The Lower Mississippi Alluvial Valley (LMAV) was home to about ten million hectare bottomland hardwood (BLH) forests in the Southern U.S. It experienced over 80 % area loss of the BLH forests in the past centuries and large-scale afforestation in recent decades. Due to the lack of a high-resolution cropland dataset, impacts of land use change (LUC) on the LMAV ecosystem services have not been fully understood. In this study, we developed a novel framework by integrating the machine learning algorithm, county-level agricultural census, and satellite-based cropland products to reconstruct the LMAV cropland distribution during 1850–2018 at a 30-m resolution. Results showed that the LMAV cropland area increased from 0.78 × 104 km2 in 1850 to 6.64 × 104 km2 in 1980 and then decreased to 6.16 × 104 km2 in 2018. Cropland expansion rate was the largest in the 1960s (749 km2 yr−1) but decreased rapidly thereafter, whereas cropland abandonment rate increased substantially in recent decades with the largest rate of 514 km2 yr−1 in the 2010s. Our dataset has three notable features: (1) the depiction of fine spatial details, (2) the integration of the county-level census, and (3) the inclusion of a machine-learning algorithm trained by satellite-based land cover product. Most importantly, our dataset well captured the continuous increasing trend in cropland area from 1930–1960, which was misrepresented by other cropland datasets reconstructed from the state-level census. Our dataset would be important to accurately evaluate the impacts of historical deforestation and recent afforestation efforts on regional ecosystem services, attribute the observed hydrological changes to anthropogenic and natural driving factors, and investigate how the socioeconomic factors control regional LUC pattern. 评估生态系统服务价值(Ecosystem Service Values,ESV)有利于衡量生态系统服务供给潜力和生态效益的大小,对城市生态规划与土地利用管控起到重要的支撑作用。选择长沙市为研究区域,基于1990、2000、2010和2018年4期土地利用现状遥感监测数据集,利用ArcGIS软件和经本地化校正的当量因子法,分析1990—2018年间的土地利用变化特征,并探讨土地利用变化对ESV的影响。结果表明: ①1990—2018年长沙市土地利用变化轨迹以耕地→林地互相转化以及建设用地对耕地、林地的侵占为主; ②1990—2018年长沙市的ESV共减少53.17×108 元,降幅3.59%,除水域外各类ESV均呈下降趋势,林地和耕地服务价值减少最明显; ③在各单项服务功能中,水文调节的价值最大,其次是气候调节,两者之和占总价值的54%; ④“退耕还林”“退田还湖”“兴工强市”等政策引起的土地利用变化势必对ESV造成影响,城市快速扩张、土地开发会导致ESV不断下降。综合分析认为,在调整研究区土地利用结构、优化土地配置时应充分重视水域、林地等生态系统服务价值较高的土地利用类型,减缓ESV的下降趋势。 相似文献

As Payments for Ecosystem Services (PES) continues to gain attention as a policy tool for securing efficient and effective environmental governance, a rising tide of criticism warns of the potentially detrimental social–ecological consequences of nature commodification and ‘green neoliberalism’. These concerns are also expressed at international policy fora, where the market rhetoric has met with political resistance from countries belonging to the ‘Bolivarian Alliance for the Peoples of Our America’ (ALBA). But despite this ideological opposition, some ALBA countries are increasingly integrating PES into their environmental policies. In this article we consider the reasons underlying this apparent contradiction and relate it to the notion of ‘epistemic circulation’. On the basis of a study on the evolution of PES-thinking in Nicaragua (an ALBA member) and a reassessment of the supposed ‘success’ of an influential pilot project, we shed light on the forces driving the adoption of particular PES modes and contextualise practical difficulties to endorsing more critical approaches to the tool. Instead of either ideologically rejecting PES as a neoliberal evil or embracing it uncritically as the new panacea, we argue that it is precisely through the socio-political processes surrounding environmental governance debates that the application of PES is shaped. In practice, it may either contribute to an imposed and dispossessing form of capitalism, or tend towards a more negotiated and socio-culturally embedded version of it. Only through its reconceptualisation based on political–cultural primacy rather than market-fetishism can PES achieve its true potential within a broader strategy towards improved environmental governance. 相似文献

