem in FR Yugoslavia
whose war-affected population amounted to 646 066 persons in 1996 (a figure that is almost certainly an underestimate). Relatively
few refugees will return to their homes even with a political settlement because so many homes are damaged or destroyed. Many
people would like to settle in Western Europe and some have already succeeded (especially in Scandinavia where asylum seekers
from Former Yugoslavia accounted for 80 percent of the applications in January-September 1993). But regulations are being
tightened and asylum seekers are now facing deportation. Housing refugees in FRY is expensive (only 350 refugees got new homes
and permanent citizenship in 1994), but some exchanges have been arranged between Serbs arriving from Croatia and Croats established
in Vojvodina who are willing to move in the opposite direction. The most promising solution discussed in the paper is resettlement
in border villages which have experienced steady depopulation since the Second World War. Houses are available for refurbishment
and arable land is cheap. The resettlement of refugee farmers could make an immediate impact on food production and over the
longer term there could be sustained economic growth in the context of a newly-constituted Euroregion. Such a strategy would
make a virtue out of necessity by helping the refugees and the border regions which have had their potential enhanced by cross-border
cooperation.