Proponents of payments for ecosystem services (PES) schemes advocate targeting payments to geographical areas that can: (a) maintain or enhance ecosystem services, (b) permit economically efficient arrangements and (c) address poverty objectives. The location of these efficient, effective and equitable (or triple-win) solutions is viewed as the ‘holy grail’ of PES and is often sought in isolation to broader socio-economic pressures, political relationships, or local cultural conditions. While the plethora of PES design perspectives often follow the concepts of efficiency and effectiveness, they seldom relate to pluralistic value systems and may disparage local self-determination for influencing the form and terms of negotiation. This paper critically analyses the assumptions underpinning the design of PES schemes which seek to optimise or target efficient, effective and poverty objectives. Using a case study for a proposed PES initiative in the Kathmandu Valley of Nepal, we employ spatial analysis to geographically visualise the discrepancy between the location for a typology of targeted objectives and actual preferences which support local perceptions of natural resource use and conservation. The case study highlights the inequity inherent in targeting payments under a neoliberal framing. Instead, spatially differentiating incentives according to socially determined priorities and collective management is suggested. 相似文献

Earth’s life-support systems are in rapid decline, yet we have few metrics or indicators with which to track these changes. The world’s governments are calling for biodiversity and ecosystem-service monitoring to guide and evaluate international conservation policy as well as to incorporate natural capital into their national accounts. The Group on Earth Observations Biodiversity Observation Network (GEO BON) has been tasked with setting up this monitoring system. Here we explore the immediate feasibility of creating a global ecosystem-service monitoring platform under the GEO BON framework through combining data from national statistics, global vegetation models, and production function models. We found that nine ecosystem services could be annually reported at a national scale in the short term: carbon sequestration, water supply for hydropower, and non-fisheries marine products, crop, livestock, game meat, fisheries, mariculture, and timber production. Reported changes in service delivery over time reflected ecological shocks (e.g., droughts and disease outbreaks), highlighting the immediate utility of this monitoring system. Our work also identified three opportunities for creating a more comprehensive monitoring system. First, investing in input data for ecological process models (e.g., global land-use maps) would allow many more regulating services to be monitored. Currently, only 1 of 9 services that can be reported is a regulating service. Second, household surveys and censuses could help evaluate how nature affects people and provides non-monetary benefits. Finally, to forecast the sustainability of service delivery, research efforts could focus on calculating the total remaining biophysical stocks of provisioning services. Regardless, we demonstrated that a preliminary ecosystem-service monitoring platform is immediately feasible. Economic instruments such as Payments for Ecosystem Services (PES) schemes are increasingly promoted to protect ecosystems (and their associated ecosystem services) that are threatened by processes of local and global change. Biophysical stressors external to a PES site, such as forest fires, pollution, sea level rise, and ocean acidification, may undermine ecosystem stability and sustained ecosystem service provision, yet their threats and impacts are difficult to account for within PES scheme design. We present a typology of external biophysical stressors, characterizing them in terms of stressor origin, spatial domain and temporal scale. We further analyse how external stressors can potentially impinge on key PES parameters, as they (1) threaten ecosystem service provision, additionality and permanence, (2) add challenges to the identification of PES providers and beneficiaries, and (3) add complexity and costs to PES mechanism design. Effective PES implementation under external stressors requires greater emphasis on the evaluation and mitigation of external stressors, and further instruments that can accommodate associated risks and uncertainties. A greater understanding of external stressors will increase our capacity to design multi-scale instruments to conserve important ecosystems in times of environmental change. 相似文献

利用延安市2001-2007年土地利用基础数据,计算土地利用动态度,并在Costanza生态系统服务价值理论基础上,结合谢高地等的中国生态系统生态服务价值当量因子表,计算出延安不同生态系统单位面积生态服务价值。并依此尝试计算延安市2001年至2007年延安市生态系统服务价值量。研究发现,2007延安市的生态系统服务价值将达到424.28亿元,比2001年增加28.79亿元,增长率为7.28%;各种土地利用方式的生态系统服务价值的敏感性指数(CS)均小于1,表明其对生态系统的价值变化是缺乏弹性的。 相似文献
